BOARD OF REGISTRARS OF VOTERS
Minutes of the Meeting of August 17, 2016
The meeting of the Board of Registrars of Voters was called to order by Chairman Mario Guay
at 8:00 a.m. in the Mayor’s Conference, Room 128, City Hall.
Present: Registrars Patricia Darby, Mario Guay, and Alan Agnelli. Assistant Registrar Neil
Janssens participated in the absence of Registrar Darlene Morrilly.
The Chair read aloud the following:
Any person may make a video or audio recording of the open session of this meeting so long as it does not interfere
with the conduct of the meeting. All documents and exhibits used or referenced at this meeting shall be submitted in
duplicate to the City Clerk, as they become part of the minutes of the meeting. Is there anyone present who will be
recording this meeting?
No one in attendance responded.
1. Minutes of Prior Meetings
On a motion by Patricia Darby and seconded by Alan Agnelli, it was voted to accept the
Minutes of the March 1, 2016 Meeting, as printed.
2. Board Reorganization
Mr. Janssens nominated Mrs. Darby for Chair for the 2016-17 Session. Mr. Agnelli
seconded the nomination. It was moved and seconded to close nominations. Patricia
Darby was elected and assumed the Chair for the remainder of the meeting.
3. Board Appointments
Assistant Registrars
Mr. Agnelli moved to reappoint Calvin D. Brooks (Republican) and Neil W. Janssens
(Democrat) to the positions of Assistant Registars for terms expiring April 1, 2017. Mr.
Guay seconded the motion. The motion carried.
Temporary Assistant Registrars
Mr. Guay moved to reappoint Titi Siriphan and John Olivari, employees of the City
Clerk’s Office, to the positions of Temporary Assistant Registrars. Mr. Janssens
seconded the motion. The motion carried.
4. 2016 State Primary Plans
Mr. Agnelli updated the members on State Primary plans as follows:
• Voter Registration Session to be held on August 19, 2016.
• Accu-Vote Ballot Testing scheduled for August 30, 2016
• Board Meeting at 8:00 p.m. on September 8, 2016.
5. Early Voting – The Board agreed to hold EV during regular business hours.
On a motion by Mr. Janssens and seconded by Mr. Guay, it was voted to adjourn at 8:51 a.m.

ANNOUNCEMENT - Any person may make a video or audio recording of an open session of a meeting, or may transmit the meeting
through any medium, subject to reasonable requirements of the chair as to the number, placement and operation of equipment used so as not
to interfere with the conduct of the meeting. Any person intending to make such recording shall notify the Chair forthwith. All Documents
referenced or used during the meeting must be submitted in duplicate to the Chairman, pursuant to the Open Meeting and Public Records
Law. All documents shall become part of the official record of the meeting.
