SPECIAL COUNCIL MEETING MINUTES
CITY OF GARFIELD HEIGHTS, OHIO
Friday, February 19, 2021
(Note: This meeting was conducted via Zoom due to the current Covid-19 outbreak.)
PRESIDENT NENADOVICH: Ladies and gentlemen, it is now 6:30 p.m. I would like to call to
order the Special meeting for February 19, 2021 for City Council. Barb, take the roll call please.
Members Present: Jason X. Blake, Council Ward 5
Shayla L. Davis, Council Ward 4
Charles Donahue, Council Ward 2
Michael Dudley, Sr., Council Ward 1
Michael T. Nenadovich, Council Ward 3
Thomas Vaughn, Council Ward 7
Others Present: Tim Riley, Law Director
PRESIDENT NENADOVICH: Thank you. Let the record show all six of Council is here.
Tonight's meeting will be to interview the candidates that have put applications in for the position
of Ward 6 Council representative. Mr. Riley has sent all Council representatives an itinerary for
going into Executive Sessions. I'm going to read it to us so there's no confusion.
As a Special Meeting, we can only discuss what we have put on the paper and that is the
interviews of the candidates for Council.
The way Executive Session will work according to the O.R.C. is
1. The meeting should be called to order and a roll be taken.
2. A member of council should make the motion to go into Executive Session to “consider
the appointment of a council member for Ward 6” pursuant to Ohio Revised Code Section
121.22 (G) and Garfield Heights City Charter Section 10.
3. A roll call on the vote should be taken when that is done.
4. If the motion passes, council can proceed to Executive Session.
5. After Executive Session is completed, council returns to the special meeting.
6. A council member should then make a motion to adjourn to the special meeting unless
there is further council business.
As a Special meeting, we can only discuss what we put on the paper and that's the interviews of
the candidates for Council. So according to this here, the Executive Session could be taken.
I would like to make a motion to consider to go into Executive Session to consider the
appointment of a Council member. Oh wait, let me back up. We're going to go into Executive
Session. We're going to go into a breakout room. The only people that will be in the breakout
room will be the six Council members and the candidate. I'm hoping Tim Riley is here. Yes, he is
here. I'm going to invite Tim Riley into the breakout room as our legal advice.

So at this time, I would like to make a motion to go into Executive Session to consider the
appointment of a Council member for Ward 6 pursuant to the Ohio Revised Code, 121.22 (G) and
Garfield Heights City Charter Section 10. May I have a second?
CLMN BLAKE: Second.
PRESIDENT NENADOVICH: Second from Jason Blake. Barb, would you take a vote of Council
starting with myself.
AYES: Nenadovich, Davis, Blake, Vaughn, Dudley, Donahue
PRESIDENT NENADOVICH: That’s six votes to go into Executive Session. I am going to open
a breakout room. When we go into the breakout room the meeting will still be going on, but
those that are not invited will not be able to hear what is going on.
CLMN BLAKE: Mr. Chairman.
PRESIDENT NENADOVICH: Yes, Mr. Blake.
CLMN BLAKE: Before we do that, can you make Clwn Davis a co-host so she can assist with
Zoom?
PRESIDENT NENADOVICH: I will tell you what I’ll do. I will go down the list and I will make
Clwn the co-host. I will make Clmn Thomas Vaughn a co-host. I will make Clmn Chuck Donahue
a co-host. I will make Clmn Mike Dudley a co-host. The only one I’m going to permit to our room
is our Law Director, Tim Riley. Our Council Clerk is not allowed into the room. This cannot be
discussed outside of the Executive Session what we have talked about. If you are making any
kind of notation on your questions, fine, but there can be no notes taken to be exchanged
outside of the room. So now, I'm going to attempt to do so and if I have to, I will return. In fact,
what I will do. Shayla, are you familiar with breakout rooms?
CLWN DAVIS: Yes.
PRESIDENT NENADOVICH: I'm going to take you and make you the host.
CLWN DAVIS: OK.
PRESIDENT NENADOVICH: Shayla, could you make me a co-host please? I am the City of
Garfield Heights. OK, thank you. Shayla, would you open a breakout room please and admit the
Council and Mr. Riley?
CLWN DAVIS: I am doing that now. I will start with the Council members.
PRESIDENT NENADOVICH: We will come back out and get the candidates. We're looking at
around 15 minutes.
CLWN DAVIS: I think I have everyone.
PRESIDENT NENADOVICH: They will be all in there?
CLWN DAVIS: You are all assigned to the rooms. Yes.
(The Executive Session began at 6:40 p.m.)

