MINUTES OF THE TOWN OF GILBERT, INDUSTRIAL DEVELOPMENT AUTHORITY SEPTEMBER 22, 2020, 7:30AM WebEx Online Meeting MEMBERS PRESENT: Lauren Candreva, Kevin DeRosa, Val Gale, Alan Kranzberg, Christopher Smith, and Brent Yap MEMBERS ABSENT: Keith Lamparter, Gary Livacari STAFF PRESENT: Dan Henderson, Jennifer Graves, Chris Payne, John Baird, Austin Gregory, Jocelyn Smith COUNCIL LIAISON PRESENT: Councilmember Aimee Yentes CALL TO ORDER AND ROLL CALL: Staff Liaison Graves called the meeting to order at 7:30 a.m. and declared a quorum present. COMMUNICATIONS FROM CITIZENS President Candreva opened the floor to the public for any comments or communications for items not on the agenda. No communication from citizens. 1. Minutes—Consider approval of the July 18, 2019 meeting minutes A MOTION was made by President Candreva and seconded by Member Kranzberg to accept and approve the minutes of July 18, 2019 as Amended. Motion passed 6-0. 2. Election of Officers—Conduct annual election of officers A MOTION to retain Lauren Candreva as President, Keith Lamparter as Vice President, Gary Livacari as Secretary was made by Member Kranzberg and seconded by Member DeRosa. A MOTION To nominate Kevin DeRosa as Treasurer was made by President Candreva and seconded by Member Kranzberg. Motion passed 6-0. 3. Bond Update – Update on Honor Health Bond and Lease issuances Staff Liaison Graves gave an update that the Town was able to confirm through the merger of John C. Lincoln and Scottsdale Healthcare that the outstanding leases and the bonds were solely redeemed around 2014 and 2015. Correspondence was provided to Town staff; however, we do not have record of receiving the correspondence. With this discovery and the information provided by the Town Attorney Chris Payne, the indebtedness report has been updated to reflect the redemption of the bonds and leases. Member Smith asked if we received the application fees due to GIDA for the outstanding bonds and leases. Staff Liaison Graves responded that Jocelyn Smith worked with Finance and confirmed that we did receive the fees for the bonds in the time that they were outstanding. Annual Financial Report – Acceptance of annual financial report for fiscal year ending June 30, 2019 and fiscal year ending June 30, 2020. A MOTION was made by President Candreva to approve both the FY 2019 and FY 2020 financial reports and seconded by Member Smith. Motion passed 6-0. 5. Annual Bond Report – Acceptance of annual bonded indebtedness report for fiscal year ending June 30, 2019 and fiscal year ending June 30, 2020 A MOTION was made by President Candreva to approve both the FY 2019 and FY 2020 annual bond report and seconded by Member Kranzberg. Motion passed 6-0. 6. From members of the Authority on current & future events Dan Henderson gave an Economic Development update. - As we concluded FY 2020 (July 1, 2019 – June 30, 2020), the Town forecasted $97M in sales tax collections and the Town earned $108M in sales tax collections. - AZ Cares Council Subcommittee – bringing Gilbert Together Business Recovery program that includes a 3-tier of $18M to address short, mid, and the long-term well-being of the business community. The 3-tier program will be $11M in grant- oriented programs to small business; $5M in low-interest loan efforts; and $2M in technical assistance programs. - Business Retention and Expansion – during 4th Quarter of FY 2020, Economic Development brought in 55 leads. We have exceeded leads that we had over the last two years during this same quarter. - Tourism – room numbers have been a little higher than neighboring communities. - Downtown redevelopment is also looking very strong. Member Kranzberg - With interest rates being at record lows, the GIDA will be somewhat irrelevant for a few years. Dan Henderson stated that interest rates do have a direct parallel. Dan Henderson – we currently cannot use the role of the GIDA to fund multi-family development. Competitors have been very active in this area. We would have to research how to amend the rules to allow the GIDA to fund multi-family development. President Candreva – let’s add the process to amend this restriction as an agenda item to the next annual meeting. 7. Instead, the public will be able to fully participate remotely through any of the various technological means identified below, as permitted by Arizona law. Please be aware that these measures are in place to limit the need for members of the public to participate in a large public gathering, while ensuring that the discussions, deliberations, and actions taken in public meetings in the Town of Gilbert are transparent and conducted openly in compliance with Arizona law. The public will be able to fully participate in public meetings remotely through various technological means as permitted under Arizona law. Items on the agenda may be shortened, continued to a future public meeting, or taken out of order. Moreover, participants will be allotted a limited amount of time to speak at public meetings (the exact amount of time will be determined at the meeting by the Chair depending on the number of participants, as permitted by Town Code and state law). The Town has made a number of resources available that would allow the public to address public bodies remotely during public meetings. Any member of the public who wishes to address the Redevelopment Commission can choose any of the following options. WebEx Online Meeting Platform Members of the public, applicants, and Town staff will also have the ability to participate in the Gilbert Industrial Development Authority meeting via WebEx in order to give presentations during the Communications from Citizens and the Public Hearing sections of the meeting. If you would like to address the Gilbert Industrial Development Authority via the WebEx platform, you must register for the public meeting before it begins. The WebEx registration link is: WebEx Registration Preregistration allows Town staff to have your information ahead of time and ensure that you are called on at the appropriate time. If you are not able to pre-register on WebEx, you may still have the opportunity to participate via WebEx and would need to let the WebEx moderator know when you log-on that you wish to present at the meeting. However, you must log-on and register before the Redevelopment Commission calls the agenda item that you wish to address. Once the Redevelopment Commission has discussed an agenda item, it is closed to further discussion and will not be reopened.
