GARDNER CITY COUNCIL PUBLIC WELFARE COMMITTEE MINUTES OF THE JUNE 23, 2014 MEETING The Meeting was called to order by Committee Chairman Councillor Paul Tassone at 3:00 P.M. in the City Council Chamber, City Hall. Welfare Committee Members present were Councillors Paul Tassone and Jeffrey Palmieri. Councillor Patrick Gerry was absent. Others present were Mayor Mark Hawke; Veterans Agent Philip Buso; Senior Citizens’ Director Eileen Clarkson; Golf Commission Chairman Jeffrey Gallant; Human Resources Director Debra Pond; Library Director Kathleen Leslie; Historical Commission Chairman Charles LaHaye and Commission Member Christopher Pera; and, Kimberly Petalas, The Gardner News. 1) MOTION TO ACCEPT THE MINUTES FROM May 14, 2014. Motion made by Councillor Palmieri, seconded by Councillor Tassone. 2-0 so voted. 2) FY2015 Budget Hearings: Senior Citizens’ Director Eileen Clarkson (Council on Aging Budget). She noted: • The Senior Center/Council on Aging serves a greater population than the School Department. • The Center initiated a new program where people have to use swipe cards to get in. Since March, they’ve had 5,000 visits. • The Senior Center is in need of numerous repairs -- rusted A/C units, door replacements, general maintenance, and replacement of circular pumps. • Need for an activities person, since the Director does everything. Councillor Tassone stated that he would like the Committee to tour the facility for the next meeting. Golf Commission Chairman Jeffrey Gallant (Municipal Golf Course Budget) • Budget similar to last year. • Savings from golf carts because of a new lease agreement. • Labor salary increased because one of the employees is retiring and a new person was hired during the transition. Human Resources Director Debra Pond (Greenwood Memorial Pool Budget) • Wages increased due to a new position that was created to replace former Pool Superintendent Don Lemieux. • For staffing, covers this season and opening of next year. Page 1 of 2 • Delayed opening because of resurfacing. The pool usually opens within the last two weeks of June. • Many facility upgrades this year -- adding handicap lifts and replacing two pumps. Library Director Kathleen Leslie (Heywood Memorial Library Budget) Budget features include: • Server maintenance contract. • Purchase another anti-virus monitor • Computer Systems Maintenance Agreement is with Guardian. Proposed Demolition Delay Ordinance Historical Commission Chairman Chuck LaHaye and Member Chris Pera. • The Historical Commission would like to receive notice before any building or structure (e.g. chimney) is razed and to be granted ample time to find resources to help owners to save the structure. • Ability to document the structure inside and out by photographing it. • The City of Leominster has similar Ordinance. • Receive notice of public hearings. Councillor Tassone stated that he would like to obtain a legal review from the Law Department before the Ordinance is presented to the City Council and also to discuss the issue with Councillor Gerry who is absent.
