Box 428 Genoa City, WI 53128 262-279-6472 Office ▪ 262-279-6618 Fax Village Board Meeting Minutes Thursday, September 14th, 2023 @ 7:00 p.m. BOARD MEMBERS 1) Call to Order/Roll Call/Pledge of Allegiance Ken Parker Meeting of the Village Board was called to order at 7:10 PM by President Ken Village President Parker. 2) Citizen’s Comments Duane Gallo Trustee Ray & Kim Mantych-942 Main St., Glennis & Kyle Konieczski-952 Main St., Dani Martz-932 St., Daniel Wood-967 Main St., Alan Lauritzen-974 Main St., Paul Jargstorf Heather Denny-795 Main St. all stated that they are upset about the speed of Trustee traffic and aggregate trucks on Main St./Hwy B west. They would like sidewalks added to the 2024 County Hwy B Road Project. They would also like more police Beth Wydra Trustee presence in the area when trucks are speeding. Ronald Mamajek-515 Ridgeview Rd. stated that he is unhappy with the Joyce DeLong Trustee appearance of his neighbor’s property, and the number of large trucks, trailers, and equipment that are parked regularly on the road across from his driveway. He is Pamela Larson-A also concerned about several trees on another neighbor’s property and the impact it Trustee is having and can have on his property. Phil Traskaski 3) Consent Agenda: Any item listed on the consent agenda may be removed at the Trustee request of any member of the Board. -Approval of Payment of Bills -Approval of Monthly Financial Reports; Payroll -Approval of Minutes: Aug. 10th, 2023 -Approval of Operator’s License (PD Approved) Gallagher, Tyler JD. -Genoa City BP Lion’s Club Temporary Picnic Licenses for Sept. 15, 22, 29 and Oct. 6 Lion’s Club Temporary Operators-see attached list. DeLong/Jargstorf motion to approve; carried 5-0 4) Unfinished Business: a. Touch-A-Truck Update and final preparations and planning set. b. PD Side Letter regarding lateral transfers DeLong/Traskaski motion to approve; carried 5-0 5) New Business: (Discussion & Possible Action) a. Concept Plan for VACANT Land-Gifford St. presented by Edward Durbin et. al. Parcel ID: TVGC00011, TVGC00020, and TVGC00023 Mr. Durbin presented 2 single family homes in Phase 1 and a small neighborhood development in Phases 2-4. Engineer Foss spoke to erosion control is over 1 acre is disturbed. b. Discussion and possible action on a Conditional Use Permit Application under 310.53 filed by David Price/Custom Carpentry Inc. to propose use of structure and/or site in detail Area to be used for office, warehouse, small outdoor storage area & living quarters for watchman or caretaker, small woodshop on the following described property VACANT land Lot 35 Industrial Dr. Parcel ID: THBP1 00008; zoned M-1; Light Industrial, Walworth County Mr. Price presented his CU. There was concern about the caretaker’s quarters in an area zoned M1 in an industrial park. DeLong/Wydra motion to approve with condition that it cannot become a residential rental; carried 4-1 c. Karla Kostein with regards speed on Fellows South of Hwy B. Ms. Kostein spoke about the speed issues as people drive in from the south. Stated that there does not appear to be a speed limit sign as you head south on Fellows Rd. south of Hwy. B. Asked for modified speed, speedbumps, and/or more police presence when vehicles are most likely to speed. d. Tim O’ Reagan Petition for speed cameras on Elizabeth Lane. Did not show. e. Hwy B/Main St. 2024 Road Project with MOU/IGA Delong/Traskaski motion to approve with addition of a 1 year guarantee for village property; carried 5-0 f. Park equipment removal/relocation Traskaski/Gallo motion to approve; carried 5-0 6) Ordinance and Resolution Updates: (Discussion & Possible Action) a. 194-25 Operation of mini-bikes and all-terrain vehicles DeLong/Traskaski motion to approve changes; carried 5-0 b. 15-3 Cemetery Board Delong/Traskaski motion to dissolve; carried 5-0 7) Attorney Report: Linda Gray None 8) Supervisor Reports Clerk/Treasurer Dennis’ Report-None DPW Director Cole’s Report-None PD Chief Balog’s Report- None 9) Village President Report None 10) Adjourn into closed session in accordance with Wisconsin Statue 19.85(1) a. (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. DeLong/Traskaski motion to go into closed.
