II. Applications - Cases as follows:
1. APPLICATION OF CARA LASALLA, as per section 200.45.3 of the Village code, to
allow for the issue of building permits, for the installation of a 10 Panel 4.0 kW solar
array, at the rear of the dwelling known as 31 MAXWELL ROAD (Map of Mineola
Plaza, Block 23, Lot 31, R-6 District). Building Department ADRB-000037-2022, Surf
Clean Energy- Adjourned at the September 27, 2022, meeting, presented by Alex
Delvillar.
Mr. Delvillar presented on behalf of Surf Clean Energy. He discussed the proposed small
solar 4kw ten panels on the rear roof which has a 18 degree pitch and stated the panels will
not be visible, not a corner property and the project an ideal candidate for the Village.
The Board requested confirmation that all equipment will be located behind the garage and
is not visible from the street. There were no other comments from the Board.
The Application was APPROVED.
2. APPLICATION OF STEPHAN & LAUREN BROSSARD in accordance with the
procedures in section §57-5.A.1 of the Village Code, for the issuance of building permits,
to erect a 208 sq. ft. first floor rear addition, with a 601 sq. ft. second floor side addition,
at the dwelling known as 35 PELL TERRACE (Map of Pell Gardens, Block 530-42, Lots

Ms. Natali presented a revised rendering and additional plans were presented to the Board.

the detail at the window and discussed about having the same detail for all the windows
which was not a typical element and will have a stone ledge. Lastly, the garage door which
they decided to match the front door. Ms. Natali stated that they plan to keep the existing
landscaping and if budget allows, they will return to the Board.
Mr. O’Brien questioned the plan for drainage and that it may be tough to hide a leader and
suggested taking the gutters and returning them to the face of the dormer on the inside,
either flush or in the corner which Ms. Natali agreed would be less obvious. Mr. Sbeglia
prefers the garage door and the front door to match but still looks disconnected like two
different homes and the brackets look very small. Mr. Sbeglia also requested ideas as to
how to bring the two parts of the house together. Ms. Natali stated she was okay with it
being different since it is projecting forward and does not see it as being two different parts
of the home. Mr. Sbeglia stated he does not see them as being cohesive and suggested
brackets at the shed roof. Ms. Natali stated the brackets would not accent the bridging
detail. Mr. Sbeglia suggested mimicking the other two brackets. Ms. Natali stated it is a
full horizontal plane and would be a separate plane not representing anywhere else. Mr.
Sbeglia suggested matching the detail on the other side. Mr. Sbeglia also questioned the
garage door and suggested matching it with a carriage style garage door to bring it together
and to think about the brackets to give the Board something to look at, which can be sent
electronically to the Building Department. It was discussed to change the garage door and
explore having the brackets on the other side to carry it over. It was stated that brackets
were added but they are small and not very visible.
Mr. Sbeglia stated that what the Board requested previously to do did not accomplish what
they thought it would, and by adding the brackets he felt she would like it better. It was
also suggested that no brackets should extend beyond the facie. Ms. Krug request
clarification as to the type of siding which is Cedar Impression on the front and same color
panel siding on the sides. Also, to add white trim on the right corner and horizontal siding
on all sides and the rear.
The Application was APPROVED, subject to electronic submission of the revised plan.
3. APPLICATION OF FANG HUANG, in accordance with the provisions contained in
chapter 57 of the Village Code, permitting the construction of a 160 sq. ft. open porch in
the Wyatt Road front, at the corner dwelling known as 3 WYATT ROAD (Block E, Lots

