CITY OF GARDEN CITY COUNCIL BUDGET MEETING MINUTES March 24, 2025 The Mayor and Council of the City of Garden City met for a City Council Budget Meeting , March 24, 2025, at 6:00 p.m . in the Council Chambers of the Civic Center , 6000 Middlebelt Road, Garden City, Michigan. BUDGET MEETING Members present were Mayor Jacobs, Mayor Pro-Tem J. Dold, Councilmembers Hughes, Witt, King, K.Dold, and Karafotis Members absent and excused: None Also present were City Manager Gibbons, City Clerk Smith, Community Development Director Miller, DPS Director Ohman, Police Chief Arnoske, Parks and Recreation Director Smith, and Family Resource Center Supervisor Hahn. The meeting agenda considered the following items. A. 25/26 Budget Department Presentations  Clerk  Treasurer  Community Development Department (Building, Planning, DDA)  Department of Public Works  Major/Local Streets  Water and Sewer  Parks & Recreation  Family Resource Center B. Action Items 1. Treasurer Resignation and Vacancy 2. Council Receipt of Proposed FY 2025/2026 Budget The Council as a whole was presented with budget presentations for FY 25/26 from the following departments:  City Clerk/City Treasurer – City Clerk Smith  Community Development Department (Building, Planning, DDA) – Community Development Director Miller  Department of Public Works/Major Local Streets/ Water and Sewer – DPW Director Ohman  Parks & Recreation – Parks and Recreation Director Smith  Family Resource Center – FRC Supervisor Hahn  Item #25-0 3-048 - Moved by King; supported by Witt: City of Garden City Council Budget Meeting Page 2 of 2 March 24, 2025 RESOLVED: Motion to accept the resignation of Treasurer Dee Ann Irby and declare the Treasurer position vacant AYES: Unanimous ABSENT: None Motion Passes 7-0  Item #25-0 3-049 - Moved by J.Dold ; supported by K. Dold : RESOLVED: Motion to receive the proposed FY 2025/2026 budget. AYES: Unanimous ABSENT: None Motion Passes 7-0 Mayor Jacobs announced it was time for public comment.  Mrs. Pierce, spoke regarding potential cuts in senior program activities at Radcliff and stated she’d like to see level of senior programing and youth programing maintained.  John Gibbons, stated that the Commission on Aging is discussing ways to keep senior activities There being no further business before Council, the meeting was then adjourned at 8:43 pm. The City of Garden City will provide necessary auxiliary aids and services (such as signers and audio tapes) to individuals with disabilities attending meetings or hearings. A two-week notice is required. For assistance, please contact the Administration office at (734) 793-1660. Public Participation at Meetings. Members of the public shall speak only when recognized by the presiding officer. Members of the public shall be limited to speaking only during the “Public Comment – General” for issues not on the meeting agenda and following city council discussion on each agenda item prior to a vote by the city council on that item. Each speaker shall be limited to three (3) minutes unless the rules are waived by a majority vote of the city council. Prior to addressing the city council, members of the public shall register with the city clerk on a form provided by the clerk and shall identify themselves by name and city of residence at the podium prior to speaking. The city clerk shall record in the meeting minutes the name, city of residence, and/or organizational affiliation of persons addressing the city council and the topic to which they speak. A person shall not be excluded from a meeting that is otherwise open to the public except for a breach of the peace actually committed at the meeting. Garden City Council Meeting Agenda March 24, 2025 Page 2 Disorderly Conduct at Meetings Prohibited. The presiding officer may call to order any person who is breaching the peace or being disorderly by speaking without recognition, engaging in booing or catcalls, applauding, failing to be germane to the topic or issue being considered, speaking longer than the allotted time, speaking vulgarities, name calling, personal attacks, or engaging in other conduct which is determined by the presiding officer to be disruptive to the meeting. Any person so disrupting a lawful public meeting of the city council may be removed or excluded from a meeting that is otherwise open to the public in accordance with the Michigan Open Meetings Act and shall be guilty of a misdemeanor pursuant to state statute, being MCL 750.170 et seq, and §131.03(B) of the city code of ordinances. The chief of police or his designate shall serve as the sergeant-at-arms at council meetings for purposes of enforcement of the rules under this section.
