GALVESTON CULTURAL ARTS COMMISSION May 3rd, 2022, 12:30PM MEETING WORKSHOP HYBRID VIRTUAL- ZOOM l. DECLARATION OF A QUORUM AND CALL WORKSHOP TO ORDER With a quorum present, the workshop was called to order by Chair Kathleen DiNatale, at 12:34 pm. Present: Kathleen DiNatale, Mary Longoria, Pat Jakobi, Nick Barbee, Ken Shelton, Michael Woody, Sherrill Hilton, Trey Click. Absent: Jan Collier. For the City: Megan Pierce. Guest: Torrina Harris. ll. PURPOSE OF WORKSHOP a. To review and discuss the 2022 Public Art Grant Proposal Submissions. No votes or final decisions to be made at this meeting. b. 12 artists/ groups submitted Public Art Proposals. The Chair summarized the requirements for an application and the criteria used for approval. The total being requested is $54,000. Rollover from previous application year is $15, 530. Commission members are to review each submission and the funding request for each artist’ s proposal. III. DISCUSSION 1. Reginald Adams. A garden trail of gnomes that look like kids on the island, in partnership with Galveston’ s Own Farmers Market (GOFM). The proposal is complete except for assurance of support from GISD since the gnomes will be located on school property. There were also questions concern how gnomes would be secured given that they are in outdoor spaces. Nick will follow up. 2. Koby Brown. Photographs of historic homes using dry plate photography. Partnership with GHF and Rosenberg Library. Complete application. Question as to whether there are any legal hurdles not addressed in exhibiting the photographs after they are no longer part of the GHF tour. Pat will follow up with artist. 3. Devin Cleary. Murals on sheds at GISD/ GOFM young gardeners’ program. Three issues were brought up: does the amount requested appropriately reflect the cost of building the sheds and should he ask for more?; need letters of support from GISD and GOFM; painted sheds will need UV coating and not in budget. Sherrill will follow up. 4. Carol Evaul. Babe’ s Beach seawall mural project. Location not certain, permissions not included. Incomplete in terms of work to be done. 5. Doug Hiser. Mural at Sunshine Center. Complete except there is a need to address long term maintenance. Also question about use of acrylic paint that will not stand up to the environment. Nick will follow up. 6. Doug Hiser. Mural on water tank at Moody Gardens. Need letters of support. Request seems premature. Again question about permanence of paint and maintenance. 7. Noah Leen. Nothing received but application cover page. 8. Justin Lopez. Mural on side of Hall’ s Liquor Store on 45th. Concerns about having children in mural on side of liquor store. Need to make sure that there will be access to  wall designated for mural. There is currently a Hall’ s Liquor Store sign on that wall. Will it stay there? Question for legal. The question was raised about using city funds to enhance private property. Kathleen will follow up on sign and access to the wall. 9. Nick McIntyre and others. A group venture promoting empathy through development of an app and finalizing at a 3D installation performance in a city park. Application complete. No follow up. 10. Amy Owens. Project in partnership with GISD and Ball High School using Rainworks on sidewalks near schools. Application complete. No follow up with applicant. Check with legal about rounding up amount requested. 11. Justin Roykovich. Partnership with Galveston Artists Residency. Accessibility question about using Residency as a location for the project since it is not an overtly public place. Also are dates for 2022 or 2023? Timing question. Concern that funds may not be available by start up for 2022 and project runs over deadline for 2023. Question for legal: can we use this year’ s funds? 12. Jean Shon. Photography project comparing old photographs of specific locations with new photographs of same locations. Includes a zine. Question regarding the safety and security of installations at sites. Also what happens if permissions are withheld at end of project? Nick suggested that we have too many questions for a simple follow-up email. IV. FOLLOW UP Megan summarized questions that need answering from Legal before Commission meeting. 1. If artists attend the regular meeting, can we question them about aspects of their application outside of the public comment period? 2. When we ask for the sign to be removed, is that in perpetuity or just for the year? 3. Can we automatically round up an application to a whole number or does the application need to be revised? Kathleen brought up question as to whether Commission can fund some line items and not others, as with discussion about Jean Shon application. Also, all artists who submitted an actual application would be invited to meeting if Legal approves asking questions because to exclude anyone would indicate a vote. Commission will continue discussion and review of Public Art Proposal Submissions at May 10th regular meeting. Kathleen laid out process of going through each application, clarifying questions raised today, and voting aye/ nay on project. Mary moved we adjourn and Sherrill seconded. Approved unanimously. V.
