COUNCIL ADMINISTRATION - opening remarks. 3. BALANCED FINANCIAL PLAN - presentation, discussion and possible direction on February Retreat topics. 4. HIGH PERFORMING GOVERNMENT - presentation, discussion and possible direction on:  a) Compensation and Benefits - acceptance of Compensation and Benefits Study recommendations; b) Boards and Commissions Optimization - recommendations from Council subcommittee on Boards and Commissions; and c) Review of Self-Certification Programs and Best Practices - available options. 5. COMMUNITY LIVABILITY - presentation, discussion and possible direction on: a) Gilbert Regional and other park properties - considerations for sale of surplus property - short term phasing recommendations. 6. ECONOMIC DEVELOPMENT - presentation, discussion and possible direction on: a) Heritage District Redevelopment recommendations; and b) Heritage District Residential Standards recommendations. 7. INFRASTRUCTURE - presentation, discussion and possible direction on Capital Improvement Plan process and recommendations for discussing priorities at the February retreat. 8. TECHNOLOGY LEADER - presentation, discussion and possible direction on using Geographic Information System (GIS) to improve decision making and community engagement.
