Scholes Int’l Airport Advisory Committee Minutes of the June 8, 2021 Meeting 1. Declaration of a Quorum, Call Meeting to Order, and Roll Call The meeting was called to order at 12:14 PM by Chairman Bryan Fisher. Roll was called, and a quorum was declared. Members Present: Bryan Fisher, Ruth Ruiz, Wayne O’Quinn, Mike Burke, Marie Robb 2. Public Comment – Announcement from Mike Shahan, Airport Director Mike Shahan announced a new aviation business that has opened at the airport by Patrick Stratman. Mr. Stratman has opened an avionics shop at Hangar 73. The company name is IFR Pitot Static, Inc. Patrick moved his business from Van Nuys, California. 3. Approval of the Minutes from the April 13, 2021 Meeting A motion was made by Marie Robb and seconded by Mike Burke to approve the minutes. The motion carried unanimously. 4. Discussion of the Airport Master Plan Phase 2 Report Mike Shahan briefed the Committee on the proposed development plan as submitted by Coffman Associates. The discussion from the Committee was focused on why the draft plan shows the taxiways widths being reduced. Other discussion items were the renewed interest in commercial flights flying from the airport and the need for the Customs restrictions to be lifted. It was decided that a special meeting would be held on July 13, 2021, so the Committee could formulate a Committee response to the Phase 2 Report. The Committee wants to keep the existing pavement widths in place, focus on becoming a Part 139 airport so commercial service could be flown from the airport, and getting the medical flight restriction lifted so any international flight can clear customs at Scholes Airport. 5. Update on Airport Projects & Monthly Reports a. Airport Facility Repair Update 1. ATCT Repairs • JW Kelso remaining work: install stainless steel covers over the exterior wall penetrations. • We continue to have water leaking into the building around the wall-mounted HVAC unit. The exterior wall seals were fine, but the boxes that the wall-mounted HVAC unit sat in were not angled outward correctly, which allowed the water to run back into the building and not out towards the exterior. The alignment may have changed due to the building settling over the years. Way Engineering will be replacing the boxes this Wednesday. Minutes of the Scholes International Airport Advisory Committee June 8, 2021 Page 1 of 4  • Purchase Orders have been issued to paint the interior and replace the carpet. • We will use a CRRSAA grant ($34,162) to cover the HVAC box replacement, painting, and carpet. We expect the work to be completed within the next six weeks. 2. Tie-Down Repairs – This project has been completed. 3. Hangar 28 Repairs Unit 8 has been treated for corrosion and painted. We are planning a two-phase repair to fix the roof leaks. Phase 1 - replace 60, 24’ purlins that have deteriorated over the years. We believe this will fix the vast majority of the roof leaks. The total cost is $32,980. We will use the CRRSAA grant to cover $23,000 of the cost and airport funds to cover the remaining $9,980. Phase 2 - the seam and anchor screws will be treated and taped. A rubberized coating will be applied over the whole roof. When complete, the roof will have a 10-year warranty. b. Capital Improvement Projects 1. 1812GLVSN - Airfield Pavement Repairs Contractor RAC Industries has made multiple repairs at the North Apron and is now making repairs on Runway 14 and Taxiway E. The runway and taxiway repairs should be completed by the end of June. 2. 2012GLVST – Runway 14/32 asphalt rehab and North Apron Joint Seal Repairs • Lone Wolf Construction is working on Runway 14/32 and the North Apron. They have removed the striping on the runway and about halfway through doing the crack sealing. Once that is done, the seal coat work will begin. Seal coating the runway will take about two weeks to complete. Once done, the runway will be restriped. • The work crew is currently doing concrete repairs not done during the last project. Work on the joint seals will begin this week. • Lone Wolf Construction should finish its work by the end of July. 3. 2012GALVN – Engineering/Design for RWY 18/36, South Apron, & South Ramp • KSA has completed the preliminary engineering report, and we met with TxDOT to review the plans. • TxDOT will not cover the repair cost of the apron that PHI and ERA lease from us. PHI does not want to give up their lease, so PHI will need to make the repairs, which is their responsibility to do in their lease. • We are working with ERA to cancel their apron lease. If that happens, TxDOT is willing to make the repairs to that area. Minutes of the Scholes International Airport Advisory Committee June 8, 2021 Page 2 of 4  • Before Ike, we had several hangars on the South Ramp. TxDOT has removed that area of the South Ramp from getting repaired. Since TxDOT is not funding the PHI Apron repairs, they have agreed to make repairs to this area and make additional repairs in front of the Airport Terminal. • TxDOT also has decided that they will only rehabilitate the center 75’ of Runway 18/36, leaving the remaining 37.5’ of the runway on each side as it is. • We pointed out that not making the repairs to the whole runway will put us in non- compliance with the FAA, especially if they stripe the runway to the 75’ width without moving the runway lights in as part of this project. Our TxDOT engineer is taking our concerns back to TxDOT for reconsideration. • The final design for this project is due on 07/04/21. • TxDOT expects approval of this grant at the August Texas Transportation Commission meeting. Once that is done, the project will go out to bid. • Work on Runway 18/36 is scheduled to begin in January 2022. • Work on the South Apron and South Ramp is scheduled to start in May 2022. c. FY20 Fuel Flowage Report May Fuel Flowage was 59,437 gallons, which is up 36% over last May. Total fuel flowage is up 13.68% over this time last year. d. ATCT Operations Report – Traffic counts only include aircraft operations while the Control Tower is open it does not include any operations between 6:00 PM and 6:00 AM In May, we had 2,876 operations; this is down 11% over last May. Overall, our traffic count is up 16.25% over this time last year. e. Monthly Budget Report as of 06/01/21 Revenue: $785,411 – This is 66% of the overall expected revenue for FY21. Expenses: $750,199 – This is 65% of anticipated overall expenditures for FY21. Net Revenue: $35,212 f. Community Involvement As previously stated, we request the Airport Advisory Committee's help soliciting the public's involvement in the Master Plan Study. Please let everyone know that we need their input on the Airport Master Plan.
