The Council Chambers at Garland City Hall is wheelchair accessible, and ADA parking is available on the street as well as in the public parking garage. Braille is not available. NOTICE: Pursuant to Section 551.127 of the Texas Government Code, one or more members of the City Council may attend this meeting by internet/video remote means. Members of the public that desire to make a public comment must attend the meeting in person. PUBLIC COMMENTS AGENDA: 1. Overview of the FY 2026-27 Proposed Budget and Navigating the Budget Document Presentation Michael J. Betz, Allyson Bell Steadman, and Fahad Qadir will provide a detailed overview of the FY 2026-27 Proposed Annual Operating Budget and budget document. 2. Department Presentations on the FY 2026-27 Proposed Budget A. Garland Power and Light: Darrell Cline will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for the Electric Utility Fund. B. Garland Water Utilities: Crystal Owens and Andrew Larkin will provide an overview of new funding requests and rate changes included in the FY 2026-27 Proposed Budget for the Water and Wastewater Utility Funds. C. Police Department: The Police Chief will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for the Police Department, as well as Narcotic Seizure Funding. D. Fire Department: The Fire Chief will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for the Fire Department.  E. Animal Services Department: Art Munoz will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for the Animal Services Department. F. Economic Development & Community Reinvestment: Andy Hesser and Becky King will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for Economic Development and the Community Reinvestment Fund, as well as redevelopment strategies. G. Parks and Recreation Department: D’Lee Williams will provide an overview of new funding requests included in the FY 2026-27 Proposed Budget for the Parks and Recreation Department, as well as additional information about Bradfield Pool and Bradfield Recreation Center. 3. Council Discussion and Deliberation on the FY 2026-27 Proposed Budget Council, with support from various City Staff, will discuss the FY 2026-27 Proposed Annual Operating Budget and provide direction to Staff as applicable. Discussions, deliberations, votes, or other final action on matters related to the City's competitive activity, including information that would, if disclosed, give advantage to competitors or prospective competitors and is reasonably related to one or more of the following categories of information: • generation unit specific and portfolio fixed and variable costs, including forecasts of those costs, capital improvement plans for generation units, and generation unit operating characteristics and outage scheduling; • bidding and pricing information for purchased power, generation, and fuel, and Electric Reliability Council of Texas bids, prices, offers, and related services and strategies; • effective fuel and purchased power agreements and fuel transportation arrangements and contracts; • risk management information, contracts, and strategies, including fuel hedging and storage; • plans, studies, proposals, and analyses for system improvements, additions, or sales, other than transmission and distribution system improvements inside the service area for which the public power utility is the sole certificated retail provider; and • customer billing, contract, and usage information, electric power pricing information, system load characteristics,  and electric power marketing analyses and strategies. City management uses the goals to guide operational priorities, decision-making and resource allocation.
