MINUTES City of Geneva Council Meeting May 12, 2025 6:00 p.m. President John Barbo opened the Council meeting at 6:00 p.m. Roll Call: John Barbo, Robert Rosebrugh, Jeffrey Griffiths, James Baehr, John Travis, Dana Schenk Absent: William Baker Pledge of Allegiance to the flag was said and prayer was offered by Pastor Elijah Fowler, New Life Assembly of God. Motion was made by James Baehr to approve the minutes of the April 28, 2025, regular council meeting, seconded by John Travis. Roll call, 5 yeas, (Barbo, Rosebrugh, Griffiths, Baehr, Travis), 1 abstention (Schenk). Motion duly passed. Presentations – None. Citizens – None. City Manager Report: West Main Street West Main Street is an eighteen-month project that is scheduled to be completed in September. Information from the contractor on the project is being posted on the City’s website and on social media. PY 2025 CDBG Allocation Program The City submitted an application for Flood and Drainage for the stormwater infrastructure on Depot Street and in Depot Parking Lot. This project is tied closely to the ACGP which includes improvements to the Depot Parking Lot. The estimated cost of the stormwater project is $228,800. The City has applied for $158,600 from the CDBG Allocation Program. The local match is estimated at $72,000. This will be an early 2026 construction project to be completed by September of 2026. This project is in line with the City’s Stormwater Master Plan. The City will receive a copy of the Stormwater Plan Problem Identification Report by the end of the month. Recommendation to Purchase Halo 2 Body Camera System Chief Camper is recommending the Wolfcom System at $38,531. The Body Camera System was approved in the budget. The price for the Wolfcom System is under the budgeted amount. The current system is failing. 1 Street Department Updates Yard waste pick-up began today. Yard waste will be picked up on the second and fourth Mondays form May to October. North Ave. is now open. It will require ongoing maintenance as it is a gravel road. Dora Update The DORA is up and running. Some adjustments have been made to signage. The Geneva Business Association and Council’s Safety Committee are involved in oversight of the DORA. Information about the DORA is on the City’s website. Geneva Community Days Community days has been rescheduled for June 28, 2025 from noon to 2:00 p.m. Items for Consideration of Council Ordinance No. 3383. An Ordinance to Amend the 2025 Budget through Appropriations and Transfers, attached hereto as Exhibit “A,” and declaring an emergency. Motion by James Baehr, seconded by Jeffrey Griffiths that the rule of law requiring certain ordinances be read at three separate meetings be waived and suspended and Ordinance No. 3383 be placed on final roll for passage. Roll call, 6 yeas, (Barbo, Rosebrugh, Griffiths, Baehr, Travis, Schenk). Motion by Jeffrey Griffiths to declare and pass Ordinance No. 3383 as an emergency measure, seconded by Dana Schenk. Roll call, 6 yeas (Barbo, Rosebrugh, Griffiths, Baehr, Travis, Schenk). Roll call on passage, 6 yeas (Barbo, Rosebrugh, Griffiths, Baehr, Travis, Schenk). Ordinance No. 3383 duly passed Resolution No. 3627. A Resolution Declaring it Necessary to Improve the Streets in the City of Geneva by Supplying Electric Lighting, and declaring an emergency. Motion by James Baehr, seconded by Jeffrey Griffiths that the rule of law requiring certain resolutions be read at three separate meetings be waived and suspended and Resolution No. 3627 be placed on final roll for passage. Roll call, 6 yeas, (Barbo, Rosebrugh, Griffiths, Baehr, Travis, Schenk). Motion by Dana Schenk to declare and pass Resolution No. 3627 as an emergency measure, seconded by Jeffrey Griffiths. Resolution No. 3627 duly passed Resolution No. 3628. A resolution authorizing the city manager to enter into an agreement with Wolfcom enterprises for the purchase of a Halo 2 body camera system, and declaring an emergency. Motion by James Baehr, seconded by John Travis that the rule of law requiring certain resolutions be read at three separate meetings be waived and suspended and Resolution No. 3628 be placed on final roll for passage. Roll call, 6 yeas, (Barbo, Rosebrugh, Griffiths, Baehr, Travis, Schenk). Motion by James Baehr to declare and pass Resolution No. 3628 as an emergency measure, seconded by Jeffrey 2 Griffiths. Resolution No. 3627 duly passed Unfinished Business- None. New Business: New Liquor License Application #7797196 Saybrook Strategies LLC – Council requested additional information. Mr. Pasqualone will get back to council. James Baehr made a motion to cancel the May 26, 2025 council meeting due to Memorial Day holiday. Dana Schenk seconded the motion. Roll call on passages, 6 yeas (Barbo, Rosebrugh, Griffiths, Baehr, Schenk, Travis). Motion duly passed. Payment of Bills – None. Committee Reports: Councilman Griffiths reported that a tree was planted in Little People’s Park in honor of Tim Bittner. Councilman Rosebrugh stated the Joint Meeting of Geneva Union Cemeteries Board will be rescheduled. Citizen: Elijah Fowler, New Life Assembly of God The hole on Lawn Street towards Assumption Church is getting larger. The City will take a look at it. Jeffrey Griffiths made a motion to adjourn.
