MINUTES OF THE CITY COUNCIL OF THE CITY OF GALVESTON SPECIAL MEETING - SEPTEMBER 27, 2023 9/27/2023 - Minutes 1. DECLARATION OF A QUORUM AND CALL MEETING TO ORDER With a quorum present, the meeting was called to order at 9:00 a.m. 2. ROLL CALL Present: Mayor Craig Brown, Mayor Pro Tem David Collins, Council Member Sharon Lewis, Council Member David Finklea, Council Member Mike Bouvier, and Council Member Marie Robb. Absent: Council Member John Listowski. 3. PUBLIC COMMENT Agenda Items: Sasha Francis - commented on Item 4A. 4. PUBLIC HEARINGS 4.A. Consider For Approval An Ordinance Of The City Of Galveston, Texas, Levying Ad Valorem Taxes In The Amount Of 40 Cents And 8.850 Mills ($0.408850) Upon Each One Hundred Dollars ($100.00) Of Property Valuation For The Tax Year 2023; Making Various Findings And Provisions Related To The Subject. (M. Loftin/C. Ludanyi) Ordinance No. 23-060 was read by caption. Csilla Ludanyi provided staff comments. The public hearing was opened and closed with no speakers. Motion was made by Mayor Brown, second by MPT Collins, that the property tax rate be increased by the adoption of a tax rate of $0.408850 which is effectively a 4.18 percent increase in the tax rate. This tax rate is comprised of a maintenance and operations rate of $0.365784 and a debt service rate of $0.043066. The motion passed 5-1, with a roll call vote.
