NOTICE OF MEETING OF THE ARCHITECTURAL DESIGN REVIEW BOARD INCORPORATED VILLAGE OF GARDEN CITY VILLAGE HALL 351 STEWART AVENUE GARDEN CITY, NY 11530 MEETING MINUTES TUESDAY, OCTOBER 24, 2023, AT 6:30 P.M. I. Approval of Minutes: A. Minutes from the meeting held on September 26, 2023 B. Applications - Cases as follows: 1. APPLICATION OF JAMES & TEENA THOMAS as per section 200.45.3 of the Village code, to allow the issue of building permits, for the installation of an additional 24 Panel 9.6 kW solar array at the rear of the dwelling known as 35 EAST DRIVE (Map of Pell Gardens, Block 535, Lot 7, R-6 District). Building Department # ADRB-0000205-2023, SUNATION. Adjourned at the September 26, 2023, meeting. The representative from SuNation appeared on behalf of James & Teena Thomas. He explained they are proposing 24 panels on the roof and looking to use 3 roof surfaces none of which are facing the street. The Board questioned which way the garage is facing, and the response is facing West. It was stated that the panels are not facing the street and Mr. Sbeglia stated that panels facing the street are not allowed. Mr. Sbeglia asked for photographs as well as a streetscape so it will help the argument since as a rule, the code is written that visibility from the street is not permitted. As per the plan presented, the proposed panels would be visible from the street. The Application was DENIED. 2. APPLICATION OF MR. & MRS. DIMITRI PAPAIOANNOU, in accordance with §57-5.A.3 of the Village Code, to permit the erection of a 167 sq. ft. first floor addition with a 182 sq. ft. second floor and 91 sq. ft. open porch at the rear, and 44 sq. ft. portico, in the Kenwood Road front, with the installation of an additional A/C compressor in the side yard; at the dwelling known as 56 KENWOOD ROAD (Map of Country Life Development, Block T, Lot 365, R-6 district) Building Department # ADRB-000187-2023, John J. Mr. Viscardi and Mr. & Mrs. Papaioannou appeared. Mr. Viscardi presented a color rendering as well as a revised material list. Mr. Viscardi explained that it is a simple project and submitted photos showing a partial brick/partial siding dwelling and mentioned that the owners were approved for a variance for front & rear yard setbacks. Mr. Viscardi discussed that the owners are proposing a one-story portico with black aluminum standing seam roof to match the existing standing seam roof. The renovation is to the side of a corner lot, to extend the kitchen and a new bedroom above that and a small porch. The variance was for the rear yard and side yard setback. Mr. Viscardi mentioned that the roof lines are staying the same, the brick to remain and adding asphalt shingles Hardie Board siding in “Navajo Beige” straight edge panels exposure, replacing the shutters and matching the gable roof. The extension is in the rear yard and adding the portico to spruce up the façade. Mr. Sbeglia stated he is not thrilled about the overhang and Mr. Viscardi stated you will not see the extension from the front. If you look at the rear elevation, the porch and the second story stick out about 10” and he did not want to create a big overhang. Also, you don’t see the addition due to the extensive landscaping with hedges and bushes that go around, you won’t even see it. Mr. Sbeglia questioned why the lower level is smaller than the upper level, which was due to the required variance. Mr. Sbeglia also mentioned if you have a rear yard restriction, why does the second floor have to come out wider than the first floor. Mr. Viscardi stated they did receive a variance and wanted to leave as much rear yard as possible. Mr. Sbeglia asked again why the first floor is smaller than the first floor and Mr. Viscardi stated they needed more room on the second floor. Mr. Sbeglia stated that is not enough of a reason. Mr. V stated he has done so many similar cantilevers and Mr. Sbeglia requested to see how it is going to turn the corner. Mr. Viscardi stated it blends right into the corner as shown on the rendering. Mr. O’Brien suggested finishing the bottom edge. Mr. Viscardi stated he can return the frieze board, but it won’t make much of a difference. Mr. Sbeglia suggested extending the frieze board and it will accent the column. Mr. Viscardi again stated he does not want a big overhang there. Mr. Sbeglia stated roofs overhang the columns, and this one does not, and Mr. Viscardi stated that the porch will count as lot coverage. He also stated that the wall is set way back and if they extended the porch, it would require another variance. Ms. Krug stated that near her home out east, they have the same restriction. Mr. Viscardi stated he has no problem extending the frieze board and mentioned that the brick is as existing. Mr. Sbeglia questioned the window with the brick. He also stated the house is a “one of a kind” in the Mott section. Again, Mr. Viscardi agreed to return the frieze board. Mr. Sbeglia commented on the 10” columns