Mr. Viscardi presented a color rendering and Mr. Sbeglia commented on the 10” columns
in the rear. Mr. Viscardi also presented a revised material list, the changes of which were
shown on the rendering. He discussed that the house is an existing center hall colonial
that needs a lot of work with existing additions at the rear and will be taken down to the
original ‘box’. The new addition will be slightly larger and had to redo the structure to
make the design work. The plan is to add a family room, kitchen, guest bedroom,
mudroom and upstairs five bedrooms and one over the garage.
The materials include Charcoal asphalt shingle, adding doghouse dormers replacing the
roof to change the pitch, standing seam roof, stone wainscot Delgado stone and siding in
Arctic White Hardi board siding and Marvin windows done in black trim. The stone has
a blend to go with the white siding. The Hardi shingle will break up the façade and adding
a second entrance that most people will use to enter the house. Mr. Viscardi mentioned
he redesigned the roof lines for the renovation at the upper roof, doghouses at the lower
roof over garage which are set into the roof and along the back and sides redesigned the
roof lines as well. On the old part, they will add stone on three sides of the house and will
reface the chimney and a fireplace at the rear is an enclosure. At the back, there is an open
porch with 10” columns and stone will be used at the base and a fireplace. The existing
photo shows the brick which not in good shape, the portico is not legal and there were so
many additions from terrace to porch and another addition and the foundation would not
support.
The landscaping is existing, and the adjourning homes are shown in the photos. Mr.
Viscardi stated the renovation will fit in with the surrounding homes. They will also
expand the driveway and the front trees will remain. The only tree removal is a small
Japanese maple. They are changing the walkway and draining the entire property and
adding drywells in the front and rear and there is substantial distances between the homes
and will not change these dimensions. Three a/c units are in the rear and are not visible.
Mr. Viscardi further stated that the house sits at 52-/1/2’, not doing a portico, wall brackets
with a raised panel and bluestone capping and mentioned that he used this stone before and
is trying to be as consistent with the details.

since it conflicts with the entrance. Mr. Viscardi does not see a problem with painting the
secondary door white with white trim. Mr. Sbeglia also requested that Mr. Viscardi
provide a roof plan. Mr. Viscardi stated it is a simple roof and there is nothing there out
of the ordinary and a roof plan is actually shown on page 3on the plans. Over the garage,
they dropped the roof down to create a separate element and the roof plan is very simple.
Mr. Sbeglia requested a separate roof plan since there is too much going on and next time
would prefer a separate roof plan.
The Application was APPROVED, subject to changing the secondary door to white with
white trim.
5. APPLICATION OF MR. & MRS. BRETT & KRISTEN DONELAN, in accordance
with §57-5.A.3 of the Village Cod. e, to allow the issue of a building permit for the
erection of; 328 sq. ft. of second floor front and side additions, the maintenance of a 97 sq.
ft. shed and finished basement, at the dwelling known as 208 WELLINGTON
ROAD (Map of Garden City Estates, Block 2, Lot 76, R-8 district).

Mr. Viscardi presented the project and stated the owners received a variance last week and
adding a master suite upstairs, as can be seen on the plot plan. They are not expanding
the first floor and rebuilding on the existing footprint. The second-floor plan shows the
roof plan which is shaded. There were previous additions expanded at the cape style roof
and from the son’s room, which is a very large room, and the daughter’s room is where the
expansion is with a new bathroom and walk in closet. The elevations at sheet #4 show
that they are extending the upper ridge at the highest point above the porch and the existing
ridge. The plan is to build an extension to match the first floor where it lines up with the
porch and building straight up to create a gable to match the height at the rear. The house
is only 4.9’ from the front property line and the Zoning Board of Appeals granted 8’ so it
was designed so that the ridge over the closet will match the ridge of the existing roof. As
seen on the side elevation, a piece of trim from the garage gable to match the gable style
roof and in the rear ceiling height is very low to make it work. Materials include Charcoal
color roof, Granite Gray siding and also over daughter’s bedroom adding a crown that is
arched to match the boys room and shutters will be black, vinyl trim, the porch will remain
and the door with remain in trying to tie everything together.
Mr. Sbeglia asked if the window will be replaced. Mr. Viscardi stated the window is
existing and had to work around the old roof lines and meeting the client’s goal with the
bedroom and the Zoning Board of Appeals had no problem and liked the design. The
corner boards will match the color of the siding and will blend in better and will be less
obvious. Mr. Petersen asked if there are two chimneys. Mr. Viscardi stated there are two

existing chimneys one existing in the back and adding stone (removing the brick) to match

