MINUTES OF THE CITY COUNCIL OF THE CITY OF GALVESTON SPECIAL CALLED WORKSHOP - MARCH 9, 2023 3/9/2023 - Minutes 1. DECLARATION OF A QUORUM AND CALL MEETING TO ORDER With a quorum present, the workshop was called to order at 9:00 a.m. 2. ROLL CALL Present: Mayor Craig Brown, Mayor Pro Tem David Collins, Council Member Sharon Lewis, Council Member William Schuster, Council Member Mike Bouvier, Council Member John Listowski, and Council Member Marie Robb. 3. DISCUSSION ITEMS 3.A. Discussion Of Hotel Occupancy Tax As It Relates To City Ordinances 22-073 And 22-074 (Bouvier/Brown - 1 Hr) 1. Restrictive and Non Restrictive Hotel Occupancy Tax - Mayor Brown reported that today's discussion should determine (1) the status of hotel occupancy tax - restricted or non- restricted, and (2) where hotel occupancy tax will reside. City Attorney Don Glywasky provided information on the AG opinion which formed the basis for the City policy on "hot in - hot out". He reported that Scott Joslove recently said that income derived from HOT is non-restricted, but under City policy the funds are restricted. Discussion was held regarding whether revenue derived from HOT funds should be restricted or non- restricted, and whether the City should keep all revenues from HOT or share with the Park Board. 3.B. Discuss Adjusting The Terms Of Park Board Appointees To Begin On May 1st And End On April 30th Every Two Years (Brown - 15 Min) Discussion was held regarding adjusting the Park Board terms to begin on May 1st and end on April 30th every two years.
