Susen-Roy, BA. - Health Director Dr. John Mulqueen, Chairperson Susan Avallone, Member Attorney Geoffrey Tobia, Member Board of Health meeting held on Monday, March 27th, 2017 __________________________________________________________________________________ 5:37 Meeting called to order 5:40 Jimmy Buccaroni is asking the board for a variance to the tattoo regulation requirement of a one year apprenticeship so he can work as a tattoo artist in the city of Gardner. Jimmy explained to the board, for the last 4 years he has studied on his own. He has read the history of tattooing, as well as spoke with people on how and why they do the things they do and the tools they use. Jimmy shadowed different tattoo artists, he was shown how to do proper set ups, procedures, and how to cleanup up the area after tattooing. He learned the importance of maintaining a clean and sterile work environment while using pre sterilized and disposable equipment as well as the proper disposal of hazmat material and disposal of sharps products in a sharps container. Jimmy has taken a skin course out of Quincy MA, he is certified as a first responder, and has also taken a Blood borne pathogen class. Jennifer informed the board that the requirements to be a tattoo artist in the city of Gardner are: A course in Anatomy and Physiology, or a blood borne pathogen class and a one year apprenticeship. Also needed is a Certificate stating that the person is free from communicable diseases and has received the Hepatitis B vaccination. Jennifer stated, from the state level down there is not a clear cut, across the board, across the commonwealth regulation to an apprenticeship program. Gardner has never had an apprenticeship program because it would require a lot of man power and medical personal to oversee the apprenticeship program. Eugene Guerra and Robert Coutiere are tattoo artists that are licensed in Gardner and run Main Street Tattoo Shop. Gardner does not have an apprenticeship program, therefore Jimmy is not able to work in the Main Street Tattooing shop under Eugene or Robert. This is why Jimmy is asking the board for a variance to the tattoo regulations requiring a one year apprenticeship. Eugene has told the board that if they approve the variance to the tattoo regulations, they will allow Jimmy to work at the Main Street Tattoo Shop under the guidance of both Eugene and Robert. A motion was made to take the variance of the tattoo regulation requiring a one year apprenticeship under advisement and revisit this in a month. Motion approved 3-0. For the next month the board wants Jimmy to continue to observe the licensed tattoo artist, Eugene and Robert, at the Gardner Tattoo Shop. Eugene and Robert will observe and document Jimmy setting up and breaking down the sterile work station, 30 different times. Jennifer will research what other communities do as well as check with the Cambridge BOH regarding their apprenticeship program as well as check the state regulations and report back to the board with her findings. 6:40 Funeral Directors Certificates to be signed. Signed. 6:42 Old Business: Lian Janikas @ 42 Olde Colonial Drive Housing issue update. Lian has gotten a quote from an electrician for the hot water heater. The home was completely cleaned out and the water has been turned back on. Lian has made progress, but she is still not living in the home. Lauren is following up with inspections. Bonnie Jarvela @ 32 Travers Street, Housing issue update. A dumpster was delivered and Bonnie will have use of it until the end of March 2017. Bonnie’s family members have been very helpful to her and she has progressed very well. Lauren is following up with inspections. Holy Spirit Church update. The food permit paperwork was still not completed and a fish fry was scheduled to happen on every Friday night during the lent season. Jennifer and Lauren went to Holy Spirit Church to do an inspection and made sure everything was all set. The building and fire department had signed off on their inspections so they were able to use their kitchen according to those departments. Jennifer advised the board that Holy Spirit Church now has a food permit from the BOH as well, following the inspection to verify compliance. 6:45 New Business: Old Gardner Cinema is being torn down, they are doing a good job of keeping everything watered down during the process which keeps the dust down. ________________________ _______________________ _________________________ Dr. John Mulqueen, Chairperson Susan Avallone, Member Atty.
