Gardner Elementary School Financial Subcommittee Meeting Minutes Wednesday, June 2, 2021 Zoom Meeting 4:00 p.m. Members Present Dr. Mark Pellegrino, Superintendent of Schools; Wayne Anderson, Facilities, Director; Jennifer Pelavin, School Committee Vice Chair; Robert Hankinson Gardner Citizen & Former City Engineer; Joshua Cormier, Purchasing Director, City of Gardner; Also Present Alternate member, Robert Swartz, School Committee Member; Dr. Steve Hemman, Special Projects Assistant to the Superintendent; Dr. Catherine Goguen, Chief Academic Officer, Gardner Public Schools; Tim Alix, Project Manager; Matthew Dunn, Sr. Construction Representative, Colliers International; Kristian Whitsett, Architect, Jones-Whitsett Architects; Alan Minkus, OPM; Colliers International; Steve Rockwood, Community Member; Brenda Smith, Administrative Assistant to the Superintendent; Recording Secretary. Regrets Margo Jones, Designer, Jones-Whitsett Architects, Mayor Michael Nicholson, City of Gardner; Colin Smith, Executive Aide to the Mayor, City of Gardner; Call to order Superintendent Pellegrino, called the meeting to order at 4:01 p.m. Approve Minutes Mr. Robert Hankinson moved to approve the minutes from the Financial Subcommittee Meeting on May 5, 2021 at 4:02 P.M. Seconded by Mr. Robert Swartz Vote – so voted Approve Bills & Orders, The following invoices were presented to the Financial Subcommittee: No Bills at this time Report from OPM Updates Mr. Tim Alix reported that on site work continues at a great pace, working on footings, all going well. He reviewed and discussed the change orders list number 4, looking to potentially get an approval tonight. • Change Order 1- $222,206.07 was approved 3.17.2021 • Change Order 2 - $54,350.00 was approved 4.7.2021 • Change Order 3 - $81,982.23 was approved 5.19 2021 • Change Order 4 - $38,095.56 presented 6.2.2021 o CO#56 Trench Rock Allowance $ 3,830.00 o CO#60 Reduce Light Fixtures $ (-1,291.00) CREDIT o CO#61 Steel Change Along BG $ 2,317.00 o CO#65 Add Deck Support Along CH $ 1,208.00 o CO#67 Frames for C-Wing Floor Opening $ 2,729.00 o CO#68 Lower Beams – ASI-35 $ 4,670.00 o CO#69 Rework upper B-Wing roof $ 665.00 o CO#71 Change Steel at C-wing clerestory $ 2,015.00 o CO#75 Stone below slab for radon $ 18,287.00 o CO#76 B Wing Steel Changes $ 3,239.00 o CO#78 Acoustic sealant at ERUs $ 427.00 • Total for Change Order #4 $ 38,095.56 Mr. Hankinson asked the OPM’s why the number of Change Orders so far? Mr. Alix informed the committee that the steel fabricators have a lot to do with this. We are pushing back when appropriate, but, also are being understanding. He explained there are a lot of changes getting the project up and out of the ground, we will see it in steel. Research into steel budget cost through the roof right now. Mr. Alix said, he and Mr. Whitsett are keeping an eye on this project, and are prepared with details and specifications on each Change Order to agree. Ms. Pelavin added, from our perspective hard to gage, that unknown piece we don’t know about. Part of the concern each meeting we are seeing more and more Charge Orders. Mr. Alix informed the committee, that’s why we do these meetings, we review everything so you all understand where we stand financially. Mr. Hankinson told the OPM’s we selected our team based on what you have told us. We trust your judgement. Dr. Pellegrino added, we have to trust and learn to get the explanation. Mr. Whitsett agreed, this is very hard and understands neither sides like this. I appreciate the conversation for all to understand. Mr. Robert Hankinson moved to approve Change Order #4 of all highlighted items in the amount of $38,095.56 Seconded by Mr. Wayne Anderson Vote - so voted Site Reports Mr. Matthew Dunn informed the committee, that since last week’s visit half the footings in building C are poured. They are forming walls now at Building A, 80% underground sanitary piping is in place, and we have a plumbing inspection on Friday. The big work is on the parking lot, 6-10 man holes going in, along with drainage and filtration. Report from Architects Updates: Mr. Whitsett updated the committee on the • Working groups – Furniture and equipment piece. I am trying to touch base with teachers before they leave for the summer, last call in fall so we can get everything delivered for the summer of 2022. Meeting on the Arch Wall details helping to get materials together to showcase. Interior colors focused on second floor, great committee work together, results shared at the next meeting. • Technology piece – sharing band as technology blossoms, one thing to warrant district thoughts. What teachers should have, desk top, laptop, chrome books, happy medium, great discussion for another meeting in the near future. Other Business New Business Beam signing, will take place around June 15, Mr. Anderson will drag the beams around to each school for staff & students to sign at WSS & ESS. City Council and School Committee will be notified to sign as well, Dr. Hemman updated the committee about the MSBA membership paperwork, that has been signed and sent in, adding Mark Hawke, Director of Finance Operations as a voting School Building member who is MCPPO certified. Mr. Robert Swartz let the committee know, Mr. Trevor Beauregard asked if the City of Gardner Planning & Zoning Board could visit the School site on June 9th, @4:00PM they are interested in seeing what’s going on at top of hill. School Building Committee approved of the visit, Mr. Swartz will talk with Dr. Hemman about getting the waiver release paperwork for all to sign. Public Comment Executive Session No Executive Session Next Meetings Meeting dates for future GES Financial Subcommittee meetings; Wednesday, June 30, 2021 @ 4:00 by Zoom Adjourn A motion was made by Mr. Robert Swartz and seconded by Mr. Robert Hankinson to adjourn the meeting. The meeting adjourned at 4:57p.m.

Gardner Elementary School Financial Sub Committee Meeting Agenda June 2, 2021 Virtual (On-Line) Meeting -- Zoom Meeting 4:00 pm Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the City of Gardner School Building Committee will be conducted via remote participation to the greatest extent possible. For this meeting, members of the public who wish to watch the meeting may do so in the following manner: watching on the City of Gardner YouTube page. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the City’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. The matters listed are those reasonably anticipated by the Chair which may be discussed at the meeting.
