Geoffrey Tobia, Member Minutes for the Board of Health meeting held on Monday, November 27, 2017 __________________________________________________________________________________ 5:10 Meeting called to order 5:12 Review minutes dated August 28, 2017, signed. Review minutes dated September 25, 2017. Reviewed and signed. 5:15 Jimmy Buccaroni and Eugene Guerra from Main Street Tattooing were in attendance. Jimmy Buccaroni was before the board to discuss his provisional license to tattoo at Main Street Tattooing that was issued in April 2017. The board gave Jimmy very specific requirements to be completed before Jimmy could apply for a full tattooing license. Jennifer recapped the requirements for the board. “Jimmy is to keep a log documenting date, time, and amount of time spent with each customer, a consent form filled out from the customer as well as a picture of every tattoo that Jimmy performs. Jimmy is to stay with a specific size and single color tattooing.” These required documents were provided to the board by Jimmy. Jennifer gave some background of the tattoo facility. She told the board that Eugene Guerra has done a great job turning the shop around since he took over Main Street Tattooing. Jimmy reported that he has learned a lot from Eugene and Robert Coutiere and he feels things are going well. The board reviewed the requirements set in April 2017 with Jimmy and Eugene and asked them questions. The board feels that although Jimmy is moving quickly through this process, it is because of Jimmy’s background and the information that Jimmy and Eugene have provided the board, they feel comfortable with the progression. The motion was made: Granting the variance of provisional status for another six months allowing Jimmy to move on to level 2 and level 3 (as stated in the requirements) working under the direct supervision of Eugene Guerra and Robert Coutiere. Level 1 work, he will have to still be supervised. Motion passes 2-0. Jimmy will log documenting date, time, and amount of time spent with customer, as well as consent from the customer, and picture of every tattoo that Jimmy performs. 5:30 Old Business. Geoffrey wanted to know if the city solicitor, John Flick, had a chance to look at the letter that was sent to the board of Health a couple of weeks ago regarding the Getty issue. Jennifer said that she has not heard from John Flick regarding this matter. Jennifer will follow up with John and the Fire Chief about this. Update on 94 Pleasant Street, on October 26, 2017 an injunction was issued by Worcester Superior Court for the board of health to vacate the above address based on the fact that they were running a non-licensed rooming house. Jennifer went to the address with police, fire and building dept. to let the residents know they needed to vacate the property immediately. Prior to going to the house, Jennifer had secured 15 rooms for the parties for ten days at the Super 8 Hotel. Jennifer spoke with the CAC to line up food for the residents to be delivered daily. Our Fathers House was contacted, they meet with residents on three different occasions. Our Fathers house had them fill out applications so anyone who qualified could receive assistance with first and last month’s rent. The resident would need to locate an apartment to receive this assistance. This was to help the residents to get housing so that at the end 10 days the residents would have some options. Packets were given to each resident with a list of landlords in the area that had openings. Because most of the residents do not have cars, the police were driving the residents with their belongings to the hotel. Jennifer made visits to the Hotel, because they were not following the rules of the hotel and the owner was calling daily to complain about what was going on. Jennifer would remind them that they only have 10 days to find a place to live. Sue asked if Jennifer knew where they all were now. Jennifer informed the board some moved in with other people, but she did not know where the others went. 5:40 New Business. Jennifer reported that it is license renewal time, food and liquor applications went out in October, and the deadline was November 14th. Lauren went on inspections to the clubs with building and fire department. Jennifer has been doing perc tests, septic inspections as well as, bed bottom inspections. Jennifer will be going to court on December 20th with the Attorney General’s office, regarding 142 Pleasant Street for receivership of this property. Jennifer will be going to a seminar regarding cannabis this week, she is hopeful that she will get more information. The smoke shop on Central Street is now open after passing all the building and zoning regulations. Someone inquired about opening up a Hookah cafe. Jennifer played three voice mails that were left for her from a resident that was not happy that his trash was not picked up. She notified the board that she has been going over the contract we have with Waste Management, a WM Performance review meeting has been planned for December 14th and Jennifer will put Waste Management on notice, they need to fix this or we will not be waiting for the three years to end this contract. 5:50 Set next meeting for December 18, 2017, adjourn. ________________________ _______________________ _________________________ Dr. Mulqueen MD, Chairperson Susan Avallone, Member Atty.
