MINUTES OF THE GILBERT TOWN COUNCIL, IN SPECIAL MEETING OF TUESDAY, JANUARY 10, 2023 AT 6:30 PM, MUNICIPAL CENTER I, COUNCIL CHAMBERS, 50 E CIVIC CENTER DRIVE, GILBERT, ARIZONA COUNCIL PRESENT: Mayor Brigette Peterson; Councilmembers Scott Anderson, Yung Koprowski, and Kathy Tilque COUNCIL ABSENT: Vice Mayor Aimee Yentes and Councilmember Scott September STAFF PRESENT: Town Manager Patrick Banger, Town Clerk Chaveli Herrera, Town Attorney Christopher Payne AGENDA ITEM CALL TO ORDER Mayor Peterson announced the names of the current Council and thanked them, then introduced distinguished guests in the audience including some former Councilmembers and those in various levels of government in attendance. She acknowledged the Town Manager’s Office and Town Manager Patrick Banger. Mayor Peterson called the meeting to order at 6:34 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE The Color Guards of the Gilbert Police and Fire & Rescue Departments presented the colors. Charlotte and Chase Koprowski led the Pledge of Allegiance. 1 Avery Jackson performed the National Anthem. Pastor Thor Strandholt of Valor Christian Center Church gave the invocation. TRANSITION OF TOWN COUNCIL AND PRESENTATIONS 1. Presentation of Election Certificates by Mayor Brigette Peterson. Mayor Peterson presented Election Certificates to Councilmember Koprowski and Councilmembers-elect Bongiovanni, Buchli, and Torgeson. 2. Oath of Office by Presiding Judge David Cutchen, Gilbert Municipal Court to: Councilmember Chuck Bongiovanni Councilmember Bobbi Buchli Councilmember Yung Koprowski Councilmember Jim Torgeson Judge Cutchen administered the Oaths of Office to Chuck Bongiovanni, Bobbi Buchli, Yung Koprowski, and Jim Torgeson. The new Council took seats at the Council dais. Mayor Peterson congratulated the newly-elected Councilmembers and welcomed them to Team Gilbert. ROLL CALL OF NEW COUNCIL Town Clerk Herrera called roll of the new Council and declared a quorum present. Councilmember Bongiovanni thanked those who voted for him, said he would like to earn the trust of those who did not, and thanked his family and others for helping him through 2 the election. He said he was committed to being a Councilmember who led with the values of Gilbert – humble, driven, kind, and bold. Councilmember Buchli thanked all of the voters, adding she was there for all of the residents, not just those who voted for her. She thanked her family and all those who helped during the election. She said she was grateful, thankful, and very humble to be on the Council. Councilmember Koprowski spoke of her journey serving on the Council as an appointed Councilmember, adding it felt amazing that the community voted for her so she could continue that journey and leadership. She thanked her family and said she hoped they could build a wonderful community together for themselves, their families, and for future generations. Councilmember Torgeson thanked his friends and those who helped him, including new friends he made, and his family. He said he appreciated the opportunity to present a different point of view, the tolerance, and the new Council liaison assignments. He promised to keep a laugh going and said it would be fun. Mayor Peterson discussed the newly updated Council assignments. ADMINISTRATIVE ITEMS 3. COUNCIL ADMINISTRATION- consider nomination and selection of Vice Mayor. A MOTION was made by Councilmember Anderson, seconded by Councilmember Koprowski, nominating Councilmember Tilque to the Office of Vice Mayor in 2023. Motion carried 7-0. Mayor Peterson noted that the new seating arrangement would be finalized now that the new Councilmembers were sworn in and the Vice Mayor was selected. She congratulated 3 the newly-elected Councilmembers again and said she looked forward to working with them. She presented the Council with gifts and a cake. A.R.S. 1-602.A.9. Gilbert Council Meetings are recorded and maybe viewed on Gilbert Live website. If you permit your child to participate in the Council Meeting, a recording will be made. If your child is seated in the audience your child may be recorded, but you may request that your child be seated in a designated area to avoid recording.
