AGENDA ITEM CALL TO ORDER INVOCATION AND PLEDGE OF ALLEGIANCE The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as Councilmembers. Proclamation of appreciation for the 150th Anniversary of President Lincoln's 2nd Inaugural Address. COMMUNICATIONS FROM CITIZENS At this time, members of the public may comment on matters within the jurisdiction of the Town but not on the agenda. The Council’s response is limited to responding to criticism, asking staff to review a matter commented upon, or asking that a matter be put on a future agenda. CONSENT CALENDAR All items listed below are considered consent calendar items and may be approved by a single motion unless removed at the request of Council for further discussion/action. Other items on the agenda may be added to the consent calendar and approved under a single motion. 2. LEASE AGREEMENT - consider approval of Lease Agreement No. 2015-5002-0604 with Mission Community Church for a five year lease of 4.1 acres of undeveloped park land at Elliot District Park. 3. CONTRACT – consider approval of Gilbert’s proportional share of $333,314.29 for the professional services agreement between the City of Mesa and Carollo Engineers for the development of a Design Concept Report for the Phase III Expansion of the Greenfield Water Reclamation Plant (WRP), pursuant to the related Intergovernmental Agreement dated June 22, 2004, Mesa contract number 2015-7010-0600. 4. AGREEMENT - consider authorizing the Town Manager to sign a Letter of Commitment allowing SRP to complete installation of twenty-one (21) routers on Town-owned streetlights. 5. CONTRACT – consider approval of contracts for Water and Wastewater Treatment Chemicals in a combined amount not to exceed $1,547,500 annually, effective upon award and terminating June 30, 2016 with an option to renew, and authorize the Mayor to execute the required documents: a) Contract No. 2015-4108-0617 with BASF Corporation; b) Contract No. 2015-4108-0618 with Chemtrade Chemicals US, LLC; c) Contract No. 2015-4108-0619 with Hill Brothers Chemical Co.; d) Contract No. 2015-4108-0620 with Polydyne Inc.; e) Contract No. 2015-4108-0621 with Charlie Pepper Inc. dba Salt Works; f) Contract No. 2015-4108-0622 with Thatcher Company of Arizona; g) Contract No. 2015-4108-0623 with Air Products and Chemicals, Inc.; and h) Contract No. 2015-4108-0624 with DPC Enterprises. 6. CONTRACT – consider approval of Contract No. 2015-7102-0628 with Goodmans in an amount not to exceed $603,684.69 for furniture for the St. Xavier University campus, Project No. RD115, and authorize the Mayor to execute the required documents. 7. CONTRACT – consider approval of Contract No. 2015-7102-0629 with Corporate Interiors Incorporated in an amount not to exceed $546,752.92 for the purchase of interior furniture for the St. Xavier University campus, Project No. RD115, and authorize the Mayor to execute the required documents. 8. AGREEMENT – consider: a) authorizing Contingency Transfers from the General Fund in the amount of $2,040 to Facilities Maintenance, General Replacement Fund in the amount of $77,850 to Fire $33,620 and Police $44,230, and Wastewater Fund in the amount of $6,740 to Wastewater Collection; and b) approve the purchase of four vehicles pursuant to Agreement No. 2012-1103-0222 frin San Tan Ford in an amount not to exceed $112,910 including taxes. 9. CONTRACT – consider approval of Job Order Task No. 9 for Contract No. 2014-4106- 0291 with Talis Corporation in an amount not to exceed $250,106.08 for the PM10 Paving Project, Project No. ST119, and authorize the Mayor to execute the required documents. 10. CHANGE ORDER – consider approval of Change Order No. 1 to Contract No. 2013- 7003-0144 with TriStar Engineering and Management, Inc. increasing the contract amount by $65,160 for the Guadalupe and Gilbert Intersection Project, Project No. ST129. 11. CHANGE ORDER – consider approval of Change Order to Contract No. 2015-1102- 0551 with APL Access & Security Inc. increasing the contract amount by $401,897.20 for security access and control system upgrade to all the Town faciliites and a badge reader system for Fire Station No. 4, Project No. MF226. 12. AGREEMENT - consider approval of Contract No. 2015-3002-0601 for the Arizona Mutual Aid Compact (AZMAC) with the State of Arizona Department of Emergency and Military Affairs and allow the Mayor to execute the documents. 