Adjourn Georgetown City Council Meeting Minutes of June 12, 2023 Page 1 of 2 Georgetown City Council Meeting June 12, 2023 6:00 pm The meeting of the Georgetown City Council was called to order by Mayor Jenkins. All members were present. After a moment of silence, Councilmember Tackett led the pledge. 1. Minutes A motion was made by Councilmember Hambrick and seconded by Councilmember Wilkins Brent to approve the minutes from the special City Council meeting, May 25, 2023. The motion was unanimously approved. 2. Public Comments Austin Render requested permission to close streets for the Bourbon Burn September 30th. A motion for approval was made by Councilmember Stone and seconded by Councilmember Butcher Conway. The motion was unanimously approved. 3. GMWSS a) First reading of code amendment increasing sewer and water connection fees. b) Approval of purchase order to Water Solutions Unlimited for $12,375.00. A motion for approval was made by Councilmember Allen and seconded by Councilmember Hampton. The motion was unanimously approved. c) Approval of bid award to Kentucky Engineering Group for project at wastewater treatment plant No. 2. A motion for approval was made by Councilmember Allen and seconded by Councilmember Stone. The motion was unanimously approved. 4. Finance a) Second reading of FY 23-24 Budget ordinance. A motion for approval was made by Councilmember Allen and seconded by Councilmember Hampton. A roll call vote passed 8-0. b) First reading of amendment to FY 22-23 budget ordinance. c) Municipal Order adjusting city hall project GMP. A motion for approval was made by Councilmember Stone and seconded by Councilmember Hambrick. The motion passed 7-1, Councilmember Showalter voted no. d) Municipal Order approving investment agreement. A motion for approval was made by Councilmember Hampton and seconded by Councilmember Wilkins Brent. The motion was unanimously approved. There being no further business Mayor Jenkins adjourned the meeting. Georgetown City Council Meeting Minutes of June 12, 2023 Page 2 of 2 APPROVED ______________________________ Burney Jenkins, Mayor ATTESTED BY: _________________________________ Tracie Hoffman, City Clerk-Treasurer RESOLUTION 23 -____ CITY OF GEORGETOWN A RESOLUTION OF THE CITY OF GEORGETOWN COMMITTING MATCHING FUNDS TO SCOTT COUNTY UNITED, INC.’S KENTUCKY PRODUCT DEVELOPMENT INITIATIVE APPLICATION FOR THE LANES RUN BUSINESS PARK PHASE III PROJECT. WHEREAS, the Kentucky Product Development Initiative (“KPDI”) program is a statewide effort to support upgrades to industrial sites throughout the Commonwealth and position Kentucky for continued economic growth; and WHEREAS, KPDI, a collaboration between the Kentucky Cabinet for Economic Development and Kentucky Association for Economic Development, provides state funding toward upgrades of sites and buildings across the state; and WHEREAS, KPDI applicants may seek funding assistance for transformative site and infrastructure improvement projects that will generate increased economic development opportunities and job creation for Kentucky residents; and WHEREAS, through KPDI’s competitive grant application process, up to two million dollars ($2,000,000.00) of funding is available to each county in the Commonwealth; and WHEREAS, the KPDI program requires that equal funds be committed to match each county’s KPDI allocation; and WHEREAS, Scott County United, Inc. desires to submit a grant application for one million five hundred thousand dollars ($1,500,000.00) of KPDI funding for the development of Phase III of the Lanes Run Business Park; and WHEREAS, in support of said grant application, and subject to the approval of each governing body upon award of the KPDI funding, Scott County United, Inc., the Scott County Fiscal Court and the City of Georgetown desire to allocate five hundred thousand dollars ($500,000.00) each in matching funds to support this application; and WHEREAS, the City’s matching funds are currently available in the Lanes Run Business Park account; NOW, THEREFORE, be it resolved by the City of Georgetown that: The City of Georgetown hereby expresses support for the Kentucky Product Development Initiative (KPDI) application being submitted by Scott County United, Inc. and hereby expresses its intent to provide matching funds in the amount of five hundred thousand dollars ($500,000.00), provided that City Council approval shall be required prior to the acceptance of the KPDI grant award. This RESOLUTION was approved by vote of the City Council, City of Georgetown on the 14th day of June, 2023. This RESOLUTION was approved by vote of the City Council, City of Georgetown on the 14th day of June, 2023. CITY COUNCIL OF GEORGETOWN ____________________________________ By: Burney Jenkins, Mayor ATTESTED BY: _______________________________ Tracie Hoffman, City Clerk/Treasurer RESOLUTION 23 -____ CITY OF GEORGETOWN A RESOLUTION OF THE CITY OF GEORGETOWN COMMITTING MATCHING FUNDS TO THE SCOTT COUNTY FISCAL COURT’S EXECUTION OF OPTION CONTRACTS TO SUPPORT ITS KENTUCKY PRODUCT DEVELOPMENT INITIATIVE REGIONAL PROJECT APPLICATION. WHEREAS, the Kentucky Product Development Initiative (“KPDI”) program allows Eligible Grant Recipients residing in different counties to submit a single grant application as co-applicants (i.e. Regional Project); and, WHEREAS, the Scott County Fiscal Court and City of Georgetown intend to pursue a Regional Project via application for KPDI funding in partnership with other local government partners in the “Bluegrass Alliance” group, with the Scott County Fiscal Court serving as the named applicant; and, WHEREAS, the application process requires that the property upon which the Eligible Project is proposed be “available,” either by current public ownership or the completion of a property acquisition or due diligence study coupled with a legally binding letter of intent, option contract or sale agreement; and, WHEREAS, in order to submit a competitive application, the Scott County Fiscal Court desires to negotiate and execute option contracts on property(ies) to be included in the application; and, WHEREAS, while the Scott County Fiscal Court will ultimately be the party entering into the option contracts, the City of Georgetown desires to share in the cost of these option contracts as an even partner in the Regional Project; and, WHEREAS, the City of Georgetown is prepared to share the cost of the option contracts, provided that said contracts shall not exceed two hundred thirty thousand dollars ($230,000.00) in total, yielding a maximum City of Georgetown contribution of one hundred fifteen thousand dollars ($115,000.00); and, WHEREAS, the City of Georgetown’s share of the option contract payments shall be included via future budget amendment; NOW, THEREFORE, be it resolved by the City of Georgetown that: The City of Georgetown hereby commits to evenly share the cost of the option contracts purchased by the Scott County Fiscal Court for the KPDI Regional Project application, in an amount not to exceed one hundred fifteen thousand dollars ($115,000.00) per party.
