BOARD OF REGISTRARS OF VOTERS
Minutes of the Meeting of October 6, 2015
The meeting of the Board of Registrars of Voters was called to order by Chairperson Darlene
Morrilly at 8:00 a.m. in the Mayor’s Conference, Room 128, City Hall.
Present: Registrars Chairperson Darlene Morrilly, Patricia Darby, Mario Guay, and Alan Agnelli;
and, Assistant Registrar Neil Janssens.
The Chair read aloud the following:
Any person may make a video or audio recording of the open session of this meeting so long as it does not interfere
with the conduct of the meeting. All documents and exhibits used or referenced at this meeting shall be submitted in
duplicate to the City Clerk, as they become part of the minutes of the meeting. Is there anyone present who will be
recording this meeting?
No one in attendance responded.
1. Minutes of Prior Meetings
On a motion by Patricia Darby and seconded by Mario Guay, it was unanimously voted
to accept the Minutes of the November 4, 2014 Meeting, as printed.
2. Board Reorganization
Patricia Darby nominated Mario Guay for Chairperson for the 2015-16 Session. Alan
Agnelli seconded the nomination. It was moved and seconded to close nominations.
Mario Guay was elected Chairperson and assumed the Chair for the remainder of the
meeting.
3. Board Appointments
Assistant Registrars
Mrs. Morrilly moved to reappoint Calvin D. Brooks (Republican) and Neil W. Janssens
(Democrat) to the positions of Assistant Registars for terms expiring April 1, 2016. Mrs.
Darby seconded the motion. The motion carried.
Temporary Assistant Registrars
Mrs. Morrilly moved to reappoint Titi Siriphan and John Olivari, employees of the City
Clerk’s Office, to the positions of Temporary Assistant Registrars. Mrs. Darby seconded
the motion. The motion carried.
4. 2014 State Election Plans
Mr. Agnelli updated the members on City Election plans as follows:
• Special Voter Registration Session to be held on October 14, 2015
• Accu-Vote Ballot Testing scheduled for October 21, 2015
• Board Meeting at 8:00 p.m. on November 3, 2015.
On a motion by Mrs. Morrilly and seconded by Mrs. Darby, it was voted to adjourn at 8:35 a.m.

ANNOUNCEMENT - Any person may make a video or audio recording of an open session of a meeting, or may transmit the
meeting through any medium, subject to reasonable requirements of the chair as to the number, placement and operation of
equipment used so as not to interfere with the conduct of the meeting. Any person intending to make such recording shall
notify the Chair forthwith. All Documents referenced or used during the meeting must be submitted in duplicate to the
Chairman, pursuant to the Open Meeting and Public Records Law. All documents shall become part of the official record of
the meeting.
