Minutes of the Third Congressional District Recount
September 17, 2018
The Board of Registrars of Voters convened at 8:30 a.m. on Monday, September 17, 2018 in the
Greenwood Room, Levi Heywood Memorial Library, to conduct a recount for the office of
Representative in Congress in the 3rd Congressional District in the Democratic State Primary
held on September 4, 2018.
Registrars Present were Chairman Mario Guay, Registrars Darlene Morrilly and Alan Agnelli, and
Assistant Registrars Calvin Brooks and Neil Janssens. Assistant Registrar Calvin Brooks replaced
Patricia Darby as the second Republican Registrar during the Recount.
Election Officers present and participating were Paulette Burns, Thomas Patterson, Anita
Boudreau, Bonnie Romanson, Cathy Leger, Leonette Roy, Patricia Cormier, Stephen Cormier,
Judith Roy, and Ronald Roy.
Also present and participating were Atty. Priya Gandbhir, Gardner Assistant City Solicitor; Atty.
Dennis Newman, Counsel for the Lori Trahan for Congress Committee; Atty. Amy Sennett,
Counsel for the Koh for Congress Committee; and, observers for both campaign committees.
The City Clerk outlined the procedures to the Election Officers and others participating.
All Election Officers participating in the Recount were administered the following Oath:
Do you solemnly affirm that you will bear true faith and allegiance to the Commonwealth of
Massachusetts; will support the Constitution thereof; and, do so under the pains and penalties of perjury?
Do you solemnly affirm that you will faithfully and impartially discharge and perform all the duties
incumbent on you as an Election Officer according to the best of your abilities and understanding,
agreeably, to the rules and regulations the Constitution, and the laws of this Commonwealth; and, do
so under the pains and penalties of perjury?
Do you solemnly affirm that you will support the Constitution of the United States?
RECOUNT
At 9:55 a.m., Counsel for the Koh Committee challenged a ballot. The Board examined the ballot. On a
motion by Mr. Brooks and seconded by Chairman Guay, it was voted unanimously to rule the vote blank.
The Koh Committee protested the Board’s ruling and the ballot was marked “Protested” and placed in a
sealed and marked envelope.

At 10:35 a.m., a ballot called for Lori Trahan at a recount table was challenged by Counsel for the Koh
Committee. The Board examined the ballot. On a motion by Mr. Brooks and seconded by Mrs. Morrilly,
it was voted unanimously to rule the vote blank. The Trahan Committee protested the Board’s ruling
and the ballot was marked “Protested” and placed in a sealed and marked envelope.
At 11:25 a.m., a ballot called for Lori Trahan at a recount table was challenged by Counsel for the Koh
Committee. The Board examined the ballot. On a motion by Mr. Brooks and seconded by Mrs. Morrilly,
it was voted unanimously to rule the vote for Lori Trahan. The Koh Committee protested the Board’s
ruling and the ballot was marked “Protested” and placed in a sealed and marked envelope.
At the conclusion of the Recount, representatives for both Campaign Committees were provided with
copies of the Recount Tally Sheets.
On a motion by Calvin Brooks and seconded by Darlene Morrilly, it was voted to adjourn at 1:26 p.m.
