CITY OF GARDEN CITY COUNCIL MEETING MINUTES September 9, 2024 The Mayor and Council of the City of Garden City met in Regular Session Monday , September 9, 2024, at 7:00 p.m. in the Council Chambers of the Civic Center, 6000 Middlebelt Road, Garden City, Michigan. REGULAR MEETING Present were: Mayor Jacobs, Mayor Pro-Tem Dold, Councilmembers Karafotis, Squires, Earle, Witt, & Lynch Members absent and excused: None Also present were City Manager Gibbons, City Clerk Smith, Police Chief Arnoske, Communications Supervisor Zachary King, Parks and Recreation Director Erika Smith and Community Development Director Matthew Miller.  Item #24-09-160 - Moved by Witt; supported by Lynch: RESOLVED: Motion to approve the Agenda as presented: 1. Imagination Station Construction Contract 2. 2024 Neighborhood Stabilization Program AYES: Unanimous ABSENT: None Motion Passes 7-0 Recognition, Presentations, Community Events, Petitions and Communications  Dylan Wegela (State Representative), gave information on recent legislative updates and spoke on upcoming legislative meetings regarding hazardous waste drop-off handling.  City Clerk Smith, provided information on the upcoming Community Shred Day event, taking place Saturday, September 14th from 10am – 1pm in the City Hall parking lot.  Jackie Perrydore (GCBA) gave thanks to those who were in attendance for Music in the Park and gave information regarding the upcoming GCBA 10th Anniversary Event  Kim Marquette (Straight Farmhouse) gave information regarding upcoming events including; USO Cantina on Saturday, September 14th, Road Rally in September 2024, Food Truck and Petting Zoo on October 12, 2024 as well as their 4th Annual Witches Tea event coming in October 2024.  Item #24-0 9-161 - Moved by Witt; supported by Lynch: RESOLVED: Motion to accept the Consent Agenda items 1-4 as presented, and move item 5 a i-vii to an action item. Receive and File: City Invoice Report: August 2024 4. MERS Service Credit Purchase – B. Marciniak (5 years) AYES: Unanimous ABSENT: None Motion Passes 7-0  Item #24-0 9-162 - Moved by Lynch; supported by Squires : RESOLVED: Motion to approve All Phases as contractor to complete the work in the Imagination Station and front office renovation at Radcliff for a total cost of $276,300 with 50% materials down payment in the amount of $138,150, contingent on completion of the Environmental Review. AYES: Unanimous ABSENT: None Motion Passes 7-0  Item #24-0 9-163 - Moved by Dold; supported by Witt: RESOLVED: Motion to introduce the Tax Foreclosure Property Conveyance Ordinance and call for a Public Hearing for Monday, October 14, 2024, at 7:00 p.m. for the sale of 622 Deering to HP Snap LLC. AYES: Unanimous ABSENT: None Motion Passes 7-0  Item #24-0 9-164 - Moved by Earle; supported by Witt: RESOLVED: Motion to appoint the following individuals to serve on the Board of Ethics Committee with the included term dates; i. Appointment of Susan DeGiorgio until 12-31-2028 ii. Appointment of Barb Carreon-Haworth until 12-31-2028 iii. Appointment of James Szczepanik until 12-31-2028 iv. Appointment of Michael Haggadone until 12-31-2027 v. Appointment of Michael Bengle until 12-31-2027 vi. Appointment of Mark Randazzo until 12-31-2027 vii. Appointment of Kevin Davison until 12-31-2026 AYES: Earle, Witt, Jacobs, Squires, Lynch NAYS: Dold, Karafotis ABSENT: None Motion Passes 5-2 Mayor Jacobs announced it was time for public comment.  Mike Jones, gave information regarding upcoming Lions Club meetings and announced they City of Garden City Council Meeting Page 3 of 3 September 9, 2024 will be set up at the upcoming Lucky Squirrel event, for those wanting more information.  Lauren Anthony, raised questions over solid waste management in the City, highlighting recent concerns.  Opal Loveland-Fearon, asked Council to verify the total taxable value for the City of Garden City.  Dylan Wegela, gave special congratulation to new City Manager, Tim Gibbons.  Item #24-09-165 - Moved by Witt; supported by Lynch: RESOLVED: Motion to Go into Closed Session by roll call vote at 8:09 p.m to receive an attorney client privilege written legal opinion to consider exempt from discussion or disclosure by state or federal statute pursuant to MCL 15.268 (h) regarding a personnel matter. AYES: Witt, Lynch, Earle, Squires, Karafotis, Dold, Jacobs ABSENT: None Motion Passes 7-0  Item #24-09-166 - Moved by Lynch; supported by Witt: RESOLVED: Motion to Return to Open Session at 9:13 p.m. AYES: Unanimous ABSENT: None Motion Passes 7-0  Item #24-09-167 - Moved by Witt; supported by Karafotis: RESOLVED: Motion to authorize City Manager to proceed with option presented by labor attorney in written opinion dated 8/9/24.
