MINUTES OF THE GILBERT COUNCIL SUBCOMMITTEE ON LAND DEVELOPMENT CODE,
JULY 16, 2019, AT 7:00 A.M., ROOM 100, 90 EAST CIVIC CENTER DRIVE, GILBERT,
ARIZONA
COUNCIL PRESENT: Chair Brigette Peterson, Vice Mayor Eddie Cook and
Councilmember Jordan Ray
COUNCIL ABSENT: None

CALL TO ORDER
Chair Peterson called the meeting to order at 7:02 a.m.
AGENDA ITEMS
1. Approval of the minutes of the June 18, 2019 meeting.
A MOTION was made by Councilmember Ray, seconded by Vice Mayor Cook, to approve
the minutes of the June 18, 2019 meeting. Motion carried 3-0.
2. Review of previous discussions.
None
3. Review and Discussion of Land Development Code Division 4 Article 4.2.
4.2 Off-Street Parking and Loading Regulations: Senior Planner Temes said she is going
to rename this article Circulation, Parking and Loading
Table 4.204 Off-Street Parking Requirements: Senior Planner Temes said a consultant
would be helpful in updating this table. It needs to be cross-referenced and updated to
be consistent with other sections.
4.205 Number of Parking Spaces Required for Shopping Center and Regional
Commercial: Shopping Center look at using sharing parking and this allows for reduced
standards. With hotels, residential and congregate livings those spaces do not count
towards the reduced standards. Councilmember Ray noted at SanTan mall there are a
lot of spaces but people congregate in the same area making parking difficult and
making it hard to get in or out. Chair Peterson noted many people have large vehicles
for their families and they need larger spaces. Vice Mayor Cook noted he has looked at
restriping the parking lot behind Whiskey row to make bigger spaces with better traffic
flow.
4.206.B Open Parking Spaces: Costco is an example of a business with larger spaces.
There was discussion about the larger spaces and the consensus was this section should
remain.
4.206.C Unenclosed Covered Parking Spaces: Senior Planner Temes said extra space may
be needed if there is a canopy over the parking spaces. This is a problem when the poles
holding up the canopy are where the car door opens. The poles can be put on the
parking space lines as long as they do not impede opening the car door. Senior Planner
Temes wants to add the developer must adhere to all landscaping standards. This
section is used mainly for multi-family and office parking. Chair Peterson noted there is
not a lot of turn over in these spaces. Inspections Supervisor DeOrio said the developers
also have to adhere to structural engineering and building codes.
4.206.D Spaces in Parking Structures: Senior Planner Temes is going to remove the
statement about unobstructed back-up area.
4.206.F Compact Parking Spaces: Senior Planner Temes said this section is rarely used
and she would like to either remove it or make it less restrictive. Chair Peterson said
there have been issues with some spaces in garages that would be better fitted for
compact vehicles but there is no one to enforce this. She also noted with the
development of the 9.1 acres in the Heritage District, the developer will be building the
parking structure and they will be responsible for parking enforcement. Senior Planner
Temes said she will look to see what other cities do and she will talk to Traffic
Engineering.
4.206.G Residential Garages: Senior Planner Temes is going to change the title of this
section to Enclosed Parking Spaces. She is also wants to add minimum inside dimension
per stall of 10 feet wide by 20 feet deep with a minimum height of 9 feet. Senior Planner
Temes will check the building code requirements. Chair Peterson said with non-front
facing garages more space is needed.
4.206.I Perpendicular Parking: Senior Planner Temes is going to remove the statement
about “other than high turnover uses.”
4.207.A.1. Nonresidential and Multi-Family Uses: There was discussion about this not
being true in a mixed use environment. Senior Planner Temes wants to remove the last
statement about access from an alley. Development Engineer Manager Condit said
“tract” needs to be added along with easement.
4.208 Driveway Widths: There is currently no minimum width and there was discussion
about whether there should there be one or a parallel drive strip. Senior Planner Temes
will check the building codes.
4.208.B Other Than Single Family Residential: Senior Planner Temes wants to change 14
feet to 20 feet and 20 feet to 24 feet to be consistent.
New section Gated Entrances: This section would apply to Large Lot Residential,
Suburban Residential, Urban Residential, Urban Parking Lot, Urban Parking Garage,
Industrial Lot – Arterial, and Industrial Lot – Collector and Local. This needs to be in the
Engineering Detail and Senior Planner Temes will talk when them to make sure
everything is all covered.
4.209.A Single Family Residential Driveways – 50 feet or less: There was discussion
about materials and changing “concrete or masonry surface” to “hard surface.”
Councilmember Ray said once the driveway is on someone property he is fine with them
using whatever material they want.
4.209.B Single Family Residential Driveways – greater than 50 feet: Senior Planner
Temes will add “hard surface.”
4.209.C Alternate Paving Surface: Senior Planner Temes would like to remove “limited
or infrequent use.”
4.2010.A.1 Drive-Through Facilities – General: The turning radius is not big enough. This
affects places such as banks and car wash exits. Senior Planner Temes will talk with
Traffic Engineering/Building to find something better.
4.2010.A.2.b Screening: Senior Planner Temes would like to change this to 3 feet to be
consistent.
4.2010.A.2.c Screening: Senior Planner Temes would like to add a minimum and
maximum height and landscaping on both sides. She will look into this further.
Table 4.2010 Drive-Through Facilities Stacking Space Requirements: This will need to be
studied further.
4.2010.B Take-Out Facilities: Most cities do not require canopies over take-out windows
but they are in generally in all projects. Senior Planner Temes believes the requirement
is in their guidelines. Chair Peterson said canopies protect both the people working and
in cars and it is difficult to read the screens when there is not canopy.
4.2011 Passenger Loading Areas: Senior Planner Temes said this section is not
consistent. She would like the pull-in spaces to be 11 feet by 19 feet and the parallel
spaces 12 feet by 22 feet.
Table 4.2011 Passenger Loading Area Requirements: This table will be cleaned up with
the other tables.
New section Alternative Parking: This is needed and it can be added to a table.
4. Review and Discussion of Land Development Code Division 4 Article 4.3.
None
The next meeting will be on August 7, 2019 at 7:00 a.m. in Municipal Center II, Room
100.