stated he will add a piece of white trim work or frieze board.
Ms. Petersen stated there is no plan regarding the stone on the chimney, but Mt. Viscardi
stated it was a last-minute change. The fireplace is a wood burning fireplace. Not
changing the landscaping since the work is on the second floor.
The Application was APPROVED.
6. APPLICATION OF MR. & MRS. DANIEL HOOK, in accordance with §57-5.A.3 of
the Village Code, to allow the issue of a building permit for the erection of; a 71 sq. ft. first
floor front garage extension and the conversion of a 70 sq. ft. portion to habitable space, a
310 sq. ft. first floor rear addition , with a 544 sq. ft. second floor above (demolish 218 sq.
ft. one story portion and 83 sq. ft. deck, at the rear), with the placement of (3) a/c
compressors at the side; at the premises known as 73 ADAMS STREET (Map of Stewart
Manor, Block 20, Lot 3, R-6 District) Building Department # ADRB-000041-2022, John
J. Viscardi, R.A.
Mr. Viscardi presented the project and mentioned he did not have a roof plan. He did
something last minute and handed out a roof plan to the Board. The house is a typical
Stewart Manor colonial, and the owner received a variance for the porch. There is a
change in materials with regard to the columns and railing. The variance was required
due to exceeding the building area and side yards, which were approved. It is a typical
Stewart manor project regarding the style and shape of the house. Mr. Viscardi stated they
have to remove the existing garage since they do not have proper foundations to build on
top of the garage. They are also taking down the prior addition which will come down
and redesign for open family and dining area and mudroom. At the upstairs, they are
keeping the bedrooms intact and converting to a laundry room for a master suite and
fireplace at back of family room and existing porch will remain. The homeowners are
doing a black & white theme and requested to change the roof over the porch to a black
standing seam roof. Black windows and black trim, columns in wood color and garage
door, columns will be wood and railings in wood, with combination of vertical board and
batten siding on the front and cannot continue on the sides of the house. Frieze board
separates from the horizontal siding and garage side to be horizontal to keep it simple,
board and batten on the second floor and a new stoop for the rear entry. They are
rebuilding the garage in the same location and the Zoning Board of Appeals approved it in
the past and would not approve under 5’. Over the garage there is a gable roof, which the
second-floor blends into and keeping original gable roof and adding a hip and reverse gable
on the back side to make it work.

door can be centered. Mr. Viscardi stated is only 9.5 feet wide but is centered on the
façade, but the corner board throws it off. Mr. Sbeglia has a hard time with the wood
columns and railing and suggested that they be white. Mr. Viscardi stated he has done
these colors before. He presented the color sample for the door, garage, and the columns
in that color. The homeowner stated his wife thought that without any wood all on one
side which is why they added wood columns. Mr. Sbeglia felt it was unorthodox and
minimalist in style. Mr. Sbeglia suggested columns be white and the railings in wood.
He suggested the columns in white and ‘if you don’t like it, you can always paint the
railings white.’ Mr. Viscardi stated you have to blend the wood look into it and by
changing the columns white and the railing and balusters in wood or black, or everything
white. Mr. Sbeglia did not want to force a color on the homeowner but just does not agree
with the brown. Mr. Sbeglia also questioned if they want four columns and Mr. Viscardi
stated they are existing and they do not plan to take the porch apart and there are a lot of
columns. Mr. Sbeglia suggested adding three and Mr. Viscardi stated there is not much
of a pitch to the roof and the columns are 7’ and 10” columns would be too ‘stocky’.
The Application was APPROVED, subject to the columns changed to white.
7. APPLICATION OF MR. & MRS. CRAIG & LAUREN CARDI, in accordance with
§57-5.A.3 of the Village Code, to allow for the issue of building permits for exterior
alterations, at the dwelling known as 104 ROXBURY ROAD (Map of Garden City
Estates, Block 39, Lot 31)-Building Department application # ADRB-000049-2022, Bello
Architects (by Paula Shah)
Ms. Shah presented the rendering for exterior alterations to the roof structure, portico and
other modifications to include siding, windows to the overall dwelling. The biggest
change is the gable over the front door and larger gable at the front. Hardi plank siding,
black windows, black trim standing seam over new entry portico and over garage.
Charcoal shingles, front entry and presented a photo of the stone for the stoop. Mr.
Sbeglia asked if they considered having the front door black and black garage doors should
be black, and the white door will be lost. Board and batten siding, which Ms. Shah stated
is vertical plank and Mr. Sbeglia suggested using more of the vertical plank at the first-
floor front façade. Mr. Bauer suggested just at the right side first floor leaving the garage
door as is. Mr. Sbeglia suggested using more board and batten and revise the rendering
accordingly and send it electronically to the Building Department. Mr. Sbeglia felt there
is too much horizontal siding. Ms. Shah asked if it should be Board & Batten or vertical
planking. Mr. Sbeglia felt that the Board and Batten blends better more with the
minimalist look they are going for. They will make adjustments on the elevation and send
it electronically.

