COUNCIL CAUCUS MEETING MINUTES CITY OF GARFIELD HEIGHTS, OHIO Monday, May 11, 2020 (Note: This meeting was conducted by teleconference.) Council President Matt Burke called the Caucus Meeting to order at 6:30 p.m. Members Present: Jason Blake, Councilman Ward 5 Matt Burke, Councilman Ward 6 Shayla Davis, Councilwoman Ward 4 Charles Donahue, Councilman Ward 2 Michael Nenadovich, Councilman Ward 3 Tom Vaughn, Councilman Ward 7 Member Excused: Michael Dudley, Sr., Councilman Ward 1 Clmn Vaughn moved to excuse Clmn Dudley from the evening’s meeting. AYES: Vaughn, Donahue, Nenadovich, Davis, Blake, Burke ABSENT: Dudley Clmn Dudley would be excused. When President Burke asked Council whether they approved of his making all the motions regarding legislation, they agreed for him to continue to do so. President Burke moved to accept the Caucus Minutes of April 27, 2020 as submitted and Clmn Vaughn seconded. AYES: Burke, Vaughn, Donahue, Nenadovich, Davis, Blake ABSENT: Dudley The Minutes were approved 6-0. ORDINANCE NO. 39-2020 Clmn Burke advised that he would move to pass for adoption. ORDINANCE NO. 41-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 42-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 43-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 44-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 45-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 46-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 47-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 48-2020 WITHDRAWN ORDINANCE NO. 49-2020 Clmn Burke advised that he would move to consider by title. ORDINANCE NO. 50-2020 Clmn Burke advised that he would move to consider by title. RESOLUTION NO. 13-2020 Clmn Burke advised that he would move to consider by title. 1 Mayor Collova informed Council that he planned to call a Special Council Meeting during the week of May 18, 2020. Clmn Vaughn said that Judge Nicastro had mentioned ZOOM, but he understood that she had not yet called Clwn Davis back about it. Mayor Collova asked him if the Judge had cancelled ZOOM because he thought extra security ought to be added to it seeing that during a recent ZOOM meeting in one of the suburbs child pornography suddenly appeared on the screen. Clmn Vaughn said he would wait to look into getting more protection. Clwn Davis added that extra security existed and she would wait to hear from the Judge. Clmn Nenadovich pointed out that it was time to decide on whether or not to go into Summer Session. After some discussion, a roll call vote was taken as follows: Yes, go into Summer Session: Nenadovich, Davis, Burke No, stay on the regular schedule: Donahue, Blake, Vaughn Absent: Dudley President Burke asked Mr. Riley to prepare the legislation to be put to a vote. Both the Chair and Clwn Davis would sponsor it. The Chairman moved to adjourn the Caucus Meeting and Clmn Nenadovich seconded.
