TOWN OF GILBERT REDEVELOPMENT COMMISSION MINUTES OF MAY 22, 2018 9:00 A.M. 50 E. Amanda Elliott indicated that a quorum was present. REDEVELOPMENT PLAN ROUGH DRAFT DOCUMENT REVIEW The purpose of the meeting is to review the sections of the rough draft in order for staff and Redevelopment Commission to understand what editorial is needed in order to be prepared for the Public Meeting on June 5. The document will include eight sections which were presented at the April public meeting. The masterplan presented in public workshops 2 & 3. The next workshop will focus on the draft of the Redevelopment Plan which includes all public input, staff input, Redevelopment Commission Input, stakeholder input, Council input. The Redevelopment Plan also includes lessons learned throughout the communications. The consultant has updated the 2008 plan and has carried the information forward and has added new information.  Each section begins with a splash page and first page of each chapter provides an overview of each chapter  Each of the goals and objectives have been updated from the 2008 plan. Goal “names” will be referred to within the document  The fundamental concept is all of the projects that have been presented to the public to date. These are the projects that are most critical to the Heritage District.  All graphics are still in draft form.  Special areas of focus included in requirements are o Public Parking o Circulation o Branding o Wayfinding o Tourism o Public Art o Special Events o District Management  There is a full appendices which will include alternatives, funding case studies, public workshop data and all information necessary to complete the Redevelopment Plan Update.  The goal is to have the staff and Redevelopment Commission review the document by May 30 at noon. An active document will be available in which editors can view each other’s comments in real time. o Staff was advised to read document, mark up and look for any glaring errors or holes o Rajnish Gupta, Town Traffic Engineer asked if the traffic studies for the projects will be included in the document so as to identify the flow of traffic at intersection and what needs to take place in order for a project to be viable. o Look at each section represents how you see your work and community. Get into the details that are provided in each other section and ensure we accurately represented it. It is not critical to verify the cost at this point but want to ensure that this is the vision of the community

This plan will identify and prioritize short, middle, and long-term goals for the next 10 years. In addition, this Redevelopment Plan Update will include a chapter which will serve as a land use plan for Town of Gilbert owned land within the District. This meeting will serve as a working meeting for the Technical Committee comprised of Town Staff from various Town-wide departments and Redevelopment Commission to review the draft Redevelopment Plan Update, project phasing and implementation strategy, and provide initial technical input. PROJECT SUMMARY The Town of Gilbert is leading a planning effort to strengthen and nurture the developing Heritage District into a vibrant center where people want to live, work and be entertained. A.R.S. 1-602.A.9. Gilbert Commission Meetings are recorded and maybe viewed on Channel 11 and the Gilbert website. If you permit your child to participate in the Commission Meeting, a recording will be made. If your child is seated in the audience your child may be recorded, but you may request that your child be seated in a designated area to avoid recording.
