CALL TO ORDER OF THE REGULAR MEETING
Chair Claassen called the regular meeting of the Redevelopment Commission to order at 6:00
P.M.
1. Oaths of Office
Boe Bigelow and TJ Claassen were sworn in and re-appointed as Commissioners by Vice
Mayor Tilque.
Vice Mayor Tilque announced that Councilmember Torgeson would be taking on the role
of Council Liaison for the Redevelopment Commission going forward.
ROLL CALL
Amanda Elliott, Redevelopment Program Manager, called the roll and determined that a quorum
was present.

COMMUNICATIONS FROM CITIZENS
At this time, members of the public may comment on matters not on the agenda. Accordingly, the
Commission’s response is limited to responding to criticism, asking staff to review a matter
commented upon, or putting a matter on a future agenda.
There were no citizens in attendance wishing to speak.
ADMINISTRATIVE ITEMS
2. Meeting Minutes – Consider approval of minutes from the regular meeting held on
October 19, 2022
MOTION: Commissioner Updike moved to approve the minutes of October 19, 2022,
seconded by Commissioner Baugh. Motion passed 5-0
COMMUNICATIONS
Executive Session – The Public Body may convene into an executive session at one or more times
during the meeting as needed to confer with the Town Attorney for legal advice regarding any of
the items listed on the agenda as authorized by A.R.S. §38-43.03.A.3.
Chair Claassen shared the following:
He welcomed Councilmember Torgeson as Council Liaison.
He thanked Vice Mayor Tilque for her service as Council Liaison since October 2020. He
congratulated her for her appointment as Vice Mayor and provided her with a token of
appreciation.
Council Liaison Torgeson shared the following:
He is looking forward to working with the Commission as Council Liaison.
Gilbert will be holding a second open house on Monday, January 23, 2023, at 4:00 p.m. at
the Gilbert Police Department Amphitheater regarding utility rate changes.
On Tuesday, January 24, 2023, at 5:00 p.m., Gilbert Town Council will hear a Study
Session on the Water Tower Plaza redesign.
Redevelopment Program Manager Amanda Elliott shared the following:
Town Council approved the development agreement for the south anchor in the 2018
Redevelopment Plan, which is the northwest corner of Gilbert Road and Elliot Road. This
is planned as a mixed-use development, with approximately 300,000 square feet of
development including retail, restaurants, residential, and a parking garage.

As part of Kindness Month, students of Gilbert Elementary School and Mesquite
Elementary School have created drawings on spreading acts of kindness for Random Acts
of Kindness Day. The drawings will be posted throughout the Heritage District.

Chair Claassen adjourned the regular meeting at 6:14 PM.

The Redevelopment Commission is very appreciative of the honor to serve. In performing our roles and
functions, we use iPads and/or laptops at our meetings as well as monitors on the dais, which contain the
materials of the agenda items before us this evening. If you notice our eyes on these electronic devices, it is
not due to lack of attentiveness to speakers, as we are actively listening to all who are speaking and at the
same time following along in our packets that the staff has prepared for us this evening.

For those who want to view Redevelopment Commission meetings without attending in person, a
live stream of the meeting will be broadcast online at https://gilbertaz.gov/gilbertlive. Meetings
are also recorded and available for view anytime on YouTube.
Members of the public who want to address the Redevelopment Commission may either attend in
person or submit comments via an online comment card.
Online Comment Card
At least one hour before the Redevelopment Commission meeting, submit an online public
comment card and indicate whether you are for or against the public hearing item. Online
comment cards not submitted by the deadline will not be read at the meeting.

NOTICE TO PARENTS: Parents and legal guardians have the right to consent before the Town of Gilbert makes a video
or voice recording of a minor child. A.R.S. 1-602.A.9. Gilbert Commission Meetings are recorded and maybe viewed on
Channel 11 and the Gilbert website. If you permit your child to participate in the Commission Meeting, a recording will
be made. If your child is seated in the audience your child may be recorded, but you may request that your child be
seated in a designated area to avoid recording. Please submit your request to the Town Clerk.