and Mr. Capece questioned the porch on the right and is trying to understand the setback and stated there needs to be more differentiation there since the columns on the right side comes in line with the brick. Mr. Viscardi stated they are setback 10” as shown on sheet #4. Mr. Capece referred to the rear elevation and felt that the columns should be 6” to the right and Mr. Viscardi stated it is a small porch and they do want to sit on it and the porch will never be seen from the street due to the heavy landscaping. Mr. Capece suggested bringing the columns in and Mr. O’Brien showed a photo of the home from his cell phone. Mr. Capece suggested one setback behind the brick. The Chairperson confirmed that the plan be revised to show the frieze board return detail and Mr. Viscardi stated there will be space there; otherwise, he could put a smaller column. Mr. Sbeglia stated he was not in favor of reducing the size of the column. The Application was APPROVED subject to the above-stated condition. 3. APPLICATION OF JIAYANG YIN & WURONGYAN ZHANG in accordance with section 57-5.A-3 and 200-45.3 of the Village code, for approval to issue permits for the installation of; a 4.86 kW (12) panel solar array on the side and rear rooves, and a 13.5 kWh energy storage system at the rear of the premises, known as 36 FENIMORE AVENUE (Map of Nassau Havens, Block E, Lots 32, R-6 district) Building Department # 000196-2023, TESLA Adjourned at the September 26, 2023, meeting. No appearance on behalf of the applicant. 4. APPLICATION OF MR. & MRS. VINCENT & MARIELLE RIORDAN, in accordance with the provisions of Section 57-5 of the Village Code, to allow for issuance of a building permit for the erection of; a 1,674 sq. ft. second floor addition creating a 259 sq. ft. porch at the rear, and constructing a 330 sq. ft. roof over porch at the front (demolish existing 570 sq. ft. 1/2 story), at the corner dwelling known as 81 MULBERRY AVENUE (Map of Mineola Plaza, Block 22, Lots 41, R-6 district). Building Department application # ADRB-000131-2023, Kenneth C. Long, R.A. Kenneth Long appeared on behalf of the Applicant and proposed a second story addition and front portico. The existing is an extra wide house, taking the roof off the house and adding a second story. He mentioned that the material list gives a description of the proposed materials for a true center hall colonial. He stated the materials are simple and include White Composite Hardie lap siding, windows by Anderson, Board and Batten trim. They are using a Mahogany Gelfand finish for the columns and has accent detail in Mahogany. The gutters are white and Timberline Charcoal roof, Mist Gray stone and all flagging will be Blue Mountain bluestone and at top of the portico, they are adding a black standing seam roof. The sample packet outlines all the selected materials. Mr. Capece requested a sample of the stone which Mr. Long displayed to the Board. Mr. Long stated since it is a corner lot, and they received a variance for side yard setback due to the garage and front portico. Mr. Long explained that there is a huge hedge, and the house is not visible on Maxwell Street. Mr. Capece stated it is a deliberate move and understands the reason. Mr. Capece stated he likes the front façade. The Chairperson inquired how the columns will match the front door and will be done in the field. Ms. Krug requested a streetscape and Mr., Long explained that the colors were chosen to blend with the surrounding homes. Mr. Long stated he also addressed the gutters and leaders on the plan. Mr. Sbeglia questioned the roof above the portico shown on the elevation, which Mr. Long confirmed is also a standing seam roof and will all match on the first floor. Mr. Sbeglia suggested treating all the little roofs the same and matching the second floor. Mr. Long thought that the break in materials on the second floor would give it some separation. Mr. Sbeglia suggested possibly unifying it. The Application was APPROVED. APPLICATION OF SANTINA BRUNO & GEBE GEORGE in accordance with section §57-5.A.3 of the Village Code, to allow the issue of building permits for erection of a 1,840 sq. ft. second floor addition with a 21 sq. ft. balcony in front, at the existing dwelling known as, 29 ST PAULS CRESCENT (Map of Garden City Central, Block 92 Lot 82, R-12 district). Building Department # ADRB-000198-2023, H. Bradford Gustavson, R.A. Mr. Gustavson and Mr. & Mrs. George appeared, and it was stated that they are planning to do a renovation to improve the exterior and a second-floor addition. The materials include Hardi Board Mist siding, Biscayne Blue Roof, white Anderson windows. The shutters and front door will be blue. Mr. Gustavson stated they had to go for a variance since the lot is wedge shaped and mentioned that he did not have a color rendering. Mr. Sbeglia questioned why he is creating such a humongous roof and Mr. Gustavson stated the roof is 12-pitch. Mr. Capece stated there is a