MINUTES OF THE GILBERT TOWN COUNCIL, IN SPECIAL MEETING OF THURSDAY APRIL 02,
2020 AT 6:00 PM, MUNICIPAL CENTER I, ROOM 233, 50 E CIVIC CENTER DRIVE, GILBERT,
ARIZONA
COUNCIL PRESENT: Mayor Jenn Daniels, Vice Mayor Scott Anderson,
Councilmembers Brigette Peterson, Jordan Ray,
Bill Spence, and Jared Taylor
COUNCIL ABSENT: Aimee Yentes
STAFF PRESENT: Town Manager Patrick Banger, Town Clerk Lisa Maxwell, and
Town Attorney Christopher Payne
AGENDA ITEM
CALL TO ORDER
Mayor Daniels called the meeting to order at 6:02 p.m.
ADMINISTRATIVE ITEMS
1. COUNCIL ADMINISTRATION - discussion and vote on the acceptance of the
resignation of Councilmember Peterson and declaring the Office vacant.
A MOTION was made by Councilmember Ray, seconded by Councilmember Taylor, to
accept the resignation of Councilmember Peterson and declare the Office vacant.
Motion carried 6-0.
2. COUNCIL ADMINISTRATION - Resolution of appreciation for Councilmember Brigette
Peterson.
Mayor Daniels read a Resolution of appreciation and thanked Councilmember Peterson
for her work over the years. Councilmember Peterson said it had been an honor to serve
on the Council and she thanked everyone for all the work they have done.
A MOTION was made by Councilmember Taylor, seconded by Councilmember Ray, to
approve a Resolution of appreciation for Councilmember Peterson. Motion carried 5-0;
Resolution No. 4127 approved.
RECESS SPECIAL MEETING AND RECONVENE IN EXECUTIVE SESSION
A MOTION was made by Councilmember Ray, seconded by Councilmember Taylor, to
recess to Executive Session pursuant to:

a) A.R.S. §38-431.03(A)(3) for discussion and consultation for legal advice with Town
Attorney regarding the filling of a vacancy in the Office of Councilmember; and
b) A.R.S. §38-431.03(A)(1) to discuss the applications for Town Council for a term ending
January 2023.
Motion carried 5-0.
ADJOURN EXECUTIVE SESSION AND RECONVENE SPECIAL MEETING
Mayor Jenn Daniels reconvened the meeting at 7:29 p.m.
ADMINISTRATIVE ITEMS
3.. COUNCIL ADMINISTRATION - discussion, voting, and selection of a Councilmember to fill
the vacant Town Council seat with a term ending January 2023.
There was discussion about the many qualified residents who applied for the vacant
Council seat. There are other opportunities for those who were not selected to serve the
Town. Mayor Daniels mentioned the upcoming Financial Retreat and the important
decisions the Council will be making for the future.
A MOTION was made by Councilmember Spence, seconded by Councilmember Anderson,
to appoint Scott September to the vacant Town Council seat with a term ending in January
2023. Motion carried 5-0.
ADJOURN
A MOTION was made by Councilmember Ray, seconded by Councilmember Taylor, to
adjourn the meeting. Motion carried 5-0.
Mayor Daniels adjourned the meeting at 8:02 p.m.

Due to the impacts of the COVID-19 pandemic, which have prompted declarations of a
public health emergency at the local, state, and federal levels, members of the public
will be prohibited from attending public meetings in person during this public
emergency.
Please be aware that these measures are in place to limit the need for members of the
public to participate in a large public gathering, while ensuring that the discussions,
deliberations, and actions taken in public meetings in the Town of Gilbert are
transparent and conducted openly in compliance with Arizona law.
Nevertheless, the public will be able to watch or listen to public meetings remotely
through various technological means, as permitted under Arizona law. Additionally,
items on agenda may be shortened, continued to a future public meeting, or taken out
of order.

Town of Gilbert makes a video or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert
Council Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website.
If you permit your child to participate in the Council Meeting, a recording will be made. If
your child is seated in the audience your child may be recorded, but you may request that
your child be seated in a designated area to avoid recording. Please submit your request to
the Town Clerk.
