BOARD OF TRUSTEES
October 3, 2023
A special meeting of the Board of Trustees of the Village of Garden City in the
County of Nassau, New York, was held at the Garden City Senior Center, 6 Golf Club
Lane in said Village on October 3, 2023, at 6:34 p.m.
Present: Mayor Mary Carter Flanagan, Trustees Bruce J. Chester, Edward T.
Finneran, Michele Beach Harrington, Charles P. Kelly (Zoom),
Michael J. Sullivan and Bruce A. Torino.
Also Present: Ralph V. Suozzi, Village Administrator
Kelly Galanek, Village Clerk
Irene Woo, CFA, CFMO, Treasurer (Zoom)
Giuseppe Giovanniello, Superintendent of Buildings
Absent: Trustee Lawrence N. Marciano, Jr.
Attendance: Approximately 50 in person and 51 Zoom
The Clerk reported that due notice of this meeting had been served on each member
of the Board.
Trustee Sullivan called the meeting to order and stated that the purpose of this
Special Board Meeting is to conduct a Work Session about the cost estimates and legal
considerations related to the future of St. Paul’s. He introduced Lloyd Westerman,
Westerman Construction, Stephen M. Taylor, VAKOTA Architecture, PLLC, Brendan
Mooney, Cullen and Dykman, and Gary Fishberg, Cullen and Dykman.
Trustee Sullivan then answered questions that were submitted prior to the meeting,
in addition to questions submitted by audience members.
There being no further business, on motion duly made, the meeting adjourned at
8:13p.m.

The four (4) presenters will address the topics as stated below.
Residents are encouraged to submit questions in advance of the Work Session via
email to: stpaulsquestions@gardencityny.net to be addressed by the Presenters at
the Meeting. Question Cards will be available for residents during the Meeting for
residents to submit additional questions, which may be addressed by the Presenters
at the Meeting or, in writing to the Board of Trustees after the Meeting, if additional
time is needed to prepare a response.

Architecture, PLLC – Current Condition Of The St. Paul’s Building, Details of
Preliminary Cost Estimates, Adaptive Re-use, Facadism, & Demolition Project
