Geoffrey Tobia – Member Michele Parker, MD – Member Also Present: Tina Rusak, RN Minutes for Board of Health meeting held Monday August 31, 2020 ________________________________________________________________________________ *Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Gardner Board of Health will be conducted via remote participation. The transcript of proceedings will be posted on the City’s website as soon as possible after the meeting. 4:30 Meeting called to order. 4:32 Old Business: Body Art Regulations: The primary focus of this meeting is to update the City of Gardner Body Art Regulations, previously referred to as the “Body Piercing Regulations” which were last revised in 1999. The draft of the regulations now encompass the disciplines of tattooing, body piercing, microblading and micropigmentation plus apprenticeship programs for those disciplines. The Board of Health members have been discussing these changes since January 2020, and they have a draft of the proposed regulations that they are working to finalize. Geoff has reviewed the draft and suggests that there is legal language that he would like amended. The Board review and discuss each section. They discuss the Tattoo apprenticeship section of the draft regulations and agree that a combination 50 cycles of set up and take down of the work station along with direct and indirect supervised instruction to total 1750 hours. The Board discusses the “Save Each Life” which offers a course called Anatomy, Physiology and Skin Course for Tattoo and Body Piercing Practitioners and decides to accept this course in lieu of a college level Anatomy & Physiology course. There is a discussion to add language to the regulations addressing violations of the apprentice section of the regulations. The Board then reviews the “definitions” section of the regulations and make edits and clarifications of several of the terms. The Board continues to review each section of the proposed regulations.
