CITY OF GARDEN CITY REGULAR COUNCIL MEETING MINUTES September 26, 2022 The Mayor and Council of the City of Garden City met in Regular Session Monday, September 26, 2022, at 7:00 p.m. in the Council Chambers of the Civic Center, 6000 Middlebelt Road, Garden City, Michigan. REGULAR MEETING Present were Mayor Walker, Mayor Pro-Tem Squires, Councilmembers Earle, Jacobs, Lynch and Karafotis. Members absent and excused: Councilmember DiMichele Also present were City Manager Dougherty, City Clerk Miller, City Treasurer Marciniak, DPW Director Ohman, Fire Chief Harman, and Police Chief Gibbons.  Item #22-09-140 - Moved by Lynch; supported by Squires : RESOLVED: To approve the agenda as printed: The agenda consisted of the following: 1. Fire Prevention Week Resolution 2. Amendment #4 to the Water Service Contract with the Great Lakes Water Authority 3. HVAC Preventative Maintenance Services 4. Oakland County IT Service Agreement 5. Purchase of Driver Feedback Speed Signs 6. Remove Radcliff Game Room Ceiling Installation from Table 7. Radcliff Game Room Ceiling Installation AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0 Recognition, Presentations , Community Events, Petitions and Communications  City Clerk Miller swore in new Fire Marshall John Smith.  Wayne County Commissioner Glenn Anderson presented John Smith with a plaque in recognition of his promotion to Fire Marshall  Wayne County Commissioner Glenn Anderson spoke regarding district boundary changes and delays on projects on Cherry Hill, Merriman, and Wayne Road.  City Treasurer Marciniak gave a presentation of the new water bill format.  Congressmember Rashida Tlaib, presented a plaque in recognition of John Smit’s promotion to Fire City of Garden City Council Meeting Page 2 of 3 September 26, 2022 Marshall.  Mayor Walker gave information on Wayne County COVID vaccines, the paving of Inkster Road from Ford to Warren, and need for Meals on Wheels volunteers. Receive and File: City Financial Report for month of August 2022 AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0  Item #22-09-142 - Moved by Squires ; supported by Lynch: RESOLVED: Motion to approve the Fire Prevention Week Resolution for October 9-15, 2022. AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0  Item #22-09-143 - Moved by Lynch; supported by Squires : RESOLVED: Motion to a approve Amendment #4 to the Water Service Contract with the Great Lake Water Authority. AYES: Lynch, Squires, Jacobs, Walker NAYS: Karafotis, Earle ABSENT: DiMichele Motion Passes 4-2  Item #22-09-144 - Moved by Earle; supported by Karafotis : RESOLVED: Motion to approve a (3) three-year contract extension with Tech Mechanical , Pontiac, MI for HVAC Preventative Mantenance Services for all City buildings in an amount not to exceed $46,450.00 per year. AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0  Item #22-09-145 - Moved by Jacobs ; supported by Lynch: RESOLVED: Motion to approve the attached inter-governmental agreement between the City of Garden City and Oakland County for Information Technology Services. AYES: Unanimous ABSENT: DiMichele City of Garden City Council Meeting Page 3 of 3 September 26, 2022 Motion Passes 6-0  Item #22-09-146 - Moved by Squires ; supported by Lynch: RESOLVED: Motion to approve the purchase of four ISQ1200 Driver Feedback “Your Speed” Signs at the MDOT contract price of $4,792.00 per sign, for a total of $19,168.00 from Carrier and Gable, Inc ., of Farmington Hills, Michigan. AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0  Item #22-09-147 - Moved by Lynch; supported by Squires : RESOLVED: Motion to remove Radcliff Game Room Ceiling Installation from the Table. AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0  Item #22-09-148 - Moved by Lynch; supported by Squires : RESOLVED: Motion to approve a contract with GNJ Services of Taylor, Michigan, in the amount of $15,850.00, with funding from a Wayne County Grant, for the installation of a new ceiling grid, new ceiling tiles, LED lighting and HVAC vents in the future game room in the Radcliff Center. AYES: Unanimous ABSENT: DiMichele Motion Passes 6-0 Other Business  None Mayor Walker announced it was time for public comment.  Kim Dold, DDA Executive Director, gave information on upcoming Chili Cookoff (October 8).  Maddie Richard, spoke regarding need for speed signs.  Tony Richard, inquired about council stance on cannabis, DPW pothole work, and status of ordinance enforcement in city 4x4 block program.
