MINUTES OF A SPECIAL MEETING OF COUNCIL CITY OF GARFIELD HEIGHTS, OHIO Monday, August 26, 2019 MEETING CALLED TO ORDER AT 6:11 p.m. by Council President Matthew Burke. ROLL CALL: PRESENT: Council Members Dudley, Nenadovich, Suster, Burke, Vaughn EXCUSED: Glenn, LaMalfa ALSO PRESENT: Mayor Vic Collova Law Director Tim Riley PRESIDENT BURKE: I am going to make a motion right now to pull Ordinance 41-2019 out of the Legislative Committee and place it on tonight’s agenda for the Special Council Meeting. All in favor signify by saying Yea. Any opposed? AYES: Burke, Vaughn, Dudley, Nenadovich, Suster ABSENT: Glenn, LaMalfa OK. We will take Ordinance 41-2019. Barb, would you please read the title? MAYOR VIC COLLOVA: Mr. Chairman. PRESIDENT BURKE: Yes. MAYOR VIC COLLOVA: Can I ask that the Law Director explains to you why this is happening? PRESIDENT BURKE: Absolutely, Mayor. Mr. Riley, you have the floor. LAW DIRECTOR TIM RILEY: We had some issues with regard to one of the portions in there regarding a sick bank policy. We are in negotiations with the Union on it so what we basically told them is we are going to pass this so all the other provisions go in to the fact and we will have 30 days to figure out any issues we have with the sick bank thing. Then we will make the adjustments accordingly, but there were some issues we needed to get rolling for payroll purposes and for our vacationing scheduling and things like that. That’s why we’re doing it. Thank you. 1 PRESIDENT BURKE: Does anybody have any questions for Mr. Riley? If there are none we will move on to Ordinance 41-2019. Will the Clerk please read the title? CLMN SUSTER: Mr. Chairman. PRESIDENT BURKE: Mr. Suster. CLMN SUSTER: I would like to make a motion that we excuse Clmn Glenn and Clmn LaMalfa from tonight’s meeting. PRESIDENT BURKE: On the motion made by Clmn Suster to excuse Clmn LaMalfa and Clmn Glenn from the Special Council Meeting, all in favor signify by saying Yea. Any opposed? ORDINANCE NO. 41-2019 AN EMERGENCY ORDINANCE AUTHORIZING AND DIRECTING THE EXECUTION OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF GARFIELD HEIGHTS AND LOCAL 2729 AND COUNCIL 8 AFSCME, AFLO-CIO. Moved by BURKE to CONSIDER BY TITLE: CLMN SUSTER: Mr. Chairman. PRESIDENT BURKE: Mr. Suster. CLMN SUSTER: I will direct this to Mr. Riley if I should? Do we have to take this out of the Legislative Committee? LAW DIRECTOR TIM RILEY: We already did that. CLMN SUSTER: I just wanted to make sure.