lot of real estate that needs more of a punch and a color rendering would have helped to give a visual. There are a lot of walls and not sure what is the answer. Mr. Sbeglia stated that what is happening below is fine and to possibly bring the top plates down and there are different ways to rectify it. Mr. Gustavson asked if the roof should be less severe, and Mr. Capece stated the shortcoming. Mr. Gustavson stated he tried to center it on the portico. Mr. Gustavson agreed to lower the pitch of the roof and Mr. Sbeglia felt that there is a lot of wasted lumber since it is so big and more to one side. Mr. Sbeglia also suggested changing the pitch and the reverse gable and keeping it at the same height. Mr. Gustavson stated they are trying to stay within the budget. Mr. Sbeglia suggested that the second floor be centered rather than all on one side. Mr. Gustavson stated by changing the pitch it will look better and stated they are not looking to occupy the attic space. Mr. Capece is not sure if the pitch comes down may not be a solution. Mr. Gustavson stated they are planning to do a new roof. Mr. Sbeglia stated it won’t look spectacular. Mr. O’Brien suggested softening the ends of the roof and suggested that a streetscape be provided so he can see how it affects the adjoining homes. Mr. Sbeglia suggested rethinking the roof. The Chairperson suggested making it lower than the peak of the reverse gable. Mr. Sbeglia suggested moving the addition to the center and Mr. Gustavson stated that was not proposed due to financial reasons. Mr. Gustavson sketched the change for the Board. Ms. Krug stated she is not ready to approve the application since the material list and color rendering are missing. Mr. Gustavson stated they are trying to reduce the expense of the project. The Application was ADJOURNED due to the missing color rendering, material list, landscape plan showing proposed lighting. The homeowner stated they have cut sheets of the proposed lighting. 6. APPLICATION OF MICHAEL & JENNIFER HORN in accordance with section §57- 5.A.3 of the Village Code, to permit the construction of an 87 sq. ft. first floor rear open porch, with a 1,696 sq. ft. second floor addition above (demolish 841 sq. ft. second floor) at the existing dwelling known as 174 WELLINGTON ROAD, Lot 20 Block. 47, Map of Garden City Estates R-8 district). Building Department # ADRB-000206-2023, Paul Russo R.A. Paul Russo appeared on behalf of the applicant Mr. and Mrs. Horn and presented a color rendering to the Board. He explained that the project is an addition on the west side of Wellington Road south of Somerset Avenue. He referred to the photos of the existing home and explained they are removing the top portion and building a new second story and building over the garage, which is set back. The proposed material will have White Cedar Impression siding with black shutters; the house was renovated not long ago. Mr. Russo further explained that they went to the Zoning Board of Appeals for overage on lot coverage. Mr. Sbeglia questioned the size of the second floor, and Mr. Russo stated that they needed to renovate in order to add another bedroom on the second floor since they are expecting another child. Mr. Sbeglia commented on the hip roof on the second floor. Mr. Russo stated that the second story is set back, and Mr. Sbeglia questioned why the one story has a hip roof and it was stated that it wraps around the side and dies into that side, so it looks good all around. Mr. Sbeglia stated the portico looks like a “safe room” and Mr. Russo referred to the rendering which shows that nothing is changing at the entrance; everything else will remain. The garage doors will be white, and the leaders will be white and come down on either side at the front. Mr. Sbeglia requested that next time the gutters and leaders be shown on the rendering and suggested using wraparound gutters with two returns. Mr. O’Brien referred to the right side of the garage where you will have to come across the hip roof, so you won’t even see the leader. Mr. Sbeglia suggested wrapping it around and run the gutter on the side and it will need two gutters at the front either way. The Chairperson questioned the lighting at the front entry way and the lighting will remain. The Application was APPROVED. Application of SANTANDER BANK as per sections §57-5.A.2, §57-5.A.7, §57.8.C, and §200-43.E.2.A.2 of the Village code, to allow the issue of a permit for replacement of three (3)-20.0 sq. ft. illuminated channel letter wall signs, on the front, side and rear of the corner commercial property known as; 998 FRANKLIN AVENUE (Map of Garden City Central, Block 9, Lot 11, C-B District). Building Department # ZBA-000213-2023, Philadelphia Sign. Margaret Miller from Philadelphia Signs and stated they are updating the signs and Mr. Capece questioned the difference of what is existing and being proposed, and Ms. Miller stated the new ones are smaller and the red aluminum background with white acrylic. Mr. Sbeglia stated it looks like they are not as deep, and Ms. Miller stated they project 3” and there is a problem with the rendering. The letters are direct lit tot back lit for each individual letters. The Chairperson asked why they are being replaced and stated they just want to update the signs. The Application was APPROVED. 