MINUTES OF THE GALVESTON CULTURAL ARTS COMMISSION REGULAR MEETING-TUESDAY NOVEMBER 17TH, 2020 MEETING VIA ZOOM l. DECLARATION OF A QUORUM AND CALL MEETING TO ORDER a. With a quorum present, the meeting was called to order at 2:04pm Present: Chairperson Nick Barbee, Trey Click, Becky Major, Pat Jakobi, Ken Shelton, Sherril Hilton, Mary Longorria, Kathleen DiNatale, Dr. Craig Brown, Mayor Pro-Tem Absent: Michael Woody, Barbara Sanderson b. Review of Minutes: October minutes reviewed. Pat Jakobi suggested that Minutes should note that GCAC is meeting via Zoom. Motion to accept minutes by Trey Click, second Nick Barbee. c. Word on the Street: Sherrill Hilton reported on Galveston Island Film Festival d. Public Comment on agenda items: William Sargent offered suggestions for changes in the wording of section c of current city ordinance Section 32-3 governing Notices, drawings or caricatures on pavement, suggested wording to include” commercial” and “or endorsement by the city of any cause or political agenda”. ll. Reports a. Chair’s update: Nick Barbee reported that city has received 99 submissions for design for city flag Announcement that the invitation for submission of proposals for public art is live on city website and encouraged members to get the word out regarding proposal submissions. b. Cultural Arts Master Plan: Joshua Ojeda reported that the NEA grant that funds the Master Plan requires the hiring of a consultant and that process is underway. lll. Discussion and Action Items a. Review City Flag submissions: Commission members will review submissions and submit their top 8-10 choices for review to Nick Barbee by December 1st. b. Policy on Art in Public Places discussion of changes to current ordinance 32-3 Commission members discussed and city attorney weighed in on the wording of sections c and d of ordinance. The amendments and wording establish a vetting process and approval process for artistic additions to public right of way. Motion to accept by Sherril Hilton, seconded by Mary Longorria, the motion to approve passed with a vote of 8-0. Revised ordinance attached separately.  c. Nominations and vote for Commission Chair, Motion to have Nick Barbee remain chair by Trey Click, seconded by Pat Jakobi. IV. ACTION ITEMS a. Commission will meet in workshop to review submissions for City Flag and choose 3-5 Submissions to refer to City Council for approval. Workshop scheduled Tuesday December 3rd 2pm via Zoom. V.