(At 7:55 p.m., the participants left the Executive Session.)
PRESIDENT NENADOVICH: Shayla, we had everybody but us in there.
CLWN DAVIS: Well I’ve got to close out, I started a second room and this is not going to work.
I’m automatically sending everyone back out. I’m closing out the rooms and I’m stopping.
PRESIDENT NENADOVICH: Just close the rooms out. We’ll all be in the right meeting. We will
wait for you.
CLWN DAVIS: I’ve actually never had this happen before. I apologize. I’m starting from
scratch. There we go. Mr. Donahue? He’s on phone, right?
CLMN BLAKE: Yes.
PRESIDENT NENADOVICH: Everyone, we've had a few technical difficulties, we have to get
some Council members back on the Zoom and then we will go back into the breakout room for
the remaining interviews. I do apologize. I'm going to set up the breakout room again. I'm going
to stay out here for a minute.
Clifford Kelly: Here, Mr. Kelly. I really need to step away for one second, Mr. Chairman. One
second.
PRESIDENT NENADOVICH: Go ahead. Why don't we all take a five-minute break?
Stop your video. Go on mute. Let's take five minutes. It's 7:57 p.m. Let's come back. We're going
to take eight minutes. I do apologize. Let's come back at 8:05 p.m. Okay, that's time.
LAW DIRECTOR RILEY: Excuse me. We have to make a motion to take a break.
PRESIDENT NENADOVICH: Barb, I would like to make a motion that the Executive Session
momentarily pause so that we could take a break and everybody leave the room. Can I have a
second on that?
CLMN BLAKE: Second.
PRESIDENT NENADOVICH: Barb, would you take a roll call?
AYES: Nenadovich, Davis, Blake, Vaughn, Dudley, Donahue
PRESIDENT NENADOVICH: We're going to take a break. We'll be back at 8:53 p.m. I'll call
you back. Thank you.
CLMN BLAKE: Okay, thank you. We're just waiting to see if Clmn Donahue can log back into
me. I believe Mr. Donahue. I will be admitting now.
PRESIDENT NENADOVICH: Thank you. You've got to make me a host, Clmn Blake.
CLMN BLAKE: If I hit quick, you three I just made you the hosts. All right.
PRESIDENT NENADOVICH: Okay, so we are now going to go back into the breakout room for
interviews. I'm going to check one thing.

Can we go back? Before we go back into the room, we have to make a motion to go back into
Executive Session, per Ohio Revised Code 121.22 (G) and City Charter 10. So I will make a
motion to go back into Executive Session and I am inviting our Law Director Tim to join the
meeting. I need a second first.
CLWN DAVIS: I'll second.
PRESIDENT NENADOVICH: I was seconded by Clwn Davis.
AYES: Nenadovich, Davis, Blake, Vaughn, Dudley, Donahue
PRESIDENT NENADOVICH: Shayla, you have control.
CLWN DAVIS: Okay, I'm starting a new round. This is my screen. Everyone from the previous
interviews is in the room. I'm going to remove them.
PRESIDENT NENADOVICH: Shayla, we had us in there.
CLWN DAVIS: Okay well, because I've got to close out this room. I started a second round that
this is not going to work because it's automatically sending everyone back in. I'm closing all the
rooms and I'm just going to have to start over. Because the result will be the main meeting will
wait for you. I've actually never had this happen before. So one second. All right. Everybody's
out. There we all are. Yes, I apologize.
PRESIDENT NENADOVICH: Shayla that’s okay. You're doing great. Thank you.
CLWN DAVIS: I'm starting from scratch. Here we go. Mr. Donahue is on the phone, right?
PRESIDENT NENADOVICH: Yes, he's on the phone.
CLWN DAVIS: Okay. It's good.
(The Executive Session resumed at 8:05 p.m.)
(At 9:53 p.m., the participants left the Executive Session.)
PRESIDENT NENADOVICH: Who's got the music? Okay. Thank you, whoever turned it off.
Okay. Again, I want to thank Council. I especially want to thank Clwn Davis for running the
meeting because of my voice and she did a very good job. I'm really proud of her. She went
through the Zoom meeting rather well.
So at this point, I would like to make a motion that the Special council meeting on February 19,
2021 be adjourned at 10:55 p.m. Do I have a second?
CLWN DAVIS: I second. It’s 9:55 p.m.
PRESIDENT NENADOVICH: Sorry. It’s 9:55 p.m. Please call the roll.