8. APPLICATION OF CHICO’S, in accordance with the provisions of section §57-5 of the Village code; to issue permits for the installation replacement lettering on existing wall signs, at the front, rear and on the service door, and the approval of temporary and permanent film window coverings, at the new ‘Chico’s’ location, at the commercial property known as 106 SEVENTH STREET (Map of Garden City Central, Block 6, Lot 5-B, C-2 District). Building Department # ADRB-000214-2023, Ruggles Sign Inc. The representative stated they are proposing a beach row thin letter halo led lighting at the front and rear bronze color letter and door panel will be vinyl blocking so you cannot see the service area door. She passed out samples. It was stated that there is an existing panel and will pre-mount the sign in white with white LED. The panel will be black, and the lettering will be white LED halo lit. Mr. Capece questioned the rear which is not illuminating in the Bronze color. Mr. Sbeglia questioned letters mounted on the façade at the rear and it was stated that all the signs will be mounted on the parking lot side. Mr. Sbeglia referred to a photo on page 4 of the packet. The door panel for the service entrance is shown to the left which is a solid door as shown on page 8 showing the outside delivery door which is a solid door, and the color will stand out to the existing door. The temporary signs were addressed, and it was explained that the temporary signs will be for a maximum of 2 months, and it was stated the store will be opening in 2 months. The application was APPROVED. 9. APPLICATION OF SPEAR PHYSICAL THERAPY, in accordance with the provisions of sections §57-5.A.2, §57.5.7, and §200-43.E.2 of the Village code, so as to allow issuance of permits to install a new store front and 17.0 sq. ft. back lit letter wall sign, while subdividing an 1,690 sq. ft. first floor portion for professional office use, at the business premises known as 1050 FRANKLIN AVENUE (Map of Garden City Central, Block 10, Lot 11, C-B District). Building Department # ADRB-00029-2023, Spivak Architects. The representative from Spivak Architects presented a rendering of the building of the existing building. She stated the bank does not have an entrance on Franklin Ave and proposed a new entrance and matching the suite in the center proposing new entry door. They are proposing to do the same as the Valley Bank and cut through the greenery and paved entrance to match. The door will have a duplicate as the other side and leaving a green area which will be nine feet and using the same cobblestone pavers in Fire Island and gray rectangular border pavers. The signage is off white color 2” deep pan illuminated letters. Mr. Capece questioned how it is illuminated. The representative presented a sample of the translucent, the acrylic is off white color and the translucent is just aluminum; the pan is not lit just the letters are lit by LED. The chairperson asked if it is a light box which she stated it is not. Mr. Capece asked about the louver above the door which is ventilation for the mechanical system. She stated that since they operate longer hours, it is more cost effective to have the minimal equipment running for the time period. Mr. Capece asked if there is a rear entrance and there is a winding path to the rear and there is side parking located there also. Mr. Sbeglia asked if there is a reception desk which was confirmed. APPLICATION OF GARDEN CITY SMOKE & VAPE; pursuant to the provisions of sections §57 and §200-43 of the Village code, to allow for issue of permits to install; two (2)- illuminated channel letter wall signs, a 24.0 sq. ft. front, and 15.2 sq. ft. side, at the corner property known as; 679 FRANKLIN AVENUE (Map of Garden City East, Block 155, Lot H, C-2 District). Building Department # ZBA-000215-2023, Aric Sign & Awning. Steve from Aric Signs appeared with Mr. Hasan who stated he is moving to the corner of Franklin & Seventh Street. There is an existing awning and to the right Royal Gold Buyers and looking to do similar raceway letters. Steve brought a sample letter of all channel letters, the back is Dermabond aluminum, the side is the return and his is going to be baked red aluminum and the strip is called “Jewel Light” the red trim will be the same. He stated the inside will be LED and after it is made, it is attached to the letter and will paint the raceway to match the color of the background. All the wiring goes inside the raceway 100-watt power supply and at the side, T-11 and the wiring goes right to the box. The sign weighs