MINUTES OF THE GILBERT TOWN COUNCIL, IN SPECIAL MEETING OF TUESDAY, JANUARY 12, 2021 AT 6:00 PM, MUNICIPAL CENTER I, COUNCIL CHAMBERS, 50 E CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Mayor Scott Anderson, Vice Mayor Yung Koprowski, Councilmembers Laurin Hendrix, Scott September, Kathy Tilque, and Aimee Yentes COUNCIL ABSENT: Councilmember Jared Taylor STAFF PRESENT: Town Manager Patrick Banger, Town Clerk Chaveli Herrera, Deputy Clerk Judy Martinez, Town Attorney Christopher Payne, and Presiding Judge David Cutchen AGENDA ITEM CALL TO ORDER Mayor Anderson called the meeting to order at 6:04 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE The Gilbert Fire and Police Color Guard posted the colors. Austin and Molly Watts led the Pledge of Allegiance. Hailey Gates performed the National Anthem. Pastors Eric Jones and Tim Thompson gave the invocation. PRESENTATIONS; PROCLAMATIONS 1. Presentation of Election Certificates by Town Clerk Chaveli Herrera. Town Clerk Herrera presented the Election Certificates to Councilmember Anderson, Councilmember Tilque, and Mayor-elect Peterson. 2. Oath of Office by Presiding Judge David Cutchen, Gilbert Municipal Court: Councilmember Scott Anderson Councilmember Kathy Tilque Mayor Brigette Peterson Judge Cutchen administered the Oaths of Office to Councilmember Anderson, Councilmember Tilque, and Mayor-elect Peterson. 1 3. Comments by: Councilmember Scott Anderson Councilmember Kathy Tilque Mayor Brigette Peterson Councilmember Anderson spoke of the great privilege of rendering service to one another, stating the service attitude and willingness to come together was what made Gilbert strong. He spoke of the COVID-19 virus and social unrest in the Nation, stating in his next term he would strive to make sure we serve and talk to one another without dividing ourselves. He thanked Gilbert staff, stating they refuse to fail. He thanked former Mayor Jenn Daniels and the community for the opportunity to serve. Councilmember Tilque spoke of working to bring the community together. She thanked her friends, family, and husband Greg for their support through the election and her early appointment to the Council while facing many other changes. She recognized the Council and Town staff for welcoming her and being helpful. She spoke of making a positive difference, providing sound solutions, and following the Golden Rule while conducting business with each other, staff, residents, and business partners. She spoke of the violence in the Nation, stating she celebrated diversity and would work tirelessly to ensure that all feel accepted and included, adding she would not tolerate disrespect or violence. She stated it was an honor to serve and thanked the community for their trust in her. Mayor Peterson stated serving the community had touched her heart, noting when she made the decision to run for Mayor she had no idea the challenges the Nation would soon be facing. She spoke of Gilbert being an amazing place to live and run a business, stating the community needed to work together as a team. She said she appreciated the diverse people and viewpoints, noting their insights would shape her decisions as Mayor. She thanked Team Gilbert for holding the Town together and congratulated Councilmembers Anderson and Tilque on the election. Mayor Peterson thanked everyone who supported her including her campaign committee, her volunteers, her family near and far, and her friends. She acknowledged Maricopa County Assessor Eddie Cook and Justice Jordan Ray, former Councilmembers, for having the courage to step down from Council to run for higher offices. Lastly, she thanked her family in other states for their support, thanked her daughter Jenn and son-in-law Shawn, and her husband Mark. ROLL CALL Town Clerk Herrera called roll and declared a quorum present. ADMINISTRATIVE ITEMS 4. RECOGNITION - Recognition of Scott Anderson for his service as Mayor for the Town of Gilbert. Mayor Peterson recognized Councilmember Anderson for his service as Mayor in 2020 and presented him with a gift. 2 5. RECOGNITION - Recognition of Yung Koprowski for her service as Vice Mayor for the Town of Gilbert. Councilmember Anderson recognized Councilmember Koprowski for her service as Vice Mayor in 2020 and presented her with a gift. 6. COUNCIL ADMINISTRATION - consider Nomination and Selection of Vice-Mayor. A MOTION was made by Mayor Peterson, seconded by Councilmember Tilque, nominating Councilmember Koprowski to the Office of Vice Mayor in 2021. Motion carried 7-0. ADJOURN Mayor Peterson thanked everyone for attending and expressed appreciation to Pastors Eric Jones and Tim Thompson for providing the invocations.
