MINUTES OF THE GILBERT TOWN COUNCIL IN SPECIAL MEETING FOR A STUDY
SESSION, TUESDAY, NOVEMBER 2, 2021, AT 6:00 P.M., GILBERT PUBLIC SAFETY
TRAINING FACILITY, ATLAS AUDITORIUM, 6860 SOUTH POWER ROAD, GILBERT,
ARIZONA

CALL TO ORDER OF SPECIAL MEETING
Mayor Peterson called the meeting to order at 6:03 p.m.
AGENDA ITEM
1. Discussion and update on Town Logo Guidelines.
Assistant Town Manager Prince provided an update on the Town logo guidelines. She said the
departments who were a part of the process were the following departments that used the logo
the most in their normal operations: Police, Fire, Parks and Recreation, Public Works, the
People Team, Digital Government, Economic Development; adding Councilmembers September
and Tilque also served on the committee. She thanked all those involved in the discussions.
She said the discussions focused on current usage, best use of logos, nearby municipalities’ logo
usage, structure types and exceptions, and expansion of brand standards. She provided
examples of current usage including email signatures, website, templates, business cards and
letterhead, billing, trashcans, and manhole covers. She said the intent was to utilize the new logo
only where the previous logo was utilized.
She discussed surrounding municipalities and their logo practices; comparisons of standards
were made with Peoria, Glendale, and Chandler. She noted photography was used in Gilbert and
Chandler, but not in Peoria and Glendale. She provided background and examples of the newer
seals, logos, and branding in the comparison cities.
She discussed structure types, stating the other cities did not have specific guidelines for where
their logos would be used, but the cities did have standards for size, color, etc. She discussed
places where the logo was currently used in Gilbert, noting the two structure types of temporary,
such as digital and promotional items, flags, tradeshow items, and event podiums; and permanent
structural types, such as building exteriors and permanent building interior décor, like flooring.
She noted permanent structures in existing buildings where the logo was not recommended,
noting the Public Safety Training Facility (PSTF) was the exception and was recommended. She
discussed natural places for the logo and brand standards, which would address temporary and
permanent items.
Vice Mayor Koprowski asked if a manhole fell under temporary or permanent items. Assistant
Town Manager Prince stated manholes were under temporary.
Councilmember Tilque stated there was cost savings to not have the logo on items such as
manholes, though the Town did need to have some identification on them. She stated it was
important to consider the process of how the logo was approved, adding some felt there was not
enough opportunity for a say, feedback, or buy-in. She spoke of the priority of honoring the
Police and Fire Departments and supporting them within the community. She said a lot of time
was spent on those considerations before the committee’s recommendations were made.
Councilmember September thanked staff, the committee, and Assistant Town Manager Prince
for leading the group. He said it was interesting to see the comparisons with other cities, and he
was grateful to be a part of the process.
Mayor Peterson stated she did not like that the logo could be used on the Town flag, adding she
did not feel a flag that represented Gilbert should be considered a temporary item. She asked
what would happen when that logo went away.
Assistant Town Manager Prince said the committee opted to not move any of the other logos,
such as the older swirl design, off of buildings. Mayor Peterson stated it was a rather large logo
and if it changed, it was a large symbol that did not connect to anything any longer. She spoke
of the swirls that were in other places in Gilbert, but said this logo was larger. She said logos
were temporary but a flag should identify the community, adding the flag topic could possibly be
the subject for another subcommittee.
Councilmember Tilque said the consideration of leaving the new logo on the PSTF was partly
due to the cost to remove it. She said the Council could later make the decision to either replace
it or just remove it. She said in regard to the flag, it could be separate discussion if the Council
wished, adding she was comfortable with the current recommendation.
Councilmember September said he appreciated that Mayor Peterson was thinking of the future
when the logo would change, adding the relationship with the Police and Fire Departments was
unique. He said he spoke with Councilmembers of other cities and they were surprised at how
closely Gilbert Police and Fire worked together. He said he would be open to additional
dialogue regarding the flag, adding he liked the idea of a seal used on a flag that was more
permanent than a logo.
Mayor Peterson thanked all those who participated in the committee.

Gilbert, Arizona. Study Sessions are open to the public. Discussion of agenda items is reserved
for the Council and Staff. No decisions are made or action taken during the Study Session.
