October 9, 2023

Mr. Cordova opened the Council meeting at 6:00 p.m.
Roll Call – Philip Cordova, Robert Rosebrugh, Jeffrey Griffiths, James Baehr, William Baker, John
Barbo
Pledge of Allegiance to the flag was said and prayer was offered by Phyllis Dunlap, Clerk of
Council.
Motion was made by William Baker to approve the minutes of the September 25, 2023 council
meeting, seconded by James Baehr. Roll call, 6 yeas, (Cordova, Rosebrugh, Griffiths, Baehr, Barbo,
Baker). Motion duly passed.
Presentation – Zoning Department, Noell Sivertsen, Zoning Inspector Presenting
The Zoning Department oversees the issuing of zoning permits. A zoning permit is needed when the
footprint of the property is altered or if there is a change of use. The Zoning Department works
closely with the County Building and Health Departments. The department also oversees the
property maintenance, rental property registration and assists the Architectural Review Board as well
as the Planning Commission/Board of Zoning Appeals. The Planning Commission hopes to have the
Zoning Code re-write to Council by the end of the year.

Vacant property notices have begun going out.
The Department is working on implementing a new web-based software.
Several cases have been filed in Western County Court for non-compliance with violation notices.

City Manager Report:
West Main Street – The bid opening for this project is scheduled for October 19, 2023 at noon. The
deadline to submit an award to DEFA is November 15, 2023 in order to maintain the timeline of a
January 2024 OWDA Board meeting. The City will need more than two days to evaluate the bids.
So long as the City receives a good bid, the City requests a special council meeting for October 30th
to award a contract. A Special Council meeting will be scheduled for October 30, 2023 at 6:00 p.m.

The City has begun preparations for the paving of Centennial Street.
The Clay Street bike path has been paved.
The Finance Committee to review the 2024 Operating Budget is scheduled for Tuesday, November 7
at 8:30 a.m. This schedule will allow two readings of the legislation in November, three and a half
weeks between the Finance Committee meeting and the second reading for review of the budget.
The RFP for the Stormwater Master Plan has been advertised. Proposals are due October 20, 2023.
The Geneva CIC has, through fundraising efforts, been working on replacing the community sign at
the corner or SR 84 and SR 534. The cost to replace the sign is $25,000. The Geneva CIC is
currently short approximately $10,000. The City has $27,000 in unencumbered funds in NOPEC
grant funds. The sign is an eligible use of the funds. Council agreed to review use of the NOPEC
funds once a definite shortfall was known.
The yard waste pick-up ends today. The traditional leaf pick-up service will begin the third week of
October and run through December 1st. Residents should bring their leaves close to the road but not
in the street so that they can effectively be picked-up.
Goulfest is scheduled for October 28, 2023 from 7:00 a.m. to 8:00 p.m. A parade is scheduled for
6:00 p.m.
Halloween is scheduled for October 29, 2023 from 4:00 to 6:00 p.m.

Ordinance No. 3339 – Third Reading. An Ordinance Amending Chapter 265, Parks &
Recreation Commission, Section 265.06(b) of the Geneva Codified Ordinances.

Ordinance 3339 duly passed.
Resolution No. 3587. A Resolution Authorizing the City Manager to Prepare and Submit an
Application to Participate in the Ohio Public Works Commission State Capital Improvement
and / or Local Transportation Improvement Program and to Execute Contracts as Required,
declaring an emergency.
Motion by Jeffrey Griffiths, seconded by John Barbo that the rule of law requiring certain resolutions
be read at three separate meetings be waived and suspended and Resolution No. 3587 be placed on
final roll for passage. Roll call, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker, Barbo).
Motion by John Barbo to declare and pass Resolution No. 3587 as an emergency measure, seconded
by James Baehr. Roll call, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker, Barbo). Roll call
on passage, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker, Barbo). Resolution No. 3587 duly
passed.
Resolution No. 3589. A Resolution Approving the Annexation of Permanent Parcel No.:
17024-00-049-02 Owned by Michelle Yanul in the Township of Geneva to the City of Geneva,
Ohio, and to declare an emergency.
Motion by James Baehr, seconded by Jeffrey Griffiths that the rule of law requiring certain
resolutions be read at three separate meetings be waived and suspended and Resolution No. 3589 be
placed on final roll for passage. Roll call, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker,
Barbo). Motion by John Barbo to declare and pass Resolution No. 3589 as an emergency measure,
seconded by Jeffrey Griffiths. Roll call, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker,
Barbo). Roll call on passage, 6 yeas (Cordova, Rosebrugh, Griffiths, Baehr, Baker, Barbo).
Resolution No. 3589 duly passed.

Jeffrey Griffiths made a motion at 6:38 p.m. to adjourn to executive session to discuss matters to be
