CALL TO ORDER
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation may be offered by a person of any religion, faith, belief or non-belief, as well as
Councilmembers. A list of volunteers is maintained by the Town Clerk and interested persons
should contact the Clerk for further information.
Mayor invites all scouts present to the front of the Council Chambers.

ROLL CALL
PRESENTATIONS; PROCLAMATIONS
1. Pillar of the Month – Respect.
2. Recognition of Gilbert High School senior, Mikaela Figueroa, for being named the 2016 Boys
& Girls Club Youth of the Year.
3. Presentation of Government Finance Officers Association Distinguished Budget Presentation
Award for FY2015.
COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters within the jurisdiction of the Town
but not on the agenda. The Council’s response is limited to responding to criticism, asking staff
to review a matter commented upon, or asking that a matter be put on a future agenda.
CONSENT CALENDAR
All items listed below are considered consent calendar items and may be approved by a single
motion unless removed at the request of Council for further discussion/action. Other items on
the agenda may be added to the consent calendar and approved under a single motion.
4. INTERGOVERNMENTAL AGREEMENT – consider approval of Intergovernmental
Agreement No. 2016-1105-0174 with Maricopa County which allows Gilbert Police Department
and Maricopa County to share the Justice Web Interface (JWI) application used for data entry,
server application, reporting module and database schema, and authorize the Mayor to execute
the required documents.
5. CONTRACT – consider approval of:
a) Construction Services Contract No. 2016-7010-0168 with Garney Companies, Inc. in an
amount not to exceed $1,023,643 for the Lift Station Odor Scrubber Replacements, Project No.
WW091;
b) Construction Management Contract No. 2016-7010-0042 with Wilson Engineers in an amount
not to exceed $84,362 for the Lift Station Odor Scrubber Replacements, Project No. WW091,
and authorize the Mayor to execute the required documents; and
c) a Contingency Transfer from the Wastewater Replacement Fund to Capital Improvement
Project No. WW091 in the amount of $200,000.
6. CONTRACT – consider approval of:
a) Professional Services Contract No. 2016-2106-0213 with NFra in an amount not to exceed
$118,600 for the expenses related to rights-of-way, easements and Gilbert owned property
delineations and combinations along the Santan Village Parkway and Ray Road Corridors, and
authorize the Mayor to execute the required documents; and
b) a General Fund Contingency Transfer in the amount of $156,600.
Continued to March 24, 2016 Council Meeting.
7. BUDGET – consider approval of a Contingency Transfer from the General Contingency Fund
in the amount of $500,000 for design and construction of a traffic signal located at 1721 West
Elliot Road, Project No. TS184.
8. FINAL PLAT S15-03 - consider approval of the final plat for Graystone located at the
northwest corner of 164th Street and Pecos Road.
9. MINUTES – consider approval of the minutes of Special meeting of February 8, 2016,
Special Meeting of February 18, 2016 and Regular meeting of February 18, 2016.
PUBLIC HEARING
Items will be heard at one Public Hearing; at which time anyone wishing to comment on a Public
Hearing Item may do so. Comments will be heard from those in support of or in opposition to an
item. Hearings are noticed for 7:00 p.m.
In order to comment on a Public Hearing Item, you must fill out a public comment form,
indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will
be no further public comment unless requested by a member of the Council. After the Public
Hearing, the Council may act on all items not requiring additional staff, public, or
Councilmember comment with a single vote.
10. ZONING Z15-05 - conduct hearing and consider adoption of an Ordinance amending the
Town of Gilbert Land Development Code, Chapter 1 Zoning Regulations (LDC), Chapter I
Zoning Regulations, Division 4 General Regulations, Article 4.4 Sign Regulations, Section
4.402V Message Substitution, related to authorization of constitutionally protected messages by
allowing for the substitution of non-commercial messages for commercial messages or any legal
non-commercial on any legal sign structure or mounting device. The purpose of the amendment
is to ensure that constitutionally protected non-commercial messages are afforded protections no
less than those afforded to commercial messages.
11. CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance amending
the Code of Gilbert, Arizona, by amending Chapter 14 Businesses, Article VI Transient
Merchants, by amending Section 14-166 Definitions to add definitions of “Handbills” and
“Subscribed Materials,” by adding a new Section 14-172 Distributing Handbills and Subscribed
Materials on Private Property to prohibit distribution of unwanted handbills and to require that
any handbill or subscribed material be deposited in a manner to prevent being carried away by
the elements, and by adding a new Section 14-173 Violations of No Solicitation Requirements
providing for penalties for violations.
ADMINISTRATIVE ITEMS
Administrative Items are for Council discussion and action. It is to the discretion of the majority
of the Council regarding public input requests on any Administrative Item. Persons wishing to
speak on an Administrative Item should complete a Request to Speak Form and indicate the Item
they wish to address. Council may or may not accept public comment.
12. BOARDS AND COMMISSIONS - consider appointment to the Arts and Culture Board of:
a) two regular members with a term beginning March 3, 2016 and ending January 31, 2019; and
b) one regular member to complete the remainder of the term ending January 31, 2018; and
c) one alternate member with a term beginning March 3, 2016 and ending January 31, 2017.
13. BOARDS AND COMMISSIONS – consider appointment to the Human Relations
Commission of:
a) two regular members with terms beginning March 3, 2016 and ending January 31, 2019; and
b) one alternate member with a term beginning March 3, 2016 and ending January 31, 2017.
14. COUNCIL ADMINISTRATION - consider acceptance of the Budget Report and
Contingency Report for the 2nd Quarter of FY2016.

NOTICE TO PARENTS: Parents and legal guardians have the right to consent before the
Town of Gilbert makes a video or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert
Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you
permit your child to participate in the Council Meeting, a recording will be made. If your child is
seated in the audience your child may be recorded, but you may request that your child be seated
in a designated area to avoid recording. Please submit your request to the Town Clerk.
