MINUTES OFTHE PARKS AND RECREATION REGULAR ADVISORY BOARD MEETING October 15, 2018 (Monday) at12:00PM McGuire Dent Recreation Center th 2222 28Street 409) 797-3700 MEETING CALLED TOORDER AT12:17PMBYMARIO RABAGO. Seconded byRose Tijerina. Three Approvals (RoseTijernia, Charlyn Vaiani, andShane McDermott) OneAbstained (Jami Durham). Motion Passes. Discussion / Action Items: Selection ofBoard Chair Rose Tijerina nominated Charlyn Vaiani toserve asBoard Chair. Seconded byShane McDermott. Motion Passes with uniramous approval from present board members. Selection ofBoard Vice-Chair Charlyn Vaiani nominated Shane McDermott toserve asBoard Vice-Chair. Seconded byRoseTijerina. Motion Passes with uniramous approval from present board members. Update onParks Maintenance & Mowing Daniel Thomas began update bystating aPalm Tree donation (worth approximately $30,000.00) would begoing toCouncil th fortheir approval soon. The trees areintended toreplace previously dead and removed Palms on25Street. He stated theSea thth Turtle Sculpture would bemoving from 47 & Seawall tocorner of28 & Seawall atMenard Parkandthat aslabhadbeen poured foritsplacement. Additionally, heisworking toprioritize Parks mowing locations, andassessing mowing Island-Wide tomeet standards ofcare. Hedetailed some ofthe numerous projects thathismaintenance crews have been working on, including Schreiber Park restrooms (Recently metwith contractors andthey are85%done; additional tileworkisneeded), Kempner Park fountain (Hasbeen resealed though itmay possibly need tobefully replaced long-term tolook thesame but function better without leaks), Lasker ParkPool floors (Still working tomake lessslippery), andCrockett Park (Original Contractor may needbereplaced; and options arebeing explored onbringing another contractor intofinish thejob). Mario mentioned that theSplash Pads willkept onthesame schedule asthePool, and areanticipated toclose theFriday before Thanksgiving. Mario also discussed meetings held with various City Staff and contractors tocontinue working onhow to address theslippery floors atLasker Park Pool restrooms. Update onRecreation Programs McGuire-Dent andWright Cuney Chris Saddler began hisupdate bytalking about thenew Homeschool Program beginning about 2weeks agowith about 25 Dent. Thesecond class hadover 30kids in P.E.andFitness Thesame kidskeep coming back, sotheprogram hasstartedverystrong. Alotisstillbeingplanned. Wright Cuneyhaschanged their operating hours andare nowopening at10am. Theyare hosting more fitness classes, aswellassome community outreach opportunities with local stakeholders inthecommunity. Chris stated heandMario metwith theAdaptive Tennis group to discuss thepossibility ofbringing additional adaptive sports such asWheelchair Basketball andWheelchair Rugby tohelp grow andexpand opportunities fortheadaptive sports community locally. Megan mentions thatwearealsoworking onanRFP forthereplacement oftheGym Flooring atMcGuire-Dent andthatwehope tohave itadvertised itthisweek. Update onRecreation Programs Lasker Park Pool \[Aquatics\] Chris stated that thePool staff islooking toform anewrecreational swimteam, andplanning tohost swim lessons during the offseason. Theswim team would notbetocompete with anyother local swim team, buttoprovide additional educational and recreational opportunities. They arecurrently looking atallangles ofit.Kara Harrison wasrecently hired astheAssistant Aquatics Manager atLasker Park Pool. Kara comes from theGalveston Island Beach Patrol, andhasalotofexperience. Chris to,anddetermining thresholds forheating aswell asfinancial reasoning. Heplans towork tocreate apolicy, with management support, butitisstillcurrently anongoing discussion. The RFP forConcessions willgoout thisweekandisdueback toStaffonNovember th 7forreview. TheRFP doesinclude specific r. Update onSpecial Events Megan Pierce provided those inattendance with anupdated listofcompleted andupcoming City-involved Special Events from September tothebeginning halfofNovember. Shestated thatthis week isHomecoming Week, sothecurrent focus was on Homecoming Parades Wednesday andFriday. There isalsoalarge focus onpreparation forLone Star Rally and sorting out details through City-wide meetings. Sheisalso working togettherest oftheOctober permits issued before theendofthe month. Mario stated thatheandMegan hadalsorecently metwith agentleman seeking tohost aneventataPark during Lone Star Rally, butultimately hewasturned down duetolimited resources available during thattime. Megan mentioned thatthe upcoming weekend \[Third Weekend ofOctober\] isprobably oneofthe busiest, ifnotthebusiest, forthewhole yearinterms ofthenumber ofevents happening atthesame time. Most ofthose arerecurring butcoordinating allofthose canbechallenging. Public Comment: N/A Council Report: N/A Barbara Sanderson presents theboard members with acurrent copy oftheYouth Standards ofCare Ordinance. Sheexplains thatitserves asaguideline forthe Recreation Center andmust berenewed every year. She asks that the board review the Ordinance before thenextmeeting, sothatiftheyhaveany changes orchoose toapprove theexisting version, itmaybeable tobeplaced ontheCity Council inDecember foradoption in2019. Charlyn Vaiani requested thataPark Tour bearranged inthefuture tohelp introduce andexplain tonewmembers allthatthe Parks Department does.