about 80 lbs. and will be using lag bolts and shields and one lag bolt can hold 220 lbs. Using three across the top and three on the bottom. They screw into the brick and mention the drawing for the proposed sign in front and the side. Mr. Capece mentioned that the sign on Seventh Street is in a residential area with the brick work in a Herringbone pattern and the Board cannot approve the sign on Seventh Street. Steve mentioned that the owner is making a commitment, and the side is most important especially as you drive south on Franklin Avenue and gives you a chance to turn left and park. He felt that in terms of the best chances for success if the sign was able to go there. The Board stated they will not approve the sign on Seventh Street since it is not appropriate. The sign on Franklin Avenue is smaller than what the code allows, and the Chairperson stated they do not want to approve the humidor wording and stated the name is “Garden City Smoke & Vape.” The owner is big into cigars and when the sign was designed 24” high and that is his name and walk in humidor is the centerpiece of the store. He would prefer it to look like one line and tried to get the elements into that area. Mr. Sbeglia stated they disapproved of other applications for in-store descriptions, but they make a good argument. Steve stated he walked up and down Franklin and found many stores that do not go along with the Code. Mr. Sbeglia stated that is up to the Board to decide. Steve stated other stores have that type of lettering i.e., Dressmaker, Barber Shop and Steve tried his best to stay within the code and so many others that do not. The owner stated they registered the name and Steve stated going forward they want to do the name of the town with Smoke & Vape as part of the sign. Ms. Krug requested a copy of the code and Steve had a copy and it states name only. The Board requested to see a visual of the sign in Rockville Center which does not have that as part of his sign and requested to see the sign at the Westbury store. Mr. Sbeglia asked how many stores they have, and it was stated six stores with a cigar room. The Chairperson stated they could live with one of the two, but not both. The owner would rather have Smoke &Vape Indoor Humidor. Mr. Sbeglia stated he does not want to hurt the business and felt it is too busy. The Chairperson confirmed that no sign is permitted on 7th Street and the wording “walk in humidor” can be included on the signage, not Garden City. The Board also stated that the word “humidor” is misspelled and must be corrected. Also, when removing “Garden City”, the sign cannot be made larger. In the circle, the white & red letters light up. Mr. Capece asked if the white can be opaque and the red be translucent. It was stated that the white is not illuminated and that is the kind of light box we can approve. Steve stated it is a channel letter sign with red and white and it is a field of color that lights up. The white cannot light up. Steve suggested taking the circle away and the letter “N” is red. The Application was APPROVED subject to the above stated condition. 11. APPLICATION OF NOBLESSE SPA & LASH in accordance with section §57-5.A.7 and §200-43.E.2.1 & .4 of the Village code, to issue a sign permit for two (2) 20.0 sq. ft. wall signs with 7.4 sq. ft. of 5” and 10” lettering, at the front and rear, of the premises known as, 191 SEVENTH STREET (Map of Garden City Central, Block 7, Lot E10, C-2 District). Building application # ADRB-000220-2023, Allen Shinfeld P.E. The representative from the sign company appeared with samples of the proposed signage for Noblese Spa and in the same building is being extended on the other side on Franklin Avenue. The signs are similar to the existing sign and the same color. Waxing the City is removed and there will be a sign on Franklin Avenue and parking lot. It is the same company, same owner but the space does not connect. The Board mentioned that it is good that it is not a light box. The Application was APPROVED. APPLICATION OF DOZ. BAGEL in accordance with section §57-5.A.7 and §200- 43.E.2.1 & .4 of the Village code, to issue a sign permit for a (2) 24.0 sq. ft. front and rear externally illuminated wall signs, and front awning, at the commercial premises or known as, 180 SEVENTH STREET (Map of Garden City Central, Block 6, Lot 19, C-2 District). A. cause a rear sign exceeding 7.6’ in horizontal length and 15.2 sq. ft. in area. Building application # ADRB-000220-2023, Hi-Tech Signs. Mr. Pantano presented photos of the existing front and rear of the storefront. He also presented a sample of the actual proposed sign “Doz. Bagels.” There is an existing awning which is blue and will be either replaced or repainted. Mr. Pantano stated he is going for a clean look and staying within the footprint, painting it black up to the sign for a clean look. The sign sample will be mounted from the rear and the Board questioned the letter “P” which is part