Call to order
Superintendent Pellegrino called the meeting to order at 4:02 p.m.
Approve Minutes
Mr. Robert Hankinson moved to approve the minutes from the School Building Committee
Meeting on December 16, 2020 at 4:00 P.M.
Seconded by. Mr. Robert Swartz Vote - so voted
Approve Bills & Orders
The following invoices were presented to the committee:
● Strategic Building Solutions, LLC, dba Colliers International, Invoice #008112, dated
December 31, 2020; in the amount of $11,189.00
Mr. Robert Swartz moved to approve Invoice #008112 from Strategic Building Solutions, LLC,
dba Colliers International.
Seconded by Mr. Wayne Anderson Vote - so voted
● Jones-Whitsett Architects, Invoice #2020063, dated December 31, 2020; in the
amount of $111,792.45
Mr. Robert Swartz moved to approve Invoice #2020063 from Jones-Whitsett Architects.
Seconded by Mr. Wayne Anderson Vote - so voted
● Bacon Construction Co. Inc. Invoice #1, dated December 31, 2020; in the amount of
$585,654.32
Mr. Swartz moved to approve Invoice #1 from Bacon Construction Co. Inc.,

Report from OPM
Schedule:
Mr. Dunn shared first of many deliveries that came today of precast blocks for the retaining walls.
We continue cutting and clearing, there’s a lot of earthwork going on at this time.
Mr. Alix Updated the committee on the project status to this point. Hopefully within the months’
time we will be seeing some foundation work, along with the submission process it’s still being
reviewed. MSBA likes to be involved and see what's going on. A zoom will take place in the middle
of February, and continue on a monthly basis to see updates.
Mr. Alix informed the committee a water line will need to be installed that wasn't on the original
bid, a vote will be needed at the next meeting for this.
Budget Update
Mr. Alix discussed the budget revision request, some money needs to be moved between line
items. No additional cost to budget just moving money around.
Wayne Anderson motioned to move $40,000.00 from the Traffic line to the Wetlands line.
Seconded by Mr. Swartz Vote-so voted
Report from Architects
Updates:
Mr. Whittset discussed Amendment #6 MSBA reimbursable services expenses of Printing &
Geotech - GEO-Env lines, needing to move money from each line item to cover the expenses.
Mr Swartz made a motion to move additional reimbursable services of $63,473.00 approving
Amendment #6.
Seconded by Mr. Hankinson Vote - so voted
Mr. Whitsett shared with committee a video from a friend’s son that took some great pictures
with a drone over the construction site. Committee was very impressed.
Old Business
Process of handling suggestions during construction;
Dr. Hemman suggested if alright with the Building Committee all comments & concerns regarding
the construction go through him. Do not bother OPM & Architects directly, everything will go to
Dr. Hemman and he will bring it to the committee. The committee agreed with the request.
Camera on job site during construction;
Mr Alix informed the committee of the 3 quotes he received. Committee decided to go with our
own Cable TV access with periodic updates, the Architects friend drone video and simple site
pictures that will make up a video as progress continues on site to share with the community.
New Business
Dr. Hemman reviewed the Change Order Procedure, all change orders will go through the
Finance subcommittee first, then brought back to the Full Committee.
Visiting New Elementary School site; The Committee will make arrangements as a committee
to visit the job site after 3:30 when weather improves. Visiting on site during work hours is a big
liability, we have advised no one to do this.

Meeting dates for future Building Committee meetings;
Wednesday, February 17, 2021 @ 4:00 And will be held by Zoom.

A motion was made by Mr. Swartz and seconded by Mr. David Fredette to adjourn the meeting.

Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20, and the
Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the City of
Gardner School Building Committee will be conducted via remote participation to the greatest extent possible. For this meeting, members of
the public who wish to watch the meeting may do so in the following manner: watching on the City of Gardner YouTube page. No in-person
attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the
proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the City’s
website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.
The matters listed are those reasonably anticipated by the Chair which may be discussed at the
meeting. Not all items listed may in fact be discussed and other items not listed may also be
brought up for discussion to the extent by law.
