CITY COUNCIL FINANCE COMMITTEE
MINUTES OF MEETING OF SEPTEMBER 5, 2023
The Finance Committee meeting was called to order by Council President Elizabeth
Kazinskas at 6:20 PM in the City Council Chamber, Room 219, City Hall.
Finance Committee Members Councillor Aleksander Dernalowicz, and Ronald Cormier were
also present.
Also participating City Clerk Titi Siriphan.
FIRST TIME ON THE AGENDA
#11050 – An Order Authorizing $4,420.57 Payment of Prior Year Expenditure for Building,
Golf, and Veteran’s Department Salary.
President Kazinskas informed the Committee that Mayor Nicholson was not available for the
meeting because he had another matter to attend to. The President read out loud an email
submitted by Mayor Nicholson:
Good Afternoon Madam President and Councilors,
I wanted to write to you all in the event that I am unable to make it to this evening’s Finance
Committee Meeting.
The item on the agenda relates to three individuals who were due to receive pay increases due to
earning step increases in the wage matrices for their positions. The Veteran’s Service Department and
Building Department amounts are due as a result of the City’s wage matrix with the AFSCME Union.
A copy of that contract is attached. For these positions, the steps in the wage matrix are all longevity
based and pay increases are earned as the employee’s length of time of employment with the City
increases. In both of these instances, the work anniversary of these employees did not reach the
Human Resources and Payroll Departments so the raises were not given when they were meant to.
As such, this action would provide the employees the payment they were due to receive on that
anniversary. A copy of the AFSCME Contract that related to these positions at that time is attached.
The Golf Course item relates to two employees who’s years of service milestones were not brought to
the attention of the Human Resources Department or payroll personnel. These employees are paid in
accordance with the wage matrix located in Subsection C of the Compensation Schedule Ordinance
which can be found here: LF1816483.pdf (ecode360.com) This action would pay these employees the
compensation they were due to receive when they reached the required years of service to be
increased to the next step in the scale.

On a motion made by Councillor Ronald Cormier and seconded by Councillor Elizabeth
Kazinskas; Councillor Aleksander Dernalowicz abstained; to recommend to the City Council
that the following ORDER ought to pass:
AUTHORIZING PAYMENT OF PRIOR YEAR SALARY EXPENDITURE
ORDERED: To authorize payment of prior year BUILDING, GOLF AND VETERANS DEPT
salary expenditure account for prior year, as follows:
FY2023 BUILDING DEPT SALARY $ 96.57
FY2023 GOLF DEPT SALARY 3,783.73
FY2023 VETERANS DEPT SALARY 540.27
ADJOURNMENT
On a motion by Councillor Aleksander Dernalowicz and seconded by Councillor Ronald
Cormier it was voted to adjourn at 6:24 p.m.
