Hambrick, Council Member Stone, Chief Allgood, & Captain Lodal
Minutes from the July 1, 2024 meeting were approved.
Staffing & Recruiting. Chief Allgood reported that 69 of 73 slots are filled. Non-certified application
process is closed, with 22 applicants. There will be a scheduled date for the POPS testing.

currently three people interested in the intern positions. One has been approved and one other slot
is open.
Body worn cameras. Captain Lodal stated that they will be going live soon. He reported that there
are still some issues to deal with. The upgrade to the Wi-Fi and the integration with the CAD
system. Allen James was a great hire, as he has brought outside the box thinking. IT Sarah James
has been instrumental in working with Spectrum on the Wi-Fi and integration issues. The vehicles
are one of the last hurdles as well, installing the communication system between the car and the
BWC. The traffic unit will also be getting in car cameras as well that transmit to the BWC. It was
brought by Council Member Hambrick about the use of the cameras inside the schools. It follows
the same protocols that the sheriff’s office follows.
The School Resource Officer positions are full. The last position was Western Elementary School.
There will still be walk-throughs with on duty officers as well as the SROs that are stationed at the
schools.
Discussion of E-Bikes. Chief Allgood reported that Officer Rodney Johnson oversees the bike unit.
The bike unit just got the approval to dispose of the Segways. They are also looking at getting
electronic bicycles. They are still looking at the pros and cons of the bikes.
The fall class of the CPA will start on September 17 and will conclude November 19. This will be the
28th class hosted by the GPD. Some of the classes will be held at the Ed Davis Learning Center and
some classes will be held at the Police Station.
Special Events Ordinance. This is still in the draft form. Some items discussed were the limiting of
closure of East Main Street, allowing events in the City Parking lot, and the implementation of an
administrative fee and a required deposit.
General Discussion.
• Incident with K9 Rex. GPD is currently going through an investigation of the incident and has
nothing to report at this time.
• CA Emilee Buttrum reported that she and HR Director Megan Miller have been conducting
interactive trainings with several departments, including GPD, on the progressive
disciplinary process.
• There was a request for extra patrol during the evening and nighttime hours in the Peninsula
subdivision. This is due vehicles being broken into and items being stolen.
With no other discussion, the meeting was adjourned.
