CITY OF GARDEN CITY REGULAR COUNCIL MEETING MINUTES September 22, 2025 The Mayor and Council of the City of Garden City met in Regular Session Monday , September 22, 2025, at 7:00 p.m. in the Council Chambers of the Civic Center, 6000 Middlebelt Road, Garden City, Michigan. REGULAR MEETING Present were: Mayor Jacobs, Mayor Pro-Tem J. Dold, Councilmembers Witt, Hughes, King, Karafotis and K. All activities of an adult use marijuana establishment must be conducted indoors except where outdoor service to customers is a provided service, then the delivery to vehicles in designated parking spaces shall be permitted. SECTION 2. SAVINGS CLAUSE The rights and duties which have matured, penalties which have been incurred, proceedings which have begun and prosecution for violations of law occurring before the effective date of this Ordinance are not affected or abated by this Ordinance. SECTION 3. SEVERABILITY If any section, subsection, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining portion hereof. SECTION 4. REPEAL OF INCONSISTENT ORDINANCES All ordinances or parts of ordinances in conflict herewith are hereby repealed only to the extent necessary to give this ordinance full force and effect. SECTION 5. PUBLICATION The Clerk of the City of Garden City shall cause this Ordinance to be published in the manner required by law. The publication shall contain a notice stating that a complete copy of the Code is made available to the public at the office of the City Clerk in compliance with state law requiring that records of public bodies be made available to the general public. SECTION 6. EFFECTIVE DATE This ordinance shall take full force and effect upon publication thereof. City Council City of Garden City, Michigan Safe Streets for All (SS4A) Unified Safety Action Plan RESOLUTION of ADOPTION WHEREAS deaths and serious injuries on our roadways are preventable and unacceptable; and WHEREAS The Federal Infrastructure Investment and Jobs Act (IIJA) was signed into law in November 2021, and the law authorized $1.2 trillion for transportation and infrastructure spending through FY 2026 including the Safe Streets and Roads for All (SS4A) grant program; and WHEREAS The City of Garden City received grant finding from the Safe Streets and Road for All (SS4A) grant program to develop a Unified Safety Action Plan that addresses the preventable crisis of deaths on our community’s City of Garden City Council Meeting Page 4 of 6 September 22, 2025 roads, streets, and highways through safer people, roads, and vehicles; appropriate vehicle speeds; and improved post-crash care; and WHEREAS The City of Garden City collaborated with neighboring communities to conduct significant public engagement efforts and traffic data analysis from Summer 2024 to Summer 2025, which informed the development of this Unified Safety Action Plan; and WHEREAS the Unified Safety Action Plan utilizes a Safe Systems Approach, which plans for multiple layers of protection to both prevent crashes from happening in the first place and minimize the harm caused to those involved when crashes do occur; and NOW THEREFORE BE IT RESOLVED that the Council hereby approves the Safe Streets and Roads for All (SS4A) Unified Safety Action Plan and the goal of eliminating transportation fatalities and serious injuries in the City of Garden City by 2035.
