CITY OF GARDNER, MASSACHUSETTS CITY COUNCIL FINANCE COMMITTEE MINUTES OF MEETING OF MARCH 4, 2019 The Finance Committee meeting was called to order by President Scott Joseph Graves at 7:00 p.m. in the City Council Chamber, Room 219, City Hall. Finance Committee Members present were Council President Scott Joseph Graves and Councillors Ronald Cormier and James Walsh. Others participating: City Clerk Alan Agnelli. President Graves asked if anyone present planned to record the meeting, in accordance with the requirements of the Open Meeting Law, as follows: Any person may make a video or audio recording of the open session of this meeting so long as it does not interfere with the conduct of the meeting. All documents and exhibits used or referenced at this meeting shall be submitted in duplicate to the City Clerk, as they become part of the minutes of the meeting. Is there anyone present who will be recording this meeting? No one responded. 1-1 Reading and Approval of Minutes of Prior Meeting. On a motion by Councillor James Walsh and seconded by Councillor Ronald Cormier, it was voted to approve the Minutes of the February 19, 2019 Meeting, as printed. 3-1 A Measure Confirming the Mayor’s Appointment of John Awdycki to Member, Cemetery Commission, for term expiring February 15, 2022 (Reappointment). On a motion by Councillor James Walsh and seconded by Councillor Ronald Cormier, it was voted to recommend that the City Council confirm the Mayor’s Appointment of John Awdycki to Member, Cemetery Commission, for term expiring February 15, 2022. 3-2 A Measure Confirming the Mayor’s Appointment of Brian LaRoche to Member, Cemetery Commission, for term expiring February 15, 2022 (Reappointment). On a motion by Councillor Ronald Cormier and seconded by Councillor James Walsh, it was voted to recommend that the City Council confirm the Mayor’s Appointment of Brian LaRoche to Member, Cemetery Commission, for term expiring February 15, 2022. 3-3 A Measure Confirming the Mayor’s Appointment of John Awdycki to Member, Municipal Grounds Commission, for term expiring February 15, 2022 (Reappointment). On a motion by Councillor Ronald Cormier and seconded by Councillor James Walsh, it was voted to recommend that the City Council confirm the Mayor’s Appointment of Brian LaRoche to Member, Municipal Grounds Commission, for term expiring February 15, 2022. 3-5 A Measure Confirming the Mayor’s Appointment of David Hackett to Member, Disability Commission, for term expiring February 15, 2022 (Reappointment). On a motion by Councillor Ronald Cormier and seconded by Councillor James Walsh, it was voted to recommend that the City Council confirm the Mayor’s Appointment of David Hackett to Member, Disability Commission, for term expiring February 15, 2022. 4-1 #10008, A Measure Authorizing Acceptance of Donations and Gifts for Use by the Community Bandstand Committee for Musical Concerts and Other Entertainment Events (Ref: #10007) (In City Council and Referred Jointly to Public Service and Finance Committees, 11/5/2018; Discharged from Public Service, 1/22/2019). The Committee postponed action on the Measure until the Ordinance is adopted. NEW BUSINESS Noting that the Mayor filed Appointment Certificates with the City Clerk for Ludger Robichaud to the position of Member, Municipal Grounds Commission, and to the position of Member, Cemetery Commission, Councillor James Walsh suggested that the Mayor be reminded that the City Code requires that another two members be appointed to the Municipal Grounds Commission, as the Commission is comprised of five members. On a motion by Councillor James Walsh and seconded by Councillor Ronald Cormier, it was voted to recommend that the City Council confirm the Mayor’s Appointment of Cheryl Slack to Animal Control Officer for term expiring January 28, 2020. 3-5 A Measure Confirming the Mayor’s Appointment of Michael Nicholson to Trustee, Williams-Rockwell Educational Gift Fund Board of Trustees, for term expiring January 28, 2022. On a motion by Councillor James Walsh and seconded by Councillor Ronald Cormier, it was voted to recommend that the City Council confirm the Mayor’s Appointment of Michael Nicholson to Trustee, Williams-Rockwell Educational Gift Fund Board of Trustees, for term expiring January 28, 2022. 4-1 #10008, A Measure Authorizing Acceptance of Donations and Gifts for Use by the Community Bandstand Committee for Musical Concerts and Other Entertainment Events (Ref: #10007) (In City Council and Referred Jointly to Public Service and Finance Committees, 11/5/2018; Discharged from Public Service, 1/22/2019). On questioning by the Committee, City Auditor John Richard affirmed that gifts and donations to the Bandstand Committee for its concerts are restricted to expenses directly related for the purposes specified in the Authorization. The Committee postponed action on the Measure until the Ordinance is adopted. 5-1 A Measure Authorizing the City to Enter into Contracts for Periods Not-to-exceed 5 Years for Leasing “Golf Cars.” Purchasing Director Jennifer Dymek informed the Committee that she solicited price quotes for golf cars and that the City would save $575.00 per month in lease costs for a five-year term. She added that the Golf Commission favors the new Yamaha Golf Car models and that maintenance is included in the price. On a motion by Councillor Ronald Cormier and seconded by Councillor James Walsh, it was voted to recommend that the City Council authorize the City to enter into contracts not to exceed five (5) years for leasing golf cars, pursuant to the provisions of Massachusetts General Law, Chapter 30B, section 12 and under the terms outlined in the Purchasing Agent’s January 30, 2019 Memorandum.
