MINUTES OF THE GILBERT TOWN COUNCIL IN REGULAR MEETING OF THURSDAY JUNE 01, 2017 AT 6:30 PM, MUNICIPAL CENTER, COUNCIL CHAMBERS 50 E CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Vice Mayor Victor Petersen, Councilmembers Scott Anderson, Eddie Cook, Brigette Peterson and Jordan Ray COUNCIL ABSENT: Mayor Jenn Daniels and Councilmember Jared Taylor STAFF PRESENT: Assistant Manager Marc Skocypec, Clerk Lisa Maxwell, Assistant Town Attorney Breena Meng, and Environmental Services Manager Frank Flores AGENDA ITEM CALL TO ORDER Vice Mayor Victor Petersen called the meeting to order at 6:31 p.m. PRESENTATIONS; PROCLAMATIONS 1. Proclamation declaring June 1, 2017 as Recognition of the 242nd Birthday of the United States Army. Vice Mayor Victor Petersen invited Mario Diaz, representing the Acting Secretary of the Army, and Sgt. First Class Maurice C. Liggins from the Army Recruitment, Phoenix Battalion, to accept the proclamation declaring June 1, 2017 as Recognition of the 242nd Birthday of the United States Army. Vice Mayor Victor Petersen asked everyone in attendance who had served in the military or who were first responders to stand and be recognized. 2. Proclamation declaring July as Park and Recreation Month. Councilmember Eddie Cook read a proclamation declaring July as Parks and Recreation Month. He invited members of the Parks and Recreation Board and the Parks and Recreation Department to come forward to accept the proclamation. 3. Presentation of House Concurrent Resolution 2025 by State Representative Travis Grantham to Annie Remsburg & the Town of Gilbert acknowledging support for veteran caregivers through the Hidden Heroes initiative. Councilmember Jordan Ray introduced State Representative Travis Grantham from Legislative District 12. Representative Grantham presented a copy of House Concurrent Resolution 2025 to Annie Remsburg and a copy to the Town of Gilbert. The State of Arizona is the first state to recognize veterans’ caregivers through the Hidden Heroes campaign. Annie Remsburg thanked Mayor Daniels for being a driving force in advancing this campaign. 1 4. Presentation of Citizen Hero Awards to Emma Curtis & Fisher Curtis for their actions and assistance on February 28, 2017. Councilmember Scott Anderson invited Fire Chief Jim Jobusch to share some background on the actions of Emma and Fisher Curtis. Emma and Fisher Curtis assisted a trash truck driver who was in an accident. Fire Chief Jim Jobusch presented Citizen Hero Awards to Emma Curtis and Fisher Curtis. 5. Recognition of Retiring Teachers in the Town of Gilbert. Councilmember Brigette Peterson recognized all teachers who retired with 20 years of service or more from schools in one of the three school districts within the Town of Gilbert. Mayor Daniels thanked the teachers through a video message. The teachers each received a plaque of appreciation. 6. Presentation on Residential Solid Waste Services in the Town of Gilbert. Environmental Services Manager Frank Flores gave a presentation on residential solid waste services in the Town of Gilbert. He gave an overview of the department, services offered, costs to residents and a comparison to the services offered by neighboring municipalities. Environmental Services Manager Frank Flores also gave a comparison of the three options that could be made available to Town residents: 1) service provided by the Town, 2) service provided through franchise agreements with one or more trash pick-up companies, or 3) allowing residents to enter into an agreement with any company. Vice Mayor Victor Petersen asked for the data that was used to create the comparison of options chart. Environmental Services Manager Frank Flores said he could provide a study to Council that was done by Arizona State University. Vice Mayor Victor Petersen said he is looking for more information on how residents can opt out of using the Town’s services. Councilmember Eddie Cook asked what the Town could do to have a lower cost that the City of Chandler. Public Works Director Jessica Marlowe said there is a plan from the Office of Budget and Management that would decrease the rates for residential solid waste services. Councilmember Scott Anderson said it used to be an annual event to look at whether it was better to have Town-offered services or to contract the services out to a private vendor. The Town always came back with good numbers. Councilmember Brigette Peterson said she went on a ride-a-long and she was impressed with the work down by the Town staff. Vice Mayor Victor Petersen said he is aware of residents that cannot have their needs met with the Town services but they still have to pay for those services along with contracting with a private company. He would like to allow those residents to opt out of the Town service. INVOCATION AND PLEDGE OF ALLEGIANCE Councilmember Brigette Peterson introduced the Parks and Recreation Board Vice Chair Bob Ferron who led the Pledge of Allegiance. Pastor Delmer Geesey of Life Community Church was not present to give the invocation. Councilmember Jordan Ray gave the invocation. 