13. STREETLIGHT IMPROVEMENT DISTRICT SL15-02 - consider adoption of a Resolution creating Streetlight Improvement District No. 15-02 Spectrum at Val Vista Parcel 16 and ordering the improvements. 14. BOARDS AND COMMISSIONS – consider: a) acceptance of the resignation of Kellan Meko to the Arts, Culture and Tourism Board; and b appointment of Michael Pickett to the Arts, Culture and Tourism Board to fill the remainder of the term as a regular member ending January 31, 2018. 15. ABANDONMENT - consider adoption of a Resolution of abandonment for a 29,067 square foot temporary drainage easement located on the west side of Gilbert Road, just north of Williams Field Road, in the Fire Rock Ranch subdivision. 16. MINUTES – consider approval of the minutes of Special Meeting February 17, 2015 and Regular Meeting February 19, 2015. PUBLIC HEARING Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public Hearing Item may do so. Comments will be heard from those in support of or in opposition to an item. Hearings are noticed for 7:00 p.m. In order to comment on a Public Hearing Item, you must fill out a public comment form, indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will be no further public comment unless requested by a member of the Council. After the Public Hearing, the Council may act on all items not requiring additional staff, public, or Councilmember comment with a single vote. 17. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance amending the Town of Gilbert Land Development Code, by amending Chapter I Zoning Regulations, Division 4 General Regulations, Article 4.5 Supplemental Use Regulations, Section 4.5013 Temporary Structures, related to storage containers in employment and public facility/institutional zones; Chapter I Zoning Regulations, Division 2 Land Use Designations, Article 2.6 Employment Districts, Section 2.605 Additional Development Regulations, related to regulation of metal buildings in employment zones; Chapter I Zoning Regulations, Division 4 General Regulations, Article 4.5 Supplemental Use Regulations, Section 4.5016 Miscellaneous Provisions, related to facility manager dwellings in certain non-residential zones and gatehouses; Chapter I Zoning Regulations, Division 5 Administration, Article 5.6 Design Review, Section 5.602 Procedures and Responsibilities, related to administrative design review for building expansion; Glossary of General Terms, related to the definitions of facility manager dwelling unit and gatehouses. The effect of these amendments will be: to increase the number of storage containers allowed in employment and public facility/institutional zones; to remove certain prohibitions on metal buildings in employment zones; to provide a definition of, and allow for, a facility manager dwelling unit within certain non-residential zones; to provide a definition of gatehouse; and to clarify building expansion administrative design review. 18. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance amending the Code of Gilbert, Arizona, by amending Chapter 2 Administration, Article III Departments, Division 1 Generally, Section 2-133, Duties of Departments, to update the Town’s organization and operational structure to reflect that the Capital Improvement Plan (CIP) staff is now under the Public Works Department and not the Development Services Department. 19. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance amending the Code of Gilbert, Arizona, by amending Chapter 6 Animals, Article II Dogs and Cats; Animal Control, Section 6-60 Running at Large, to eliminate the requirement that a list of approved dog obedience training providers be created and maintained. ADMINISTRATIVE ITEMS Administrative Items are for Council discussion and action. It is to the discretion of the majority of the Council regarding public input requests on any Administrative Item. Persons wishing to speak on an Administrative Item should complete a Request to Speak Form and indicate the Item they wish to address. Council may or may not accept public comment. 20. BOARDS AND COMMISSIONS – consider appointment of one alternate member to the Arts, Culture and Tourism Board to fill the term ending January 31, 2016. 21.
