Meeting Minutes
June 27, 2023

Call to Order
The monthly meeting of Parks and Recreation Commission was held on June 27, 2023, at City Hall. It began at
6:30pm and was presided over by Chairperson Kate Smith.
Attendees
Commission members in attendance included Kate Smith (Chairperson), Sue McFadden (Vice-Chairperson),
Dennis Allison, Damita DuBose, Dennis Kapelanski, Brenden McArthur, and Zachary Witt (Councilperson).
Commission members not in attendance included John Jones, Jennifer McConnell, and Robert Smith.
City Representatives in attendance included Kim O’Farrell (Director), Mike Downey, and Shaun Hahn.
Approval of Minutes
A motion to approve the minutes of the previous May 30th, 2023, meeting was made by Dennis Allison and
seconded by Damita DuBose.
Financial Report
Ice Arena Financial Report was presented by Mike Downey.
Radcliff Center Financial Report was presented by Mike Downey.
Other Reports
Program Report was presented by Mike Downey.
Presentations
Kim O’Farrell introduced herself and her goals for Garden City Parks and Recreation.
Old Business
Park Inspection Forms: Downey reminded the Commission Members to turn in their Park Inspection Forms.
Commission Secretary Vacancy: Lack of interest in Commission Members taking on the Secretary duties.
O’Farrell to investigate a city staff person to take on the Secretary duties.
Parks and Recreation 5-Year Master Plan: O’Farrell discussed the Master Plan process and why they are
important to have for funding opportunities. Downey informed the commission about the dates for the
Community Forums. Dates include Tuesday, October 17th at 6:00pm and Wednesday, November 8th at 6:00p. .
O’Farrell will be taking the Mater Plan quote to Council on July 10th.
Rotary Park Pavilion Update: Downey discussed going out to bid and the lowest bid coming in at $18,000.
Project will be presented to City Council at the July 10th meeting. McFadden mentioned looking into security
cameras for Rotary Park.

New Business
Kiwanis Club: Kim Dold (Kiwanis President) presented on the work the Kiwanis Club will be doing in
Kiwanis Park including ‘accessory packages’, fresh paint, pathways, and ADA accessible features.
Meeting Date Change: Motion was made by Sue McFadden to change the October 31st meeting date to
October 24th, 2023. All in favor, no opposed.
Department Spotlight: Shaun Hahn presented on Family Resource Center.
To-Do List: O’Farrell discussed voting on the Chair and the Vice Chair and adding that to the next meeting’s
agenda.
Director Updates
O’Farrell discussed the need for program instructors at Radcliff and the communications that were posted on
social media. O’Farrell updated the commission about the Meals on Wheels changes and the issues that have
been brought up about these changes.
Public Comments
John Murray commented on Helen Park (woodchips, grass seed, and picnic tables), Florence Park (trees
causing issues with the fence), and the suggestion to allocate money to these issues. Offered a 5-Year Plan
from another community to O’Farrell. Murray also commented on the Meals on Wheels changes.
Kim Dold asked about the possibly of Kiwanis Club and Pig Race renting Radcliff and if they need a liquor
license. An answer will be sought by O’Farrell. City Park cameras for the Pool House bathrooms were also
mentioned.
Discussion
DuBose reiterated that the respect and compassion for the AA members at the church Meals on Wheels is
moving to is important.
McFadden welcomed O’Farrell and said that she agrees with the 5-Year Plan discussion. She also mentioned
hiring a grant writer.
Witt mentioned the DNR grant and getting an update on the grant’s project process. He announced King Kone
being at the next Movies in the Park.
Adjournment
Damita DuBose moved that the meeting be adjourned, McFadden seconded, and this was agreed upon at
7:58pm.
