MINUTES City of Geneva Council Meeting June 23, 2025 8:04 a.m. President John Barbo opened the Council meeting at 8:04 a.m. Roll Call: John Barbo, Robert Rosebrugh, Jeffrey Griffiths, William Baker, James Baehr, John Travis, Dana Schenk Pledge of Allegiance to the flag was said and prayer was offered by Phyllis Dunlap, Clerk of Council Items for Consideration of Council Ordinance No. 3385. An Ordinance to Amend the 2025 Budget Through Appropriations and/or Fund Transfers, attached hereto as Exhibit “A,” and declaring an emergency. The first payment on the bond for the fire truck is $94,000. The previous interest rate was 2.6%, the new interest rate is 4.74%. The previous payment was $69,880.08. It is a ten-year note. Also included is the reallocation of Safety Town donations that will be used for Safety Town. Motion by Jeffrey Griffiths, seconded by Dana Schenk that the rule of law requiring certain ordinances be read at three separate meetings be waived and suspended and Ordinance No. 3385 be placed on final roll for passage. Roll call, 7 yeas, (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Motion by Dana Schenk to declare and pass Ordinance No. 3385 as an emergency measure, seconded by Jeffrey Griffiths. Roll call, 7 yeas (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Roll call on passage, 7 yeas (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Ordinance No. 3385 duly passed Resolution No. 3635. A Resolution Opposing House Bill 335 and Urging the Ohio General Assembly to Reject Legislation that Eliminates Inside Millage and Transfers Local Budgetary Authority to County Budget Commissions, and declaring an emergency. Motion by James Baehr, seconded by Jeffery Griffiths that the rule of law requiring certain resolutions be read at three separate meetings be waived and suspended and Resolution No. 3635 be placed on final roll for passage. Roll call, 7 yeas, (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Motion by James Baehr to declare and pass Resolution No. 3635 as an emergency measure, seconded by William Baker. Roll call, 7 yeas (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Roll call on passage, 7 yeas (Barbo, Rosebrugh, Griffiths, Baker, Baehr, Travis, Schenk). Resolution No. 3635 duly passed Citizen – None. 1 William Baker made a motion to adjourn. Dana Schenk seconded the motion.