2 ROLL CALL Town Clerk Lisa Maxwell called roll and declared a quorum present. COMMUNICATIONS FROM CITIZENS None. CONSENT CALENDAR A MOTION was made by Councilmember Eddie Cook, seconded by Councilmember Brigette Peterson, to approve Consent Items 7, 8, 9, 10, and 11; and add Item 8A with changes to the Consent Calendar. Motion carried 5-0. 7. FINAL PLAT S15-14-A - consider approval of the final plat for McQueen Landing located south and east of the southeast corner of McQueen Road and Guadalupe Road. This item was approved with the Consent Calendar vote. 8. FINAL PLAT S13-10 - consider approval of the final plat for Lakeview Trails (Southwest) at Morrison Ranch located east of the northeast corner of Warner Road and Higley Road. This item was approved with the Consent Calendar vote. 8A. CAPITAL IMPROVEMENT PROJECT - consider: a) adoption of Force Main Repair at Williams Field and Greenfield Roads, Project No. WW115, as an addition to the FY2017 Capital Improvement Program (CIP); and b) a Contingency Transfer in the amount of $1,250,000. This item was approved with the Consent Calendar vote, adding a Contingency Transfer from the Wastewater Replacement Fund in the amount of $1,250,000 for FY 2017 and FY 2018. 9. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor License for the Phoenix National Association of Catering and Events for June 20, 2017 from 6:00 PM to 9:00 PM located at the Falls Event Center, 4635 East Baseline Road. This item was approved with the Consent Calendar vote. 10. SPECIAL EVENT LIQUOR LICENSE – consider approval of a Special Event Liquor License for the Mule Deer Foundation for June 17, 2017 at 5:00 PM to June 18, 2017 at 1:00 AM located at the Falls Event Center, 4635 East Baseline Road. This item was approved with the Consent Calendar vote. 3 11. MINUTES – consider approval of the minutes of the Regular Meeting of May 4, 2017, the Special Meeting of May 16, 2017 and the revised minutes of the Regular Meeting of February 16, 2017. This item was approved with the Consent Calendar vote. PUBLIC HEARING Vice Mayor Victor Petersen opened the public hearing for items 12 and 13. No one wished to speak and Vice Mayor Victor Petersen closed the public hearing. A MOTION was made by Councilmember Eddie Cook, seconded by Councilmember Brigette Petersen, to approve public hearing items 12 and 13. Motion carried 5-0. 12. LIQUOR LICENSE – conduct hearing and consider approval of a Series 12 Restaurant Liquor License for Outback Steakhouse #0328 located at 2687 South Market Street. This item was approved with the Public Hearing Vote. 13. BUDGET — conduct hearing and adopt the budgets on the Parkway Maintenance Improvement District (PKID) Nos. 07-1, 07-2, 07-3, 07-4, 07-5, 07-6, 07-7, 07-8, 07-9, 07-10 and 07-11 for July l, 2017 to June 30, 2018 and establish June 15, 2017 as the date of the final public hearing and adopting a tax levy for the districts. This item was approved with the Public Hearing Vote. ADMINISTRATIVE ITEMS 14. Daniels, V. Petersen, J. Ray) COMMUNICATIONS Report from the TOWN MANAGER on current events. Assistant Manager Marc Skocypec said an Open House to discuss the Lindsay Road/202 Santan Freeway traffic interchange will be held on June 14, 2017 at 6:00 pm at the Southeast Regional Library. Report from the COUNCIL on current events. Councilmember Eddie Cook gave an update on the activities of Subcommittee on the Sign Code. There have been two meetings so far. The next meeting will be held on Wednesday, June 7 and the Subcommittee members will look at a matrix of changes documenting the recommended changes. 5 Councilmember Eddie Cook reported on the Gilbert School Board. Dr. Christina Kishimoto is resigning to accept a position as Superintendent of Schools in Hawaii. Also, Gilbert Junior High students will be moving to Mesquite Junior High. The vacated building will be occupied by Gilbert Classical Academy. Councilmember Brigette Peterson reminded everyone that since schools are closed there are more people on the streets and sidewalks and people should drive more carefully.
