Scholes Int’l Airport Advisory Committee Minutes of the December 8, 2020 Meeting 1. Declaration of a Quorum, Call Meeting to Order, and Roll Call The meeting was called to order at 12:00 PM by Chairman, Bryan Fisher. Roll was called. The required number of members were present and a quorum was declared. Members Present: Ruth Ruiz, Bill Tuite Wayne O’Quinn, David Schuler, Nigel Gusdorf, Bryan Fisher, Marie Robb. 2. Selection of Committee Vice-Chair A motion was made by Bryan Fisher and seconded by Wayne O’Quinn to elect Ruth Ruiz as Vice-Chair of the Airport Advisory Committee. The motion carried unanimously. 3. Public Comment – None 4. Approval of the Minutes from the October 13, 2020 Meeting A motion was made by Wayne O’Quinn and seconded by Nigel Gusdorf to approve the minutes. The motion carried unanimously. 5. Discussion of the Airport Master Plan Update The Planning Advisory Committee (PAC) held a virtual meeting on November 10, 2020, to hear a presentation by Coffman Associates. This presentation covered the first three chapters (Phase 1). There was lots of discussion concerning airport design standards, pavement geometry, and available property for development. Typically, the public participation part of the Master Plan process would be hosted at a public place where the public could view the draft documents. This allows the public to ask questions and allows Coffman Associates to gather feedback on the various drafts. Due to current circumstances, public input is being done online. The public can watch Coffman’s presentation, view the Master Plan documents, and submit comments at https://galveston.airportstudy.net or go to the website and view the documents there. Submitting comments can also be done via email to airport@galvestontx.gov. So far we have received 5 public comments. Coffman Associates are currently working on Chapter 4: Airport Plans and Land Use Compatibility. We are requesting the Airport Advisory Committee’s help in soliciting the public’s involvement in the Master Plan Study, by discussing this with your contacts and asking them to get involved in the Master Plan process. Minutes of the Scholes International Airport Advisory Committee Page 1 of 4 6. Discussion of Airport Hangar Project We are finally seeing progress on our long-awaited Hangar Project. This project was to build an eight-unit nested T-hangar and two 62’ x 60’ (3,720 sq. ft.) box hangars. Due to funding levels, we moved one box hangar as an add-alternate. We currently do not plan to build the second box hangar. We received nine RFPs and the Selection Committee ranked each based on cost, past performance on similar projects, the overall experience of the project manager, proposed schedule, and references. Warwick Construction was ranked the highest, followed by Brookstone and KDW. Warwick Construction’s bid price was $832,629 to build an eight-unit T-Hangar and one box hangar. The overall project cost is $924,218, which includes a 10% contingency fee of $83,263 and a 1% construction Administration fee of $8,326. Funding for this project came from TIRZ 14, who funded $400,000 of the project and the remaining $524,218 came from the Airport’s capital fund account. We plan to ask City Council to consider approving this project at their December 29, 2020, Council meeting using Warwick Construction as the contractor. The eight-unit nested T-Hangar has six units that are 1,305 sq. ft. each, and two larger units. Unit 4 is 1,520 sq. ft. and Unit 8 is 1,780 sq. ft. Typically, there are two half units on a nested T-hangar, but we chose to incorporate the west half unit into units 4 and 8 and the east half unit into a public restroom. The smaller units will have three LED interior lights, while the two larger units will have four LED interior lights. Each unit will have two to three electrical outlets per unit, depending on the size of the unit. We will also have six exterior lights to light up the area around the hangar at night. Each unit will have a 44’ 5” x 14’ electric bi-fold hangar door with one walk- in door installed in the bi-fold door. The box hangar will be 62’ wide and 60’ deep and will have six LED interior and four LED exterior lights. There will be two walk-in doors, one 12’ x 12’ garage door, and one 54’ x 18’ electric bi-fold hangar door. The hangar will have a 10’ x 62’ concrete ramp connecting it to the main ramp. Proposed Lease Rates: Lease Rate Worksheet Attached Local area airports were researched to have the following rates. Pearland (which is the closest airport) has fairly new T-hangars that are 1,071 s.f., which is 234 s.f. smaller than our new hangars. Their lease rate starts at $475/month Texas Gulf Coast $200 to $280/month La Porte $300/month Sugar Land $483 to $774/month On the North Apron, where we have the majority of hangars, we have only three T-hangars (Hangars 17, 18, & 19) that range in size from 900 s.f. to 1,076 s.f. for each unit. The Minutes of the Scholes International Airport Advisory Committee Page 2 of 4  majority of the remaining hangars on the North Apron look like a T-hangar, but each unit is a box hangar that ranges in size from 1,368 s.f. to 6,400 s.f. for each unit. The current average lease rate for the T-hangars is highlighted in blue and range from $3.72 to $3.97 s.f./year, and the average lease rate of the box hangars is highlighted in orange and range from $3.27 to 3.46 s.f. Based on our current lease rates, and lease rates at Pearland, we recommend a lease rate somewhere around $3.91 to $4.00 sq. ft. for a one to three-year lease. Shorter lease terms will increase the lease rate slightly. Airport staff is seeking the Committee’s feedback on a recommended price per square foot for T-Hangar 16 and Box Hangar 62. It was the consensus of the Committee that the proposed lease rates for the hangars were acceptable. 7. Update on Airport Projects & Monthly Reports a. Airport Facility Repairs i) ATCT J. W. Kelso is the prime on this project. The overall contract amount is $377,720. Over 90% of the work has been completed as of the end of November. Work remaining includes finishing the exterior paint on the tower cab, installing stainless- steel vent covers over all of the wall penetrations, install and certify the lightning protection system, and complete any punch list items. ii) South Ramp Pavement Repairs Last month, Public Works assisted in removing and replacing a section of asphalt taxi lane at the South Ramp leading up to two hangars. This was done to enhance safety and reduce the liability from damage due to the deteriorating asphalt pavement in this area. Public Works provided labor and equipment, and the airport paid the material cost, currently estimated at $2,100. b. Capital Improvements i) 2012GLVST – Runway 14/32 Asphalt Rehab & N. Apron Joint Seal Repairs Not much has changed on this project. TxDOT is funding 100% of the project using CARES Act funding, but the Airport will be paying a 10% contingency fee of $9,400. TxDOT is reviewing the bid packet, which should go out for bid sometime in December 2020, with a bid opening in January. Construction would likely happen between March – July 2021. Ramp The selection committee reviewed six RFQs and selected three engineering firms to interview. Virtual interviews will be done this Friday, December 11, and a firm will be selected. We anticipate the contract with the winning firm to be completed by February 2021. • Work on Runway 18/36 will begin in the summer of 2022 • Work on the South Apron and South Ramp will begin in the summer of 2023 c. Fuel Flowage Report December 2020 was 110,522 gallons, which is up 37% over last December and 29% over last year at this time. d. ATCT Operations Our December 2020 Traffic Report was 2,317 operations while the tower was open. This is up 17% over last December and 18% over last year at this time. e. Monthly Budget Report as of 12/01/20 Revenue: $186,513. This is 16% of our overall expected amount for FY21. Expenses: $256,434. This is 22% of our overall anticipated expenses for FY21. Net revenue: $91,634. Net revenue is currently at ($69,921), this is due to an encumbrance of $93,114 for the purchase of a new F-150 four-door truck, tractor with a 6’ mower deck with a front-end loader, and a 15’ rotary cutter all for the maintenance department. f. Community Involvement As previously stated, we are requesting the Airport Advisory Committee’s help in soliciting the public’s involvement in the Master Plan Study. Please tell everyone you know that we need their input on the Airport Master Plan.
