COUNCIL CAUCUS MEETING MINUTES CITY OF GARFIELD HEIGHTS, OHIO Monday, May 13, 2019 Council President Matt Burke called the Caucus Meeting to order at 6:30 p.m. Members Present: Matt Burke, Councilman Ward 6 Michael Dudley, Sr., Councilman Ward 1 Gene Glenn, Councilman Ward 4 Michael Nenadovich, Councilman Ward 3 Joseph Suster, Councilman Ward 5 Tom Vaughn, Councilman Ward 7 Member Excused: Joseph LaMalfa, Councilman Ward 2 Chairman Burke stated that he would excuse Clmn LaMalfa from the Caucus Meeting. Clmn Vaughn would offer the invocation, lead the Pledge of Allegiance and take a moment of silence in memory of Mr. Rick Felkonis. Clmn Suster moved to accept the Minutes of the Special Council Work Session for Monday, April 15, 2019 as submitted. Clmn Glenn said that since those Minutes were not transcribed verbatim they were maybe 80% complete so some things were said that ought to have been included. The Chairman advised Clmn Glenn that he would need to make a motion if he wished to have changes made to the Minutes. Clmn Glenn said he would make a motion. Clmn Suster then took back his motion to accept the Minutes as submitted. Clmn Glenn stated that Clmn LaMalfa called him an asshole during that Special Council Work Session, but it was not documented. He demanded to know why it was not documented and expected an apology from Clmn LaMalfa. President Burke suggested that perhaps it did not happen during the meeting. Clmn Nenadovich remembered hearing Clmn LaMalfa say that after the meeting adjourned, therefore it was not recorded and did not appear in the Minutes. This satisfied Clmn Glenn. President Burke then called for a vote on the motion made by Clmn Suster to accept the Minutes of the Special Council Work Session for Monday, April 15, 2019 as submitted. The Minutes stood approved by a roll call vote of 4 Yeas, 2 Presents and 1 Absent as follows: Suster Yes Burke Yes Vaughn Yes Dudley Present LaMalfa Absent Nenadovich Yes Glenn Present Clmn Nenadovich moved to accept the Minutes of the Caucus Meeting for April 22, 2019 as submitted. The Minutes stood approved by 6 Yeas (Nenadovich, Glenn, Suster, Burke, Vaughn, Dudley) and 1 Absent (LaMalfa) votes. Clmn Suster would dispose of the Minutes of the Regular Council Meeting of April 22, 2019. There were no written communications to Council or Committee Reports. 1 ORDINANCE NO. 23-2019 Clmn Nenadovich advised that he would move to consider by title and to adopt. Clmn Dudley raised the question of why Council had not spent money to notify the residents of the new sewer rates seeing that the city was going to collect $300,000.00. The President reminded Clmn Dudley that he had already made that motion and it did not go through, adding furthermore that that amount would be used to pay back the County, would not be revenue and Garfield Heights would not be making a profit on it. Clmn Dudley insisted that he was once again bringing up the mailing because he had not been aware of the amount to be collected previously. Law Director Riley pointed out that the Mayor had organized a work session with Council months ago because he knew there was a timeline and wherein he had explained all the details of the sewer matter and everyone understood what was happening. President Burke found it amazing that although Council had participated in meetings a good six months beforehand, nobody had brought up sending letters out to the residents or getting people involved until now. He asked why this was being brought up after the legislation was drafted and Council was on the brink of voting on it. Clmn Dudley replied that it should not have been up to him to request a mailing because Council should have done it in their best interest. Going on, the Councilman said that even if they had not sent letters to the other six Wards they should have spent the money to write to Ward 1. ORDINANCE NO. 25-2019 Clmn Nenadovich advised that he would move to consider by title and to adopt. ORDINANCE NO. 27-2019 Clmn Vaughn advised that he would move to consider by title. ORDINANCE NO. 28-2019 Clmn Vaughn advised that he would move to consider by title. RESOLUTION NO. 11-2019 Clmn Vaughn advised that he would move to consider by title. Clmn Suster moved to adjourn the Caucus Meeting and the motion stood approved by 6 Yeas (Suster, Burke, Vaughn, Dudley, Nenadovich, Glenn) and 1 Absent (LaMalfa) votes.
