MINUTES OF THE GILBERT TOWN COUNCIL IN SPECIAL MEETING OF SEPTEMBER 14, 2017 AT 8:00 AM, SOUTHEAST REGIONAL LIBRARY, 775 NORTH GREENFIELD ROAD, GILBERT, ARIZONA COUNCIL PRESENT: Mayor Jenn Daniels, Vice Mayor Victor Petersen, Councilmembers Scott Anderson, Eddie Cook, and Brigette Peterson COUNCIL ABSENT: Councilmembers Jordan Ray and Jared Taylor STAFF PRESENT: Manager Patrick Banger, Assistant Manager Jacob Ellis, Deputy Clerk Kris Kingsmore, Interim Town Attorney Andrew McGuire AGENDA ITEM NETWORKING OPPORTUNITY CALL TO ORDER Mayor Jenn Daniels called the meeting to order at 8:30 a.m. INVOCATION AND PLEDGE OF ALLEGIANCE Chaplain Russ Planck, with the Gilbert Police Department, gave the invocation. Councilmember Scott Anderson led the Pledge of Allegiance. ADMINISTRATIVE ITEMS 1. Presentation of FY2018 Town update including introduction of Police Chief Michael Soelberg, the Town's relationship with the San Carlos Apache Tribe, the Town cemetery and planning for Gilbert's Centennial celebration. Deputy Town Manager Jacob Ellis presented an update on the Town of Gilbert and its projects and accomplishments over the past year. Highlights included updates on the Heritage District, the Gilbert Memorial Park (the Town’s first cemetery), the Gilbert 311 program, and Gilbert’s new sign code. Mayor Jenn Daniels introduced Gilbert’s new Police Chief Michael Soelberg and thanked Interim Police Chief Randy Brice for his service during the transition. Mayor Jenn Daniels recognized the San Carlos Apache Tribe and the important relationship between the Town and the Tribe. She expressed her appreciation for Tribal leaders and members of the community. 2. Recognition of Gilbert's Service Clubs.  Special Meeting September 14, 2017 Page 2 of 3 Councilmember Brigette Peterson recognized the Service Clubs that continually give to and serve the Town and its residents and thanked them for their service. She encouraged attendees to volunteer with these organizations and to support them in their efforts. 3. Presentation by non-profit organizations including Lifting Hands International, Mission of Mercy and Impact One. Christina Atwood, Director of Lifting Hands International and Lifting Hands International Arizona, explained the needs refugees trying to resettle in Arizona face and what her organization does to help these individuals. Her organization is non-religious and non-political and is comprised of volunteers from all faiths and backgrounds with a common desire to help refugees. She encouraged Faith Leaders to look into this organization and to consider volunteering. Paula Carvalho, Program Manager with Mission of Mercy, a mobile medical clinic, explained how the clinic provides prescription and medical services to communities whose residents are either uninsured or underinsured. The organization relies completely on volunteers and she encouraged attendees to consider volunteering with the organization. Elizabeth Cluff with I’mpact One Breast Cancer Foundation shared her story and the evolution of the Foundation. The Foundation was launched in Gilbert in 2015 to support women who are fighting breast cancer and to help meet their vital needs which, she said, are often not covered by insurance. She explained how her organization relies on volunteers and encouraged attendees to consider this organization for volunteer and donation opportunities. 4. Discussion of non-profit organizations Gilbert Faith Leaders are working with in the community. There were discussions at each table about the non-profit organizations Gilbert Faith Leaders are currently working with. During the discussions, table facilitators gathered contact information for each of the non-profits. Town staff will use this information to compile a comprehensive list of non-profits for use as a central resource. 5. Council report on upcoming events. Vice Mayor Victor Petersen announced iRun4Good, an upcoming event of For Our City Gilbert. The event includes a 5K, a Halloween Costume Fun Run, and a Community Fair to help raise money to combat youth substance abuse in Gilbert. The event will be held on Saturday, October 28, 2017 from 7 a.m. to 12:00 p.m. at Freestone Park. Mayor Jenn Daniels invited everyone to a Thanksgiving Interfaith Service on November 21, 2017 at 7:00 p.m. at the First United Methodist Church of Gilbert – 331 South Cooper Road, Gilbert. Mayor Jenn Daniels announced the September 2017 Gilbert Feeding Families Food Drive.  Special Meeting September 14, 2017 Page 3 of 3 Mayor Jenn Daniels reminded attendees that the Town will need assistance in planning for Gilbert’s Centennial Celebration in 2020. Planning will commence in January 2018 and more information will be forthcoming. ADJOURN Mayor Jenn Daniels shared her genuine appreciation for the people of Gilbert and for all of the community’s Faith Leaders.