horizontal siding but to see what works. Ms. Krug stated she is distracted by the white
gutters and distracts from the design, and they should blend in. Mr. Sbeglia stated in the
past copper gutters were used to stand out and black gutters are distracting. Mr. Bauer
stated that the black gutters are shaded and the standing seam metal roof tie it together.
Mr. Sbeglia asked if there is a gutter on the standing seam roof and one would be needed
and to add it must be black. Mr. Bauer pointed out the gutter on the right, but they are all
the same and just looks larger on the rendering depending on the siding chosen. Mr.
Sbeglia also commented on the overhang and whether it is a bay window, and a facie board
should continue across to help with the transition of the first and second floor. Ms. Shah
stated it is shown on the front elevation. The L shape masonry path to the driveway was
also discussed and whether the Board has an issue with the L shape and continue the path
to the sidewalk and Ms. Petersen stated mowing might be a problem.
The Application was APPROVED subject to the electronic submission of the revised plan.
8. APPLICATION OF LT GARDEN CITY LLC, in accordance with section 57-5.A-2 of
the Village code, for the approval to issue a Building Permit for exterior alterations, with
the construction of fenced and trellis patios, in the Franklin Avenue front and at the North
& South sides, of the commercial premises known as 1200 FRANKLIN AVENUE (Map
of Garden City Central, Block 12, Lot 1, C-B District) Building Department # ADRB-
0000-55-2022, Streetworks Development.

Mr. Mark Shulman of Design Development and John Imbiano, Landscape Architect of IQ
Landscape Architects, and Justin Poulis, owner, presented the plan to make minor
modifications which are driven by utilities and tenant driven modifications.
There were landscape areas proposed at the north and south side. South side had
hardscape and at the northside is replaced with landscape. They are working with utility
companies, electrical boxes and gas meters run to this location which will be screened.
The architectural change shown at sheet #7 proposed previously, and page 8 shows
modifications. The east elevation gas assembly space and isolation switches are being
located. There was a window previously and the window has been eliminated and the gas
meter resolved with landscaping. The north elevation window over the loading deck will
be eliminated and on the west elevation facing the parking lot. From left to right propose
a new door, window in the middle being removed at the toilet room and utilities will be
coming along that wall. At page 9 & 10 of the rendering were updated to show these
changes.
Mr. Sbeglia stated he has a problem on page 8 with Franklin Avenue. On the elevation

low wall which runs along the sidewalk. Mr. Sbeglia asked if they can be screened, and
Mr. Poulis stated the utility companies are very strict. Mr. Imbiano showed the fencing on
the rendering which are broken up as seen on the plan. Mr. Sbeglia stated he does not
want to see the meters from Franklin Avenue and would like to see shrubbery to screen the
meters. Mr. Sbeglia also stated it is similar to a handicapped accessibility. Mr. Poulis
stated there is an existing meter there and could not relocate them. Mr. Sbeglia stated the
switch columns are screened and requested some shrubs and Mr. Imbiano stated they do
not have enough area there. There is an elevation change which is 2’ higher than the
sidewalk which is eye level and with the bench and fencing which is part of the recessed
portion and the building ownership is not happy with it either. Mr. Sbeglia suggested that
where the meters are, make an accent there. It was stated that whoever is sitting there will
see the meters. Mr. Shulman mentioned there are still trees there and vehicles traveling
will not see the meters and Mr. Giovanniello suggested adding more dense screening in
that area. The fencing has a 3” opening so it doesn’t look like a wall but now we don’t
want to see the meters.
Ms. Petersen referred to sheets 7 & 8 and it was confirmed that the plant species are the
same but just shown that way on the rendering. The other change to the north & south
side the tenants prefer turf in that area. The shrubs are also pulled in front of the meters.
Ms. Petersen asked for color of switch panel which is gray metal, and the bushes will screen
the area. Mr. Sbeglia commented that the retaining wall is somewhat tilted, but they
advised it is all new. Ms. Petersen inquired about the signage. It was stated that Morgan
Stanley will come in with their own signage application and tenants on the ground floor
have not been established and will have to return at that time. Morgan Stanely will return
in approximately two months for signage.