of his logo. The Board questioned the window decals and stated they could not be installed directly on the glass. The Board suggested that they be put on the awning or hanging inside one foot from the glass. Mr. Pantano asked if he could put the hours on the door and whether it could be done with a suction cup and the Board responded that it is not permitted. The Chairperson suggested leaving the façade the same color or possibly a dark gray and mentioned that the sign is okay in black. Mr. Bauer has a problem with the advertisement on the sign. It was stated that the logo is permitted on the awning itself. The Chairperson reiterated that no logo is permitted on the glass, to place the logo on either side of the awning instead, and the sign is approved. The Board also suggested choosing the paint color for the façade (same color as the rear and submit it to the Building Dept, for approval. Mr. Pantano questioned why Chico’s has vinyl letters and it was stated they are temporary until the store opens. The Chairperson mentioned that the façade is slightly yellow, and it was stated it just needed to be cleaned. The Board agreed the front building façade shall match the existing rear façade paint color. The sign is approved as presented. Logos shall appear only on awnings, two logos per awning: no text on awnings. Mr. Pantano questioned if he could hang the sign vertically at the edge of the building since when trucks are unloading, they double park and you do not see the sign at all. Building Department # ADRB-000221-2023 Michael Allen Hayes, R.A. A representative from Michael Hayes office presented on behalf of 82 Seventh Street for exterior improvements at the main entry with recessed downlights which are being upgraded to LED lights and the existing entrance is not ADA compliant. The lighting will be replaced in kind with a finished white canopy. With reference to the ADA compliance, there is a 24 x10 foot exterior vestibule covered by the awning and there is a slope that does not meet 5x5 in all directions. In order to make it compliant they would have to replace the sidewalk since the slope is too steep and needs to be adjusted and will be replaced in kind. It was stated that “you have to catch the grade to meet the existing.” The lighting below the Chase sign is recessed and will be replaced. The Application was APPROVED. PRELIMINARY CONFERENCE: 14. APPLICATION OF EDWARD GOYDAS in accordance with the provisions of sections §200.45.3, §57-5.A.7 & 57-8.C of the Village code, to allow for the issue of permits for the installation of parapet screening and an xx kW xx panel solar system, at the corner business premises known as, 222 OLD COUNTRY ROAD (Map of Garden City East, Block 161, Lot 18, C-4 District). Building Department # ADRB-000224-2023, Rand K. Rosenbaum, P.E. The applicants presented two options and mentioned that they are proposing an unusual design. They would like to install solar panels and install a canopy with the solar panels above which will reduce the penetration on the roof and they feel it is a good investment. They have two ideas- one is to raise the parapet for an open grilled screen, so it is not visible from the street. It will also bring out the more horizontal lines of the building. Mr. Capece confirmed that will reduce penetrations and produce more solar power. In terms of zoning height, they are only proposing 38’. The window shades are also being proposed and replacing all the windows, which is not being discussed tonight. The Board preferred the roof-mounted panels and mentioned that it changes the look of the building. Mr. Bauer suggested possibly dropping it down a bit. The steel columns look industrial and with the window shades it will dress up the building. The Board does not mind the solar panels since it is a commercial building on Old Country Road, especially since it looks like a canopy. The elevation and the framing in the front look cool and won’t be visible from the street. Mr. Sbeglia stated in the context presented he likes the solar panels. Ms. Krug inquired as to the proposed plant material, and it was stated they are doing a parking lot renovation which is not finalized as yet. The Board was in favor of the elevation with the screen mesh as shown on Schematic 1. The applicant inquired if the solar panels can be brought to the edge of the building instead of just the center. Mr. Sbeglia suggested adding one more row of panels not quite to the edge. He stated you can cantilever it with the panels over a bit, possibly one more row. The Board felt that the proposed aluminum sunshade is nice, and they are prefabricated and suggested selecting one to match the building. It was stated that the building will be painted, and the Board requested that they return with everything when the drawings are complete. The Board also suggested showing a plan with the panels to the edge and stated that the look adds to the building’s overall appearance